Une id\u00e9e populaire confront\u00e9e \u00e0 de dures r\u00e9alit\u00e9s"},"content":{"rendered":"<p>La commission de la mobilit\u00e9 de la Chambre belge a approuv\u00e9 \u00e0 l'unanimit\u00e9 une r\u00e9solution du Vooruit visant \u00e0 autoriser l'utilisation gratuite des v\u00e9los dans les trains. Reste \u00e0 savoir si cela se concr\u00e9tisera un jour.<\/p>\n<p>Une r\u00e9solution n'est pas juridiquement contraignante. Pour que la r\u00e9solution prenne effet, le gouvernement devra modifier le contrat de gestion avec la SNCB.<\/p>\n<p>Dans une premi\u00e8re r\u00e9ponse, la soci\u00e9t\u00e9 de chemins de fer publics a r\u00e9agi plut\u00f4t ti\u00e8dement \u00e0 la r\u00e9solution. \u201cLes organisations de cyclistes ne l'ont pas demand\u00e9 et il y a de plus en plus de v\u00e9los partag\u00e9s disponibles dans les gares.\u201d<\/p>\n<h4>Augmentation de la fr\u00e9quentation des trains<\/h4>\n<p>\u201cAvec cette proposition, nous voulons vraiment encourager les gens \u00e0 laisser leur voiture \u00e0 la maison et \u00e0 opter pour le v\u00e9lo et le train. En autorisant les v\u00e9los \u00e0 bord des trains gratuitement, nous rendons les choses plus faciles et moins co\u00fbteuses\u201d, a d\u00e9clar\u00e9 Oskar Seuntjes, chef du groupe parlementaire Vooruit.<\/p>\n<p>Il a inclus ces recommandations dans une r\u00e9solution soumise au gouvernement, que la commission parlementaire sur la mobilit\u00e9 a ensuite approuv\u00e9e - le Vlaams Belang s'est abstenu lors du vote ; tous les autres partis ont vot\u00e9 en faveur de cette r\u00e9solution.<\/p>\n<p>Selon Seuntjes, beaucoup plus de personnes combineraient le train et le v\u00e9lo si les conditions s'am\u00e9lioraient. Par exemple, des parkings \u00e0 v\u00e9los s\u00e9curis\u00e9s doivent \u00eatre install\u00e9s dans les gares, la surtaxe pour les v\u00e9los dans les trains doit \u00eatre supprim\u00e9e et plus d'espace doit \u00eatre allou\u00e9 dans les wagons de train pour accueillir les v\u00e9los.<\/p>\n<p>En outre, il a pr\u00e9conis\u00e9 l'introduction d'un billet combin\u00e9 valable pour les trains, les trams et les bus, ainsi que des stations de r\u00e9paration de v\u00e9los dans les gares.<\/p>\n<h4>Actuellement 3 \u00e0 5 euros suppl\u00e9mentaires<\/h4>\n<p>Toute personne souhaitant transporter un v\u00e9lo dans le train paie actuellement 3 euros pendant les heures creuses et les week-ends, et 5 euros pendant les heures de pointe. Selon la SNCB, plus de 550 000 voyageurs ont transport\u00e9 leur v\u00e9lo dans les trains en 2025, soit une augmentation de 14% par rapport \u00e0 2024.<\/p>\n<p>Au cours des 15 derni\u00e8res ann\u00e9es, le nombre de billets de train a connu une croissance impressionnante, passant d'environ 125 000 en 2009 \u00e0 plus d'un demi-million l'ann\u00e9e derni\u00e8re, mais cela met \u00e9galement en \u00e9vidence la question de la capacit\u00e9 : si les v\u00e9los deviennent gratuits, la demande pourrait \u00e0 nouveau exploser, alors que l'espace disponible est limit\u00e9.<\/p>\n<p>Les nouveaux trains de la SNCB ont un minimum de 8 places pour les v\u00e9los, et si vous voulez augmenter cette capacit\u00e9, vous aurez besoin de plus de voitures pour les v\u00e9los ou de voitures plus grandes par train, ou de voitures qui peuvent \u00eatre configur\u00e9es de mani\u00e8re plus flexible.