The Roads and Traffic Agency (Agentschap Wegen en Verkeer, AWV), the road authority responsible for Flemish highways and regional roads, wants signage to be consistent across the entire Flemish highway network, guided by the principle of providing less but more relevant information per sign and improving traffic safety.

For example, upright arrows will replace downward-pointing ones, and the yellow-green exit signs will be removed, as will the internally illuminated ones.

A single, uniform framework

Until now, various service orders and documents in Flanders governed signage rules – signage is a regional responsibility in Belgium. And because all those existing AWV guidelines were outdated and not consolidated, and the federal traffic code also provided too little guidance for designers, this led to differences in interpretation and implementation between designers and road authorities.

The new directive now brings all this together under a single, uniform framework specifically for highways, providing designers and operators with a clear, consistent approach that eliminates differences in approach and addresses road users’ needs.

The new signs with arrows pointing upward /AWV

Arrows point upward instead of downward

Perhaps the most significant practical change is that the downward-pointing arrows on the road signs along and above Flemish highways will be removed and replaced with upright arrows, as is also the case in the Netherlands and Germany.

The change is also intended to make things easier for drivers. With an upright arrow, drivers must follow the lane indicated by the arrow, rather than trying to interpret where a slanted arrow points.

Especially at complex intersections with multiple lanes, the latter can lead to uncertainty and delayed lane changes. Hence the introduction of upright arrows: drivers must think less and can make the right choice more quickly and with greater certainty.

No more illuminated signs

Internally illuminated signs – those big blue light boxes you see above the highway or at exits – are also being phased out. Retroreflective signs are becoming the standard. They’re just as easy to read, but they’re also easier to maintain and more budget-friendly.

Also disappearing: the classic yellow-green exit signs. They are being replaced by the international exit symbol in black and white, which offers better contrast and is integrated into the signage itself.

Less information on signposts for non-highway roads

A third change is that at exits leading to regular roads, through destinations are no longer listed on the advance direction sign. The focus is on destinations accessible via the exit itself, although through destinations do remain on the route confirmation sign after the interchange. At exits leading to other highways or major network junctions, through destinations are still listed.

Advance direction signs also have the same layout as regular direction signs, with only a distance indicator as an additional element, and the exit name appears at the top of the sign. This prevents confusion when the exit name does not match any of the listed destinations.

Finally, all elements (text, road numbers, arrows, distances, exit symbols) will be given a fixed position on the sign to create a “more uncluttered” overall appearance, and a new color-coding system will be introduced for exits and road numbering.

Example of a new traffic sign indicating an exit to the underlying road network /AWV

Phased implementation

The new signage will not be implemented all at once; such a project would be extremely costly. Consequently, the signs will be replaced as opportunities arise, such as during new infrastructure projects, after a collision, or when they are worn out.

And one more thing: the guidelines are tailored to the road signs in the Netherlands, Germany, and Wallonia. There is no complete uniformity across the EU, nor is it likely to happen anytime soon.

Traffic rules and signs are governed by the Vienna Convention on Road Traffic (1968), which has been signed by many countries, both within and outside the EU, and provides a basis for shared symbols and principles. However, the color of highway signs, for example, already varies greatly among EU countries.

Full harmonization would mean that dozens of countries would have to replace their entire signage systems at the same time – an astronomical cost. Moreover, traffic infrastructure is not an EU competence but remains the responsibility of the member states and, in Belgium, of the regions.

Signage on Flemish highways is getting a facelift.
