In contrast to other years, when registrations of new speed pedelecs often saw extreme peaks, the number of registrations remained relatively constant in the first half of 2025. A total of 7,509 units were registered, slightly more than last year (+0.4%). However, in June, we saw a 6% increase to 1,309 units. The figures were announced by Filip Rylant, spokesperson for mobility federation Traxio.
Speed pedelecs are a relatively recent phenomenon, which means that legislation in this area often lags behind. However, Flemish Minister of Mobility Annick De Ridder (N-VA) recently announced that speed pedelecs will now be allowed on all towpaths managed by the Flemish Waterway.
De Ridder pointed out that 22.1% of commuting is done by bike, which is partly due to the success of the speed pedelec. Cyclists must realize that they have to adjust their speed to the situation.

In this context, the Minister referred to the ‘fun’ awareness campaign that was recently launched to encourage cyclists to respect traffic and courtesy rules on the paths. Speed pedelecs, for example, often exceed the permitted maximum speed of 30 km/hour, which can sometimes create dangerous situations.
Second-hand speed pedelecs
The better repartition of speed pedelec sales throughout the year, as Traxio mentions, is partly because fewer speed pedelecs are registered privately, and more are leased. The share of leasing now stands at an astonishing 61.6%, and this figure is likely to increase further. Private individuals account for 24.9% of the market, while companies account for 13.5%.
Meanwhile, the second-hand market also continues to perform strongly. In the first half of the year, 4,454 second-hand speed pedelecs were registered, representing a 16% increase; in June alone, we recorded a 25% increase. Compared to 2023, the increase is even +29.3%.
Private individuals mainly register second-hand speed pedelecs. “The share of the second-hand market has increased from 26.1% to 37.2% between 2023 and 2025,” explains Rylant.
Shift between new and used vehicles
Although significantly more new SPs are still being purchased, we are seeing a shift between new and second-hand. In the first half of 2024, 66.1% of speed pedelecs were new, and 33.9% were second-hand. In the first half of 2025, 62.8% were new, and 37.2% were second-hand.
Frank Glorieux, General Secretary for the bicycle sector at Traxio: “The figures for the first semester confirm that speed pedelecs are a permanent and sustainable mobility solution. The new market is stabilizing and even evolving toward growth, while the second-hand market has experienced significant growth in recent years and months. The future is, therefore, decidedly positive for speed pedelecs.”
