BEV passenger cars, however, will remain tax-exempt as they are not subject to China&#8217;s displacement-based vehicle tax.<\/p>\n<p>As reported by CnEVPost, China\u2019s Ministry of Finance, the State Taxation Administration, and the Ministry of Industry and Information Technology have decided to adjust the national vehicle and vessel tax.<\/p>\n<p>The changes will affect plug-in hybrids, including range-extender models, as well as battery-electric commercial vehicles and fuel cell commercial vehicles. The tax exemption for these vehicle categories, in place since 2012, will end on 1 January 2027. At the same time, the existing tax reduction for particularly efficient internal combustion engine vehicles will also be abolished.<\/p>\n<h4>No engine displacement<\/h4>\n<p>Battery-electric and fuel cell passenger vehicles remain unaffected. As these vehicle types lack engine displacement, they remain exempt from the annual vehicle tax under Chinese tax law. This means the largest segment of China\u2019s new energy vehicle (NEV) market will remain tax-free.<\/p>\n<p>The vehicle and vessel tax is an annual ownership tax in China. For passenger cars with an engine displacement of between 1.6 and 2.0 liters, the tax ranges from 360 to 660 yuan (\u00b1\u20ac43 to \u00b1\u20ac79 euros) per year, depending on the province. From 2027, owners of the newly affected vehicle categories will be required to pay the tax, regardless of whether their vehicle is new or previously registered.<\/p>\n<h4>Incentives have done their work<\/h4>\n<p class=\"wp-block-paragraph \">The Chinese Ministry of Finance justifies the decision by stating that the tax incentives have fulfilled their purpose. The regulation, which has been in effect since 2012, has significantly contributed to the growth of the market for electric and other energy-efficient vehicles.<\/p>\n<p class=\"wp-block-paragraph \">However, given the now substantial market presence of these vehicles, the framework conditions have fundamentally changed. Additionally, plug-in hybrids and other electrified vehicles are now considered high-value economic assets, and their taxation is expected to promote greater tax fairness.<\/p>\n<p class=\"wp-block-paragraph \">This decision aligns with the gradual realignment of China\u2019s electric-vehicle subsidy policy. After years of state incentives supporting the sector, the government is increasingly withdrawing from direct funding. Recently, the share of so-called NEVs in China\u2019s passenger car market reached a new record high of 62.9%.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-189172 size-full\" src=\"https:\/\/i0.wp.com\/newmobility.news\/wp-content\/uploads\/2026\/07\/Scherm%C2%ADafbeelding-2026-07-06-om-10.30.59.png?resize=640%2C356&#038;ssl=1\" alt=\"\" width=\"640\" height=\"356\" srcset=\"https:\/\/i0.wp.com\/newmobility.news\/wp-content\/uploads\/2026\/07\/Scherm%C2%ADafbeelding-2026-07-06-om-10.30.59.png?w=1598&amp;ssl=1 1598w, https:\/\/i0.wp.com\/newmobility.news\/wp-content\/uploads\/2026\/07\/Scherm%C2%ADafbeelding-2026-07-06-om-10.30.59.png?w=1280&amp;ssl=1 1280w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/p>\n<p class=\"wp-block-paragraph \">BloombergNEF also expects continued growth in China\u2019s electric vehicle market but anticipates that the pace will slow compared to previous years as the market enters a phase of maturity. Against this backdrop, the government appears to be shifting its focus from purchase incentives toward normalizing the tax framework.<\/p>\n<h4>Discussions are heating up<\/h4>\n<p>As NEVs become the mainstay of sales, discussions about tax reform have been heating up. Cui Dongshu, secretary-general of the China Passenger Car Association (CPCA), called last month for China to reform its traditional road tax system, which is tied to fuel consumption.<\/p>\n<p>Cui pointed out that NEVs consume no fuel and have long used public road resources at zero tax cost. Moreover, because they carry power batteries, NEVs are generally heavier than fuel-powered vehicles of the same class, resulting in greater wear and tear on roads.<\/p>\n<p>To address this unfairness, Cui suggested establishing a statutory vehicle road-use tax, drawing on data from China&#8217;s Beidou navigation satellite system and the national vehicle supervision platform.<\/p>\n<h4>New tax system<\/h4>\n<p>Cui envisions building a comprehensive tax-calculation mechanism based on mileage, vehicle weight, and operating conditions, abandoning the traditional one-size-fits-all model for collecting road maintenance fees.<\/p>\n<p>The core principle is to encourage consumption and benefit the people, Cui stressed, adding that the new tax system must not increase the burden on ordinary families using cars for commuting.<\/p>\n<p>He suggested setting an annual tax-free mileage quota for private cars, which would ensure a zero tax burden for the vast majority of families&#8217; daily commutes and short-distance trips.<\/p>\n<p>He recommended that the new policy strictly distinguish between private commuting cars and commercial vehicles. Vehicles with high-frequency driving and heavy-load wear, such as freight trucks and commercial passenger buses, would bear the corresponding public infrastructure costs.<\/p>\n<p>To ensure a smooth transition of the policy, Cui suggested adopting a gradual implementation path.
