Mais cette fois, l'\u00e9l\u00e9ment d\u00e9clencheur est g\u00e9opolitique autant qu'\u00e9conomique.<\/p>\n<p class=\"p3\">La menace tarifaire de Donald Trump a disparu depuis un certain temps, mais elle n'a pas disparu pour autant. Vendredi dernier, il a de nouveau renforc\u00e9 les barri\u00e8res commerciales contre l'Europe, en annon\u00e7ant sur sa plateforme Truth Social qu'il avait l'intention de porter \u00e0 25 % les droits d'importation sur les voitures et les camions en provenance de l'Union europ\u00e9enne. En d'autres termes, la menace tarifaire initiale de son entr\u00e9e en fonction.<\/p>\n<p class=\"p3\">Mais cela ne s'est pas produit. En vertu d'un cadre commercial conclu en \u00c9cosse en juillet de l'ann\u00e9e derni\u00e8re, l'industrie automobile europ\u00e9enne a atteint un certain degr\u00e9 de stabilit\u00e9. Cet accord plafonnait les droits de douane am\u00e9ricains sur la plupart des produits de l'UE, y compris les v\u00e9hicules, \u00e0 15 % (ce qui \u00e9tait consid\u00e9r\u00e9 comme \u2018aigre mais g\u00e9rable\u2019). Le pr\u00e9sident am\u00e9ricain accuse \u00e0 pr\u00e9sent ses partenaires europ\u00e9ens de ne pas avoir respect\u00e9 l'accord, sans donner de d\u00e9tails sur les obligations sp\u00e9cifiques qui ont \u00e9t\u00e9 viol\u00e9es.<\/p>\n<h4 class=\"p3\">Un accord sous tension<b><\/b><\/h4>\n<p class=\"p3\">L'accord sur l'\u00c9cosse est le fruit d'un compromis \u00e2prement n\u00e9goci\u00e9. En \u00e9change de l'abaissement des droits de douane am\u00e9ricains, l'Union europ\u00e9enne s'est engag\u00e9e \u00e0 supprimer en grande partie ses propres droits de douane sur les produits am\u00e9ricains. L'accord a franchi un obstacle important lorsque le Parlement europ\u00e9en l'a soutenu en mars dernier, mais non sans controverse : les membres ont ajout\u00e9 de multiples sauvegardes et clauses conditionnelles, refl\u00e9tant un profond scepticisme quant \u00e0 la fiabilit\u00e9 de Washington en tant que partenaire commercial. La remise en question de cette fiabilit\u00e9 n'a plus rien de farfelu aujourd'hui.<\/p>\n<p class=\"p3\">En fait, les \u00c9tats membres de l'UE n'ont pas encore officiellement ratifi\u00e9 le texte final. Il a \u00e9t\u00e9 interrompu \u00e0 deux reprises, dont une fois en raison de la menace du Groenland. Le statut juridique de l'accord reste techniquement incomplet de part et d'autre. Les mesures concr\u00e8tes de mise en \u0153uvre se faisant toujours attendre, il semble que la patience du pr\u00e9sident soit \u00e0 bout.<\/p>\n<h4 class=\"p3\">La g\u00e9opolitique derri\u00e8re la menace \u00e9conomique<b><\/b><\/h4>\n<p class=\"p3\">Mais il n'y a pas que la bureaucratie derri\u00e8re cette d\u00e9cision. Apparemment, la menace fait suite \u00e0 une prise de bec publique entre M. Trump et le chancelier allemand Friedrich Merz, qui a d\u00e9clar\u00e9 publiquement que les \u00c9tats-Unis \u201cn'ont apparemment pas de strat\u00e9gie\u201d en Iran.<\/p>\n<p class=\"p3\">Trump a r\u00e9agi en envisageant de r\u00e9duire la pr\u00e9sence militaire am\u00e9ricaine en Allemagne, et la menace de droits de douane contre les constructeurs automobiles europ\u00e9ens semble \u00eatre, au moins en partie, une extension de ces frictions diplomatiques.<\/p>\n<p class=\"p3\">Plus pr\u00e9cis\u00e9ment, M. Trump a fait pression sur les alli\u00e9s europ\u00e9ens pour qu'ils contribuent militairement ou logistiquement aux op\u00e9rations am\u00e9ricaines dans le d\u00e9troit d'Ormuz, dans le cadre du conflit en cours avec l'Iran. Plusieurs \u00c9tats membres de l'UE ont refus\u00e9. Il semble que le pr\u00e9sident revienne maintenant sur les sanctions \u00e9conomiques.