De Du 11 au 22 janvier 2027 se tiendra la premi\u00e8re \u2018COP de l'oc\u00e9an\u2019, la premi\u00e8re r\u00e9union officielle des \u00c9tats ayant ratifi\u00e9 le trait\u00e9 novateur pour la protection de la haute mer. <\/span><\/p>\n

Le trait\u00e9 sur la haute mer, nom officiel de la r\u00e9union, se tiendra au si\u00e8ge des Nations unies \u00e0 New York. <\/span>Ce trait\u00e9 r\u00e9git la biodiversit\u00e9 en haute mer, c'est-\u00e0-dire les parties de l'oc\u00e9an qui \u00e9chappent au contr\u00f4le national (environ 60% de l'oc\u00e9an).<\/p>\n

Seulement 1% prot\u00e9g\u00e9<\/h4>\n

Apr\u00e8s des ann\u00e9es d'attente pour les d\u00e9fenseurs de l'oc\u00e9an, le trait\u00e9, ratifi\u00e9 par 87 pays et sign\u00e9 par 144, est entr\u00e9 en vigueur sur papier fin janvier. <\/span>Toutefois, la plupart des instruments qu'il propose n\u00e9cessiteront des d\u00e9cisions sp\u00e9cifiques de la part des COP successives pour voir le jour, en particulier les futures zones marines prot\u00e9g\u00e9es.<\/span><\/p>\n

Bien que les \u00e9cosyst\u00e8mes marins soient menac\u00e9s par le changement climatique, la pollution et la surp\u00eache, la science a d\u00e9montr\u00e9 l'importance de prot\u00e9ger ces oc\u00e9ans, <\/span>qui abondent dans une biodiversit\u00e9 souvent microscopique, fournissent la moiti\u00e9 de l'oxyg\u00e8ne que nous respirons et limitent le r\u00e9chauffement en absorbant une part importante du CO2 \u00e9mis par les activit\u00e9s humaines.<\/span><\/p>\n

L\u00e9galement contraignant<\/h4>\n

Contrairement aux COP sur le climat, qui n\u00e9gocient des objectifs en mati\u00e8re d'\u00e9missions, cette COP sur l'oc\u00e9an porte sur la mise en \u0153uvre d'un nouveau trait\u00e9. Les principaux objectifs sont de cr\u00e9er des zones marines prot\u00e9g\u00e9es dans les eaux internationales, de r\u00e9glementer l'utilisation des ressources g\u00e9n\u00e9tiques marines (par exemple, l'utilisation biotechnologique de la vie oc\u00e9anique), d'exiger des \u00e9tudes d'impact environnemental pour des activit\u00e9s telles que l'exploitation mini\u00e8re en eaux profondes et de coordonner la gouvernance fragment\u00e9e des oc\u00e9ans (p\u00eache, transport maritime, etc.).<\/p>\n

Cette COP de l'oc\u00e9an pourrait \u00eatre plus efficace que les COP habituelles, car son champ d'action est plus cibl\u00e9, ses outils plus concrets et ses d\u00e9cisions plus op\u00e9rationnelles.
