The Federation of Enterprises in Belgium (FEB), the country’s leading employers’ organization, warns that the January 1, 2027, deadline for the mandatory mobility budget is no longer feasible. Companies still lack the finalized legal framework needed to prepare for and implement the reform.<\/p>\n

Federal Minister of Labor David Clarinval (MR) is reportedly now open to a postponement, according to the business newspapers L’Echo\/De Tijd.<\/p>\n

This is not the first time a mobility budget reform has missed its deadline. Because the legislative texts were not ready by the original January 1, 2026 deadline, the requirement was already postponed once to January 1, 2027.<\/p>\n

Obligation instead of free choice<\/h4>\n

Under the reform, the mobility budget would no longer be at the employer’s discretion but would become mandatory. Employers that have provided company cars for more than 36 months and have at least 50 employees must henceforth offer employees a mobility budget.<\/p>\n

Small businesses with at least 15 employees are exempt for now but are expected to comply as of January 1, 2028. Businesses facing difficulties, such as those undergoing mass layoffs, are exempt from this requirement.<\/p>\n

Employees also remain completely free to choose whether to opt for the mobility budget. Current lease contracts may also be allowed to expire before the vehicle is traded in.<\/p>\n

Half of the mobility budget for housing costs<\/h4>\n

The mobility budget has been in place since 2019. Employees with a company car can trade it in for more sustainable mobility solutions that better suit their needs.<\/p>\n

They can use this similarly tax-advantaged budget to purchase a less expensive, green car or other sustainable mobility solutions, such as a bicycle or a public transportation pass. Anyone with a remaining budget balance can have it paid out, which is the least tax-advantageous option.<\/p>\n

Anyone who trades in their company car and lives within a 10-kilometer radius of their workplace, or works from home at least half the time, can also use their mobility budget to pay their mortgage or rent. This is by far the most popular use<\/a> of the mobility budget.<\/p>\n

‘Adjustments are needed’<\/h4>\n

But another delay seems likely because, as the FEB points out, no official text has been published to date, and companies cannot implement such a rule without knowing exactly what it entails so they can adjust their administrative processes and internal procedures.<\/p>\n

The FEB is also once again urging respect for the unanimous recommendation of the Central Council for Economic Affairs (CRB) and the National Labor Council (NAR).<\/p>\n

They advocate administrative simplification and, above all, a 50% cap on the mobility budget for housing costs, partly because failing to do so could drive up real estate prices.<\/p>\n

According to calculations by consultancy EY, Belgium\u2019s plan to make the federal mobility budget compulsory for employers offering company cars could also punch a hole of up to \u20ac1 billion<\/a> a year in federal revenues. Therefore, a recommendation from the banking federation Febelfin and the National Bank on the budgetary impact seems advisable.<\/p>\n