<\/p>\n<h4 class=\"p3\">L'industrie allemande appelle \u00e0 la mod\u00e9ration<b><\/b><\/h4>\n<p class=\"p3\">Pour le secteur automobile allemand, cette nouvelle est un coup dur qui vient s'ajouter \u00e0 de nombreuses pr\u00e9occupations, notamment la lenteur de l'adoption des v\u00e9hicules \u00e9lectriques et la forte concurrence chinoise. L'Allemagne reste le plus grand exportateur de voitures de l'UE vers le march\u00e9 am\u00e9ricain, avec environ 450 000 v\u00e9hicules exp\u00e9di\u00e9s chaque ann\u00e9e de l'autre c\u00f4t\u00e9 de l'Atlantique.<\/p>\n<p class=\"p3\">Hildegard M\u00fcller, pr\u00e9sidente de la f\u00e9d\u00e9ration allemande de l'industrie automobile (VDA), a appel\u00e9 les deux parties \u00e0 renoncer \u00e0 l'escalade et \u00e0 ouvrir les n\u00e9gociations sans tarder, avertissant que les co\u00fbts d'une nouvelle hausse des droits de douane seraient \u201c\u00e9normes\u201d pour une industrie d\u00e9j\u00e0 soumise \u00e0 de fortes pressions.<\/p>\n<p class=\"p3\">L'inqui\u00e9tude est loin d'\u00eatre th\u00e9orique. Volkswagen a r\u00e9v\u00e9l\u00e9 que les droits de douane am\u00e9ricains existants repr\u00e9sentent d\u00e9j\u00e0 un co\u00fbt annuel d'environ 4 milliards d'euros, tandis que ses ventes aux \u00c9tats-Unis se sont contract\u00e9es d'environ un cinqui\u00e8me au premier trimestre par rapport \u00e0 l'ann\u00e9e pr\u00e9c\u00e9dente. Mercedes-Benz a d\u00e9j\u00e0 estim\u00e9 \u00e0 environ un milliard d'euros l'impact des droits de douane sur sa rentabilit\u00e9 en 2025.<\/p>\n<p class=\"p3\">Les droits de douane n'ont pas \u00e9t\u00e9 sans cons\u00e9quences. Les trois grands groupes allemands, BMW, Mercedes-Benz et Volkswagen, ont annonc\u00e9 d'importants engagements en mati\u00e8re d'investissements locaux.<\/p>\n<p class=\"p3\">Volkswagen construit une deuxi\u00e8me usine am\u00e9ricaine sous l'\u00e9gide de sa filiale Scout Motors, sp\u00e9cialement con\u00e7ue pour le march\u00e9 am\u00e9ricain. Mercedes-Benz a d\u00e9clar\u00e9 en mars qu'elle investirait $4 milliards d'euros dans son usine d'Alabama, en partie pour transf\u00e9rer la production du GLC de l'Allemagne vers l'Alabama. Malgr\u00e9 cela, les trois constructeurs continuent d'exporter leurs mod\u00e8les \u00e0 plus forte marge depuis l'Europe, et ces v\u00e9hicules seraient largement expos\u00e9s.<\/p>\n<p class=\"p3\">Parmi les fabricants europ\u00e9ens, Stellantis, qui importe sur le march\u00e9 am\u00e9ricain des mod\u00e8les Alfa Romeo, Fiat et Maserati provenant d'usines europ\u00e9ennes, serait \u00e9galement tr\u00e8s affect\u00e9.<\/p>\n<h4 class=\"p3\">Intervention royale<b><\/b><\/h4>\n<p class=\"p3\">Un d\u00e9tail a imm\u00e9diatement attir\u00e9 l'attention : Les constructeurs automobiles britanniques \u00e9chappent \u00e0 la col\u00e8re de Trump. Jaguar, Aston Martin et Land Rover ne sont pas mentionn\u00e9s. Le m\u00eame jour, M. Trump a lev\u00e9 s\u00e9par\u00e9ment les droits de douane sur le whisky \u00e9cossais, pr\u00e9sentant ce geste comme un hommage au roi Charles III et \u00e0 la reine Camilla, qui venaient de terminer une visite d'\u00c9tat \u00e0 Washington. Une intervention royale ?<\/p>\n<p class=\"p3\">Contrairement \u00e0 ce que l'on pourrait penser, la menace de Trump n'est pas non plus applaudie du c\u00f4t\u00e9 am\u00e9ricain. La menace tarifaire risque de saper les gains d'acc\u00e8s au march\u00e9 sur lesquels les exportateurs am\u00e9ricains comptaient dans le cadre de l'accord sur l'\u00c9cosse.<\/p>\n<p class=\"p3\">Les plus grands fabricants de Detroit se sentent \u00e9galement oppress\u00e9s : la hausse des prix du p\u00e9trole li\u00e9e au conflit iranien et l'augmentation du co\u00fbt des mati\u00e8res premi\u00e8res ont d\u00e9j\u00e0 ajout\u00e9 environ cinq milliards de dollars de d\u00e9penses suppl\u00e9mentaires combin\u00e9es, selon le Financial Times.
