Son arme : 3,6 milliards d'euros, 26 trains Velaro de Siemens et une m\u00e9thode italienne \u00e9prouv\u00e9e qui a permis de r\u00e9duire le prix des billets de 40 %.<\/p>\n<p>L'Allemagne a un probl\u00e8me de train. En 2025, le r\u00e9seau longue distance de la Deutsche Bahn a enregistr\u00e9 le pire taux de ponctualit\u00e9 de son histoire : seuls 60,1% des trains sont arriv\u00e9s dans les six minutes de l'horaire pr\u00e9vu, et ce chiffre continue de s'effondrer. L'op\u00e9rateur public a simultan\u00e9ment annonc\u00e9 une perte nette de 2,3 milliards d'euros.<\/p>\n<h4>Un perturbateur int\u00e9ressant<\/h4>\n<p>C'est dans ce paysage peu glorieux que d\u00e9barque un nouveau capitaine d'industrie inattendu : Luca Cordero di Montezemolo. Il est surtout connu pour \u00eatre l'ancien patron de Ferrari. Lorsqu'il a \u00e9t\u00e9 \u00e9vinc\u00e9 par M. Marchionne, alors pr\u00e9sident de FCA, M. Montezemolo ne s'est pas repos\u00e9 sur ses lauriers. Il est devenu cofondateur et pr\u00e9sident de l'op\u00e9rateur priv\u00e9 italien de trains \u00e0 grande vitesse Italo, qui s'est av\u00e9r\u00e9 \u00eatre l'un des perturbateurs les plus int\u00e9ressants de la mobilit\u00e9 europ\u00e9enne.<\/p>\n<p>Apr\u00e8s avoir r\u00e9ussi \u00e0 percer sur le march\u00e9 ferroviaire italien, Italo acc\u00e9l\u00e8re. Elle a officiellement annonc\u00e9 son intention de p\u00e9n\u00e9trer le march\u00e9 allemand du transport ferroviaire \u00e0 grande vitesse d'ici deux ans. Cette expansion est soutenue par un programme d'investissement de 3,6 milliards d'euros.<\/p>\n<p>La flotte initiale de 26 trains Siemens Velaro (avec des options pour 14 trains suppl\u00e9mentaires) desservira 18 villes sur un r\u00e9seau de 1 300 kilom\u00e8tres, couvrant deux axes principaux : Munich-Cologne-Dortmund avec des d\u00e9parts toutes les heures, et Munich-Berlin-Hambourg toutes les deux heures. Au total, une cinquantaine de services quotidiens visent directement les lignes ICE que la DB consid\u00e8re comme ses atouts les plus pr\u00e9cieux. C'est du moins l'id\u00e9e.<\/p>\n<h4>Prix moyen du billet<\/h4>\n<p>\u201cLe march\u00e9 allemand actuel ressemble beaucoup au march\u00e9 italien avant l'arriv\u00e9e de la concurrence\u201d, a d\u00e9clar\u00e9 M. Montezemolo \u00e0 la Frankfurter Allgemeine Zeitung. \u201cNous sommes convaincus que nous pouvons contribuer de mani\u00e8re significative \u00e0 l'am\u00e9lioration des services ferroviaires.\u201d<\/p>\n<p>Italo a lanc\u00e9 ses activit\u00e9s en Italie en 2012, brisant le monopole de longue date de Trenitalia sur les liaisons int\u00e9rieures \u00e0 grande vitesse. Ce qui s'est pass\u00e9 ensuite est devenu une \u00e9tude de cas que l'Union europ\u00e9enne cite aujourd'hui lorsqu'elle pousse d'autres pays \u00e0 s'ouvrir \u00e0 la concurrence. Le prix moyen des billets sur les lignes \u00e0 grande vitesse italiennes a chut\u00e9 d'environ 40 % dans les ann\u00e9es qui ont suivi l'arriv\u00e9e d'Italo. Le nombre de passagers a augment\u00e9. Les deux op\u00e9rateurs ont \u00e9tendu leurs r\u00e9seaux.<\/p>\n<p>M. Montezemolo explique clairement ce qu'il exporte de l'autre c\u00f4t\u00e9 des Alpes : \u201cNous avons beaucoup appris des erreurs commises au cours de nos premi\u00e8res ann\u00e9es d'existence. Ce que nous apportons \u00e0 l'Allemagne, c'est cette exp\u00e9rience : comment construire une op\u00e9ration durable d\u00e8s le premier jour\u201d. Italo confirme que la licence d'exploitation ferroviaire a d\u00e9j\u00e0 \u00e9t\u00e9 obtenue, tandis que le processus de certification de la s\u00e9curit\u00e9 est en cours.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<h4>La course est lanc\u00e9e<\/h4>\n<p>Que recevront les passagers ? Les trois classes de cabine Italo - Smart, Prima et Club Executive - seront conserv\u00e9es. Elles offrent des si\u00e8ges r\u00e9serv\u00e9s, une sellerie en cuir et le WiFi par satellite. Ce dernier d\u00e9tail est soulign\u00e9 : la fiabilit\u00e9 de la connectivit\u00e9 \u00e0 bord est un point faible persistant sur les services longue distance allemands.<\/p>\n<p>Italo n'est pas encore en Allemagne. Le gestionnaire du r\u00e9seau local doit confirmer les attributions d'acc\u00e8s aux voies \u00e0 long terme dont la soci\u00e9t\u00e9 a besoin. Et celles-ci sont contest\u00e9es par d'autres concurrents, comme Flix Train.<\/p>\n<p>Le probl\u00e8me, c'est que l'accord avec Siemens doit \u00eatre sign\u00e9 avant que l'autorisation ne soit accord\u00e9e, ce qui pr\u00e9sente un risque. Le report des commandes de trains n'est pas chose ais\u00e9e et pourrait compromettre le projet dans son ensemble. La question de savoir si les op\u00e9rateurs ferroviaires allemands doivent faire face \u00e0 une nouvelle concurrence semble \u00eatre une course contre la montre.
