L'effondrement d'un autre fabricant de cellules prometteur montre comment l'Europe parle de souverainet\u00e9 industrielle mais refuse d'en garantir les conditions.<\/p>\n<p class=\"p1\">Le groupe de mobilit\u00e9 verte Transport &amp; Environment en prend note et avertit que le continent pourrait perdre 34 entreprises de la taille de Northvolt si l'action politique reste ce qu'elle est.<\/p>\n<p class=\"p1\">Elle s'est termin\u00e9e, comme c'est souvent le cas, par un communiqu\u00e9 de presse que personne ne voulait \u00e9crire. Morrow Batteries, le principal fabricant norv\u00e9gien de batteries, a prouv\u00e9, avec Northvolt, que l'Europe pouvait construire une alternative cr\u00e9dible \u00e0 la domination des cellules chinoises - et a annonc\u00e9 qu'elle d\u00e9posait son bilan.<\/p>\n<p class=\"p1\">Apr\u00e8s des mois de n\u00e9gociations de plus en plus d\u00e9sesp\u00e9r\u00e9es, le conseil d'administration n'a pas r\u00e9ussi \u00e0 obtenir les fonds suppl\u00e9mentaires n\u00e9cessaires \u00e0 sa survie.<\/p>\n<h4 class=\"p1\">Augmentation du nombre de morts<\/h4>\n<p class=\"p1\">La conclusion inqui\u00e9tante de l'effondrement de Morrow est qu'il s'agit de la troisi\u00e8me grande entreprise scandinave de batteries \u00e0 faire faillite en peu de temps. Il y a d'abord eu l'implosion de Northvolt (bien qu'elle cherche \u00e0 ressusciter apr\u00e8s l'acquisition par l'am\u00e9ricain Lyft), puis a suivi la retraite discr\u00e8te de Freyr Battery.<\/p>\n<p class=\"p1\">Cette derni\u00e8re a abandonn\u00e9 ses ambitions de gigafactory au profit de projets solaires am\u00e9ricains. Le nombre de morts dans le secteur ne cesse d'augmenter. En Europe et en Am\u00e9rique du Nord, plus de 14 fabricants occidentaux de batteries ont fait faillite depuis le d\u00e9but de l'ann\u00e9e derni\u00e8re.<\/p>\n<p class=\"p1\">Ce qui rend la fin de Morrow particuli\u00e8rement douloureuse, c'est la cr\u00e9dibilit\u00e9 de l'entreprise. Elle disposait d'une technologie r\u00e9elle et prometteuse, comme les cellules LFP dont les performances sont sup\u00e9rieures de 30% (par rapport \u00e0 la moyenne), ainsi que d'une chimie de nouvelle g\u00e9n\u00e9ration qui \u00e9liminait le cobalt et offrait une cha\u00eene d'approvisionnement v\u00e9ritablement non chinoise.<\/p>\n<p class=\"p1\">Il y avait aussi des clients, comme Nordic Batteries, l'entreprise publique ukrainienne Eldrift et, quelques semaines avant la fin, son premier contrat de d\u00e9fense avec un grand fabricant allemand.<\/p>\n<p class=\"p1\">Elle comptait \u00e9galement des investisseurs de poids, parmi lesquels ABB, Siemens Financial Services et le fonds national norv\u00e9gien pour le climat Nysn\u00f8. Ensemble, ils ont investi plus de 280 millions d'euros dans l'entreprise.<\/p>\n<h4 class=\"p1\">Une litanie famili\u00e8re<\/h4>\n<p class=\"p1\">Les raisons que Morrow a elle-m\u00eame identifi\u00e9es pour expliquer son \u00e9chec sont une litanie famili\u00e8re : L'offre exc\u00e9dentaire chinoise qui \u00e9crase les prix, l'augmentation des co\u00fbts d'investissement, la complexit\u00e9 de l'industrialisation et un march\u00e9 de l'investissement qui a cess\u00e9 d'y croire. Ce sont les m\u00eames forces qui ont tu\u00e9 leurs pairs. Il s'agit de probl\u00e8mes structurels, et non accidentels.<\/p>\n<p class=\"p1\">Dans une \u00e9tude r\u00e9cente, publi\u00e9e juste apr\u00e8s l'effondrement de Morrow, Transport &amp; Environment chiffre pr\u00e9cis\u00e9ment le co\u00fbt industriel de la d\u00e9rive de l'Europe. Le rapport, intitul\u00e9 \u201cHigh Stakes : How Much EV Investment Is At Risk Across Europe\u201d, mod\u00e9lise l'impact sur la capacit\u00e9 de fabrication des batteries selon trois sc\u00e9narios : la loi europ\u00e9enne actuelle sur le CO\u2082, l'assouplissement des objectifs propos\u00e9 par la Commission et les propres exigences de l'industrie automobile.<\/p>\n<p class=\"p1\">Ces derniers pr\u00e9conisent une moyenne quinquennale au lieu d'une norme fixe pour 2030, ainsi qu'un affaiblissement de l'\u00e9ch\u00e9ance de 2035 pour l'absence d'\u00e9missions \u00e0 80%.<\/p>\n<h4 class=\"p1\">Des r\u00e8gles plus strictes pour soutenir l'industrie des batteries