L'Europe a \u00e9mis une exigence r\u00e9glementaire qui oblige des millions de v\u00e9hicules utilitaires l\u00e9gers \u00e0 se conformer \u00e0 la m\u00eame norme que les camions : un tachygraphe. La nouvelle loi, qui entrera bient\u00f4t en vigueur, risque de provoquer un goulot d'\u00e9tranglement chez les \u00e9quipementiers du march\u00e9 des pi\u00e8ces d\u00e9tach\u00e9es.<\/p>\n<p>Imaginez un plombier gantois. Deux fois par semaine, il se rend aux Pays-Bas pour rendre service \u00e0 un client industriel de Sea Land : les outils sont charg\u00e9s, le planning est serr\u00e9. Il n'a jamais utilis\u00e9 de tachygraphe de sa vie. Il ne se consid\u00e8re pas comme un transporteur. Il est plombier. Mais \u00e0 partir du 1er juillet 2026, le droit europ\u00e9en ne sera plus d'accord avec ce point de vue.<\/p>\n<h4>Tachygraphe de deuxi\u00e8me g\u00e9n\u00e9ration<\/h4>\n<p>Les r\u00e8gles ont pris forme discr\u00e8tement. En 2020, les \u00c9tats membres de l'UE se sont mis d'accord sur une r\u00e9forme majeure de la l\u00e9gislation europ\u00e9enne en mati\u00e8re de transport routier, mieux connue sous le nom de \"paquet Mobilit\u00e9\". Il s'applique aux poids lourds, mais aussi aux v\u00e9hicules utilitaires l\u00e9gers de plus de 2,5 tonnes utilis\u00e9s pour le transport commercial transfrontalier.<\/p>\n<p>Ceux-ci sont d\u00e9sormais oblig\u00e9s d'\u00eatre \u00e9quip\u00e9s d'un tachygraphe intelligent de deuxi\u00e8me g\u00e9n\u00e9ration, qui est essentiellement le m\u00eame dispositif reli\u00e9 par satellite et lisible \u00e0 distance que les poids lourds sont tenus d'installer depuis 2023. Il s'agit d'une r\u00e9glementation qui, sur le papier, vise le fret international. Mais dans la pratique, elle s'appliquera \u00e0 la vie quotidienne de centaines de milliers de chauffeurs de camionnettes. Surtout en Belgique, o\u00f9 une simple pression sur l'acc\u00e9l\u00e9rateur peut d\u00e9j\u00e0 vous faire franchir la fronti\u00e8re.<\/p>\n<p>Le nombre de camionnettes concern\u00e9es pourrait \u00eatre \u00e9lev\u00e9. Selon l'Autorit\u00e9 europ\u00e9enne du travail, qui coordonne l'application de la l\u00e9gislation dans les \u00c9tats membres de l'UE, on estime qu'entre 1,5 et 3 millions de camionnettes dans la r\u00e9gion doivent \u00eatre mises \u00e0 jour avant la date limite. Il n'existe pas de d\u00e9compte pr\u00e9cis car, jusqu'\u00e0 pr\u00e9sent, personne n'a \u00e9t\u00e9 tenu de les compter.<\/p>\n<h4>Suivre une nouvelle tendance<\/h4>\n<p>Pendant des d\u00e9cennies, le cadre r\u00e9glementaire relatif aux temps de conduite et de repos a \u00e9t\u00e9 construit autour des camions. Les v\u00e9hicules de plus de 3,5 tonnes - la d\u00e9finition l\u00e9gale d'un poids lourd en vertu de la l\u00e9gislation europ\u00e9enne - devaient \u00eatre \u00e9quip\u00e9s de tachygraphes pour tout enregistrer. Les conducteurs portent des cartes \u00e0 puce. Les entreprises t\u00e9l\u00e9chargent les donn\u00e9es \u00e0 intervalles r\u00e9guliers.