<\/p>\n<p>L'augmentation du nombre de trains sur les itin\u00e9raires cyclables les plus fr\u00e9quent\u00e9s, comme la c\u00f4te ou les Ardennes, est une solution, tout comme la commande de nouvelles voitures. Mais cette derni\u00e8re solution prend 5 \u00e0 10 ans entre la commande et la mise en service, et le mat\u00e9riel roulant est co\u00fbteux. En outre, la SNCB, d\u00e9j\u00e0 sous pression financi\u00e8re, perdrait au moins 1,65 million d'euros de recettes si les v\u00e9los \u00e9taient admis gratuitement dans les trains.<\/p>\n<h4>\u201cLes trains seront tr\u00e8s encombr\u00e9s.\u201d<\/h4>\n<p>Dans sa r\u00e9ponse, Dimitri Temmerman, porte-parole de la SNCB, souligne que les billets pour les v\u00e9los sont devenus moins chers pendant les heures creuses en octobre et que les v\u00e9los pliants - tout comme les scooters \u00e9lectriques d'ailleurs - peuvent d\u00e9j\u00e0 \u00eatre transport\u00e9s gratuitement dans les trains.<\/p>\n<p>\u201cNous devons prendre en compte le risque que les trains deviennent tr\u00e8s bond\u00e9s. Nous avons \u00e9galement entendu les organisations de cyclistes dire qu'elles ne demandaient pas cela\u201d, explique M. Temmerman. Il note \u00e9galement que davantage de v\u00e9los partag\u00e9s sont disponibles dans les gares.<\/p>\n<p>En tout \u00e9tat de cause, l'objectif est d'augmenter le nombre de places de stationnement pour v\u00e9los d'au moins 50% d'ici 2032 par rapport \u00e0 2022, comme le stipule le contrat de service public - un objectif qui est d\u00e9j\u00e0 largement atteint gr\u00e2ce \u00e0 l'extension du M7, sans qu'il soit n\u00e9cessaire de passer de nouvelles commandes.<\/p>\n<p>En ce qui concerne les parkings \u00e0 v\u00e9los, fin 202,5 il y avait 131 000 places dans les stations de la SNCB, contre 124 000 en 2022. \u201cD'ici 2032, nous voulons porter ce nombre \u00e0 164 000 places\u201d, pr\u00e9cise M. Temmerman.<\/p>\n<p>Les parkings \u00e0 v\u00e9los des gares seront \u00e9galement r\u00e9nov\u00e9s, couverts et \u00e9quip\u00e9s d'un syst\u00e8me de vid\u00e9osurveillance. Mais cela ne signifie pas que les organisations cyclistes belges Fietsbond et Avello ne voient plus d'obstacles \u00e0 la combinaison optimale du v\u00e9lo et du train.<\/p>\n<p>Ils soulignent par exemple que l'acc\u00e8s aux quais reste probl\u00e9matique dans de nombreuses gares en raison de l'absence, par exemple, de rampe d'acc\u00e8s pour les v\u00e9los (les v\u00e9los \u00e9lectriques peuvent \u00eatre lourds). De plus, dans le sud du pays, il n'y a que 4 gares (Namur, Mons, Li\u00e8ge et Wavre) o\u00f9 les voyageurs peuvent utiliser le service Blue Bike.<\/p>\n<p>Selon les r\u00e8gles de l'UE, les compagnies ferroviaires doivent fournir au moins 4 places pour v\u00e9los par train. Cette r\u00e8gle s'applique lors de l'achat de nouveaux trains ou de la r\u00e9novation compl\u00e8te d'anciens trains.<\/p>\n<p>Selon l'ECF, ce minimum est un bon d\u00e9but, mais il est clairement trop bas, et les trains \u00e0 grande vitesse ne sont souvent pas \u00e0 la hauteur. Sur les lignes les plus fr\u00e9quent\u00e9es, il n'est pas rare de voir 10 \u00e0 20 v\u00e9los par train.
