Un projet pilote pourrait \u00eatre lanc\u00e9 dans plusieurs gares.<\/p>\n<p>Il s'agit d'un revirement frappant pour la NMBS\/SNCB, puisque l'id\u00e9e avait \u00e9t\u00e9 rejet\u00e9e pr\u00e9c\u00e9demment. La possibilit\u00e9 d'installer des portillons d'acc\u00e8s dans les principales gares du pays a \u00e9t\u00e9 \u00e9voqu\u00e9e dans l'accord de coalition, mais a \u00e9t\u00e9 rejet\u00e9e par la SNCB en septembre en raison d'une \u201canalyse de rentabilit\u00e9 n\u00e9gative\u201d.\u201d<\/p>\n<p>Cependant, le Comit\u00e9 consultatif des voyageurs (RGCT) s'oppose \u00e0 l'installation de portillons d'acc\u00e8s dans les grandes gares. \u201cLes portillons d'acc\u00e8s ne r\u00e9soudront pas le probl\u00e8me de l'\u00e9vasion tarifaire\u201d, indique-t-il dans un avis consultatif.<\/p>\n<h4>Mise \u00e0 jour prochaine de l'\u00e9tude 2023<\/h4>\n<p>Mardi, le ministre de la Mobilit\u00e9 Jean-Luc Crucke (Les Engag\u00e9s) a annonc\u00e9 devant la commission de la mobilit\u00e9 de la Chambre que des portillons d'acc\u00e8s seraient install\u00e9s \u00e0 titre exp\u00e9rimental dans cinq grandes gares.<\/p>\n<p>Cependant, un jour plus tard, son cabinet a modifi\u00e9 ce message : \u201cLa NMBS\/SCNB \u00e9tudie les conditions n\u00e9cessaires \u00e0 la mise en place d'un projet pilote cette ann\u00e9e. Sur la base de cette analyse, une d\u00e9cision sera prise quant \u00e0 la poursuite du projet\u201d.\u201d<\/p>\n<p>Selon Britt Monten, porte-parole de la SNCB, la compagnie ferroviaire travaille \u00e0 la mise \u00e0 jour d'une \u00e9tude r\u00e9alis\u00e9e en 2023 sur le sujet. \u201cNous n'examinons pas seulement les portillons, mais aussi d'autres solutions, telles que les valideurs de billets ou des mesures suppl\u00e9mentaires de s\u00e9curit\u00e9 et de lutte contre la fraude. D'ici avril, elle souhaite clarifier les conditions de lancement d'un \u00e9ventuel projet pilote.<\/p>\n<h4>Une station avec des barri\u00e8res d'acc\u00e8s<\/h4>\n<p>Ce regain d'int\u00e9r\u00eat est frappant, car auparavant, l'id\u00e9e d'installer des portiques de contr\u00f4le des billets dans les grandes gares avait \u00e9t\u00e9 rejet\u00e9e parce que les co\u00fbts seraient beaucoup plus \u00e9lev\u00e9s que les recettes suppl\u00e9mentaires g\u00e9n\u00e9r\u00e9es par la diminution des cas de fraude. L'ann\u00e9e derni\u00e8re, 40% passagers de plus ont \u00e9t\u00e9 contr\u00f4l\u00e9s par rapport \u00e0 l'ann\u00e9e pr\u00e9c\u00e9dente.<\/p>\n<p>Par le pass\u00e9, la SNCB a \u00e9galement fait remarquer que ces portiques n'\u00e9taient pas inclus dans le contrat de 10 ans conclu avec le gouvernement et qu'aucun budget n'avait \u00e9t\u00e9 allou\u00e9 \u00e0 cet effet. En outre, tous les billets devraient \u00eatre num\u00e9riques.<\/p>\n<p>Sur le r\u00e9seau du m\u00e9tro bruxellois et dans certaines gares \u00e0 l'\u00e9tranger, les passagers doivent scanner leur billet avant d'\u00eatre autoris\u00e9s \u00e0 monter sur le quai. En Belgique, la gare de Brussels Airport est la seule o\u00f9 de tels portillons d'acc\u00e8s sont d\u00e9j\u00e0 en place.