Il s'agirait de donner <\/span><span class=\"Y2IQFc\" lang=\"en\">les entrepreneurs disposent d'une plus grande marge de man\u0153uvre financi\u00e8re en p\u00e9riode de hausse des prix de l'\u00e9nergie et de troubles g\u00e9opolitiques.<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">Un nombre croissant de pays, dont la Pologne et l'Italie, s'efforcent depuis un certain temps d'affaiblir, voire d'abolir le syst\u00e8me.\u00a0<\/span><span class=\"Y2IQFc\" lang=\"en\">Toutefois, cela risque de rendre la pollution moins ch\u00e8re. D'autres pays - les Pays-Bas, les pays nordiques et l'Espagne - d\u00e9fendent fermement le syst\u00e8me.<\/span><\/p>\n<h4><span class=\"Y2IQFc\" lang=\"en\">Comment fonctionne le syst\u00e8me d'\u00e9change de quotas d'\u00e9mission ?<\/span><\/h4>\n<p><span class=\"Y2IQFc\" lang=\"en\">Le SCEQE fonctionne selon un syst\u00e8me de quotas d'\u00e9mission. Pour chaque tonne de CO2 \u00e9mise par une entreprise, celle-ci doit acheter un quota d'\u00e9mission. Pour \u00e9viter que les prix ne fluctuent trop fortement, les quotas d'\u00e9mission sont retir\u00e9s du syst\u00e8me chaque ann\u00e9e.<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">Cette d\u00e9cision a \u00e9t\u00e9 prise \u00e0 la suite de la crise \u00e9conomique de 2008, lorsque l'industrie europ\u00e9enne a soudainement produit beaucoup moins que pr\u00e9vu. En cons\u00e9quence, la demande de quotas d'\u00e9mission a \u00e9galement fortement diminu\u00e9. <\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">Selon les lois du march\u00e9, une baisse de la demande entra\u00eene une baisse des prix. Et cette baisse de prix mena\u00e7ait de faire s'\u00e9crouler le syst\u00e8me ETS. C'est pourquoi les quotas inutilis\u00e9s sont d\u00e9sormais d\u00e9truits chaque ann\u00e9e.<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">Les quotas d'\u00e9mission sont mis en vente sur le march\u00e9 du SCEQE, mais il existe \u00e9galement un tampon qui n'est pas vendu. La Commission europ\u00e9enne peut utiliser ce tampon pour r\u00e9guler le prix. Chaque ann\u00e9e, ce tampon est plafonn\u00e9 et les quotas d'\u00e9mission exc\u00e9dentaires sont d\u00e9truits.<\/span><\/p>\n<h4>Que se passe-t-il \u00e0 Bruxelles ?<\/h4>\n<p><span class=\"Y2IQFc\" lang=\"en\">Les entreprises \u00e0 forte consommation d'\u00e9nergie de l'Union europ\u00e9enne doivent donc compenser leurs \u00e9missions en achetant des droits d'\u00e9mission. Bruxelles met de moins en moins de droits \u00e0 disposition, ce qui fait grimper les prix et place les entreprises devant un choix : passer au vert ou payer.<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">\u201cL'Europe doit constituer une r\u00e9serve plus importante pour prot\u00e9ger l'industrie contre les augmentations inattendues de la taxe sur le CO2\u201d, propose la Commission europ\u00e9enne.\u00a0<\/span><span class=\"Y2IQFc\" lang=\"en\">\u201cCela peut se faire en conservant les quotas d'\u00e9mission inutilis\u00e9s dans le syst\u00e8me. Actuellement, ceux-ci sont toujours d\u00e9truits chaque ann\u00e9e.\u201d<\/span><\/p>\n<p>\u201c<span class=\"Y2IQFc\" lang=\"en\">En ne d\u00e9truisant plus les quotas d'\u00e9mission exc\u00e9dentaires, la r\u00e9serve de stabilit\u00e9 du march\u00e9 sera \u201cmieux \u00e0 m\u00eame de r\u00e9pondre aux \u00e9volutions futures du march\u00e9, y compris \u00e0 la p\u00e9nurie potentielle dans les d\u00e9cennies \u00e0 venir\u201d, selon un communiqu\u00e9 de presse de la Commission europ\u00e9enne.<\/span><\/p>\n<h4>Sous le feu de l'action<\/h4>\n<p><span class=\"Y2IQFc\" lang=\"en\">Le syst\u00e8me d'\u00e9change de quotas d'\u00e9mission sert de moteur \u00e0 la politique climatique : non seulement l'\u00e9change de quotas d'\u00e9mission encourage l'\u00e9cologisation, mais le syst\u00e8me a \u00e9galement d\u00e9j\u00e0 g\u00e9n\u00e9r\u00e9 260 milliards d'euros de recettes, avec lesquels l'UE et les 27 \u00c9tats membres peuvent financer la politique climatique. <\/span><span class=\"Y2IQFc\" lang=\"en\">Mais maintenant que l'industrie est sous pression, en partie \u00e0 cause des co\u00fbts \u00e9lev\u00e9s de l'\u00e9nergie, le syst\u00e8me d'\u00e9change de quotas d'\u00e9mission est sous le feu des critiques.<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">La mesure propos\u00e9e par la Commission europ\u00e9enne est relativement modeste. Bruxelles maintient un stock tampon de quotas d'\u00e9mission. La Commission peut transf\u00e9rer des quotas vers ce stock si le prix augmente. La Commission souhaite \u00e0 pr\u00e9sent augmenter ce stock tampon en emp\u00eachant que les quotas exc\u00e9dentaires soient d\u00e9clar\u00e9s nuls. <\/span><\/p>\n<h4>L'\u00e9valuation<\/h4>\n<p><span class=\"Y2IQFc\" lang=\"en\">L'intervention est consid\u00e9r\u00e9e comme un pr\u00e9lude \u00e0 des changements plus importants. <\/span><span class=\"Y2IQFc\" lang=\"en\">Cet \u00e9t\u00e9, la Commission europ\u00e9enne pr\u00e9sentera une \u00e9valuation de l'ensemble du syst\u00e8me d'\u00e9change de quotas d'\u00e9mission.\u00a0<\/span><span class=\"Y2IQFc\" lang=\"en\">Les critiques ne manqueront pas de saisir cette occasion pour r\u00e9duire encore les d\u00e9penses.<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">\u201cToutefois, l'intervention pourrait affecter le march\u00e9 du carbone et les \u00e9missions de gaz \u00e0 effet de serre\u201d, explique le chercheur Marten Ovaere (Universit\u00e9 de Gand). \u201c<\/span><span class=\"Y2IQFc\" lang=\"en\">Si les entreprises savent que davantage de droits seront disponibles, elles seront moins incit\u00e9es \u00e0 en acheter.\u00a0<\/span><span class=\"Y2IQFc\" lang=\"en\">Par cons\u00e9quent, le prix peut d\u00e9j\u00e0 baisser aujourd'hui. Et si <\/span><span class=\"Y2IQFc\" lang=\"en\">si le prix du CO2 continue \u00e0 baisser, davantage de gaz \u00e0 effet de serre seront \u00e9mis en Europe\u201d, conclut M.
