Imported vehicles will remain subject to mandatory checks, while sellers and buyers can still opt for voluntary inspections.

The measure follows a broader reform introduced in September that extends the technical inspection interval for passenger cars to 2 years, regardless of age or mileage.

Flemish Mobility Minister Annick De Ridder argues that the changes will simplify procedures, reduce waiting times and bring Flanders closer to European minimum requirements. On 15 October, De Ridder ruled out any changes in the Flemish Parliament and rejected a joint safety assessment with other Belgian regions as ‘creeping refederalisation’.

One in five cars fails

However, figures published by inspection federation GOCA Vlaanderen raise questions about the consequences.

Of the 482,809 used-vehicle inspections carried out in 2025, no fewer than 93,029 resulted in rejection for a major or dangerous defect. These included 83,405 vehicles with major defects and 9,624 with dangerous defects, often involving brakes, tires, suspension or lighting.

That means 19.3% of inspected second-hand vehicles failed on serious technical grounds. These figures do not establish how many accidents were prevented by mandatory inspections.

Nevertheless, they demonstrate that the current system identifies a substantial number of vehicles that require attention before they can pass inspection.

The reform also raises consumer protection concerns, particularly for buyers of older, cheaper vehicles who may lack the expertise or resources to identify hidden mechanical problems themselves.

15,752 signatures, but no reversal

The Flemish Parliament hearing on 1 October addressed a 15,752-signature petition calling for an independent safety assessment of the vehicle inspection reform /Flemish Parliament

Two road-safety campaigners, Bart Rassaerts, a former vehicle inspection officer, and Nico Godin, have challenged the reform through a petition supported by 15,752 signatures.

The petitioners presented their objections during a hearing of the Flemish Parliament’s Mobility Committee on 1 October. A week later, on 8 October, the committee discussed its conclusions.

According to the petitioners, the committee acknowledged their substantiated arguments but referred to the minister’s earlier refusal to make immediate changes, leaving safety concerns to subsequent monitoring and evaluation.

The campaigners are calling for an independent assessment before the mandatory used-car inspection disappears. Their concerns are reinforced by an earlier unfavorable opinion from the Flemish Inspectorate of Finance.

They questioned the evidence supporting the reform. The Flemish government responded that European standards, improvements in vehicle technology, and proportionality justified relaxing the existing rules.

Environmental authorities not consulted

A separate documentary trail raises questions about emissions monitoring. In a written response dated 26 August, the Flemish Environment Agency (VMM) stated that the environmental policy department had not been involved in preparing or implementing the reform and that it held no corresponding policy studies or analyses.

Environment Minister Jo Brouns’ office subsequently confirmed on 9 October that it had no documents available in the five requested categories covering environmental impact, emission-testing frequency, and possible alternatives.

These responses do not establish that no environmental assessment exists elsewhere within the Flemish administration. Nor do they prove that the reform will increase pollution.

They do, however, leave unanswered the question of how the consequences of fewer compulsory inspections for detecting defective or manipulated emission-control systems were evaluated.

An exhaust particle-number test on a diesel car. Fewer mandatory inspections could mean defective or manipulated particulate filters remain undetected for longer /GOCA Vlaanderen

Diesel particulate filters are a case in point. Since July 2022, Belgium has used particle-number tests during technical inspections to detect defective or illegally removed filters.

The Flemish Environment Agency (VMM) estimates that just 10% of problematic vehicles account for 80% of particulate emissions from vehicles required to have such filters.

The tests themselves are not being abolished, but fewer mandatory inspections could mean that defective or manipulated filters remain undetected for longer. The VMM explicitly advocates strengthening technical inspections as part of its fight against emissions fraud.

Minister refuses joint safety study

Speaking in the Flemish Parliament on 15 October, Mobility Minister Annick De Ridder reaffirmed that she would not reconsider the reform. “I won’t change a centimetre,” she declared.

She also rejected a proposal from the other Belgian regions for a joint impact study, describing a common evaluation of the Flemish inspection rules as “creeping refederalisation”. Any assessment should remain a Flemish responsibility, she argued.

De Ridder acknowledged that no separate independent road-safety impact assessment had been conducted. Instead, the government intends to monitor the reform afterwards and reconsider it if substantial negative safety consequences emerge. However, she did not specify what threshold would trigger such a review when questioned by MP Frédéric Erens.

The minister also confirmed that the abolition of mandatory used-car inspections was postponed until January 2027 because federal IT systems were not ready, rather than for additional safety research.

Evaluate first or afterward?

The fundamental disagreement concerns timing. The Flemish government favors simplifying inspections now and monitoring possible consequences afterward. Critics argue that removing an existing control without first establishing its effectiveness creates unnecessary uncertainty.

Periodic inspections and emission tests will not disappear. The question is whether the longer intervals, combined with the abolition of mandatory inspections at resale, will allow more technical defects to go undetected for longer.

Newmobility.news submitted detailed questions to Minister De Ridder’s office about the safety evidence underpinning the reform and its environmental impact.

The spokesperson subsequently replied that these issues had “already been extensively addressed in parliamentary committee hearings”, without providing specific answers to our questions.

Flanders is pressing ahead with plans to abolish mandatory technical inspections when used cars are sold, despite figures showing that almost one in five vehicles inspected last year had serious defects.