<\/p>\n<h4>TreinTramBus n'est pas favorable<\/h4>\n<p>L'organisation de voyageurs TreinTramBus s'oppose \u00e0 l'installation de portillons dans les transports publics. Elle r\u00e9agit ainsi \u00e0 la d\u00e9cision de la SNCB et \u00e0 l'annonce de la ministre flamande de la Mobilit\u00e9, Annick De Ridder (N-VA), selon laquelle douze stations de m\u00e9tro anversoises seront \u00e9quip\u00e9es de portillons, ce qui repr\u00e9sente un investissement de 15 millions d'euros.<\/p>\n<p>\u201cEn raison d'un manque de fonds et de mesures de r\u00e9duction des co\u00fbts, nous sommes contraints de r\u00e9duire consid\u00e9rablement l'offre de services de transport public\u201d, d\u00e9clare le pr\u00e9sident Peter Meukens dans le Het Nieuwsblad. \u201cMais y a-t-il encore beaucoup d'argent disponible pour les portails ?\u201d<\/p>\n<p>Les syndicats des transports publics s'y opposent \u00e9galement. Ils craignent que les portiques soient moins efficaces pour lutter contre les nuisances caus\u00e9es par les sans-abri ou les toxicomanes et qu'ils n'am\u00e9liorent donc pas la s\u00e9curit\u00e9 dans les gares.<\/p>\n<h4>RGCT n'est pas non plus un fan<\/h4>\n<p>Le Comit\u00e9 consultatif des passagers (RGCT) s'oppose d\u00e9sormais explicitement \u00e0 l'installation de portillons d'acc\u00e8s. Il estime par exemple que l'impact des portillons sur la fraude est limit\u00e9 et que les portillons peuvent accro\u00eetre le sentiment d'ins\u00e9curit\u00e9 des passagers parce que les fraudeurs essaient de se glisser avec eux par les portes ouvertes. Les portillons peuvent \u00e9galement constituer une g\u00eane pour les grands groupes de passagers, pour les personnes handicap\u00e9es (et leurs accompagnateurs), pour les passagers \u00e0 bicyclette, etc.<\/p>\n<p>La RGCGT estime \u00e9galement que l'installation de portillons d'acc\u00e8s sur les quais cr\u00e9erait des difficult\u00e9s pour les passagers en correspondance qui doivent changer de quai. Les portillons d'acc\u00e8s \u00e0 l'entr\u00e9e des gares, quant \u00e0 eux, perturberaient la fonction publique des gares et feraient perdre des clients et des revenus aux d\u00e9taillants install\u00e9s dans les gares.<\/p>\n<p>Le RGCT recommande que \u201cles budgets importants qui seraient n\u00e9cessaires pour installer des portillons d'acc\u00e8s dans les grandes gares soient investis, d'une part, dans du personnel de contr\u00f4le suppl\u00e9mentaire et, d'autre part, dans des services qui servent mieux les voyageurs, comme l'augmentation de la fr\u00e9quence des trains dans la journ\u00e9e et l'extension des heures d'exploitation avec des services en fin de soir\u00e9e, notamment le week-end, une recommandation \u00e0 laquelle de nombreux jeunes usagers des trains ne seront certainement pas oppos\u00e9s\".<\/p>\n<p>\u00c0 titre de comparaison : Sur plus de 400 gares aux Pays-Bas, 82 ont \u00e9t\u00e9 \u00e9quip\u00e9es de portillons. Et que constate-t-on ? Le nombre d'amendes \u00e9mises a d'abord chut\u00e9 de 350 000 en 2015 \u00e0 230 en 2018, soit une baisse de 34%. Mais en 2025, pr\u00e8s de 400 000 personnes sans ticket ont \u00e9t\u00e9 verbalis\u00e9es, soit pr\u00e8s du double par rapport \u00e0 2018.