<\/p>\n<p>En dessous de ce seuil, l'hypoth\u00e8se \u00e9tait largement r\u00e9pandue que les camionnettes \u00e9taient diff\u00e9rentes. Elles \u00e9taient utilis\u00e9es pour des trajets plus courts et des op\u00e9rations \u00e0 petite \u00e9chelle. Elles pr\u00e9sentaient un profil de risque diff\u00e9rent. Mais en 2020, il est devenu \u00e9vident que la croissance de la livraison du dernier kilom\u00e8tre, des services de colis transfrontaliers et des artisans ind\u00e9pendants op\u00e9rant au-del\u00e0 des fronti\u00e8res de l'UE, comme mentionn\u00e9 ci-dessus, avait cr\u00e9\u00e9 une cat\u00e9gorie qui existait en dehors du cadre suppos\u00e9. Pour \u00eatre clair : les op\u00e9rations domestiques et les camionnettes de moins de 2,5 tonnes restent exempt\u00e9es.<\/p>\n<h4>Satellites Galileo<\/h4>\n<p>La technologie qui est au c\u0153ur de tout cela m\u00e9rite \u00e9galement d'\u00eatre comprise. Car elle va au-del\u00e0 de ce que la plupart des gens imaginent lorsqu'ils entendent le mot \"tachygraphe\". La deuxi\u00e8me g\u00e9n\u00e9ration s'appelle le<span class=\"Apple-converted-space\">\u00a0 <\/span>G2V2. Il s'agit d'un n\u0153ud de surveillance.<\/p>\n<p>Le G2V2 tire ses donn\u00e9es de position du syst\u00e8me satellitaire europ\u00e9en Galileo et utilise le protocole de v\u00e9rification cryptographique OSNMA. Il est donc impossible d'alt\u00e9rer les donn\u00e9es de localisation. Gr\u00e2ce \u00e0 la connexion satellite, il enregistre automatiquement chaque passage de fronti\u00e8re. Le conducteur n'a pas besoin de l'enregistrer. L'appareil transmet \u00e9galement des donn\u00e9es aux lecteurs routiers. Ceux-ci peuvent v\u00e9rifier le passage d'un v\u00e9hicule sans l'arr\u00eater.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Les amendes pour non-conformit\u00e9 sont \u00e9lev\u00e9es : jusqu'\u00e0 30 000 euros pour les infractions graves ou r\u00e9p\u00e9t\u00e9es, avec la possibilit\u00e9 suppl\u00e9mentaire d'une r\u00e9vision qui peut menacer la licence de l'op\u00e9rateur pour le transport de marchandises \u00e0 travers les fronti\u00e8res de l'UE. Dans certains pays, comme l'Espagne et l'Italie, les v\u00e9hicules sont immobilis\u00e9s.<\/p>\n<p>Les co\u00fbts de pr\u00e9paration ne sont pas non plus n\u00e9gligeables. Contrairement au secteur des poids lourds, le march\u00e9 de la modernisation des fourgonnettes n'est pas encore arriv\u00e9 \u00e0 maturit\u00e9, car les fourgonnettes sont structurellement plus ch\u00e8res. L'architecture du tableau de bord varie consid\u00e9rablement d'un mod\u00e8le \u00e0 l'autre, le c\u00e2blage est plus complexe et seuls les ateliers certifi\u00e9s par l'UE peuvent l\u00e9galement proc\u00e9der aux installations et aux \u00e9talonnages. Les co\u00fbts totaux se situent entre 3 500 et 4 700 euros par v\u00e9hicule.<\/p>\n<p>La capacit\u00e9 des ateliers se resserre d\u00e9j\u00e0. Les op\u00e9rateurs qui s'y sont pris t\u00f4t ont obtenu des tarifs comp\u00e9titifs, mais le sp\u00e9cialiste de la t\u00e9l\u00e9matique Geotab a not\u00e9 que ceux qui approchent de la date limite de juin sont confront\u00e9s \u00e0 une prime de main-d'\u0153uvre de 40 \u00e0 60%, car les monteurs certifi\u00e9s sont surcharg\u00e9s.<\/p>","protected":false},"excerpt":{"rendered":"<p>From July, the delivery van&#8217;s dashboard enters a new era.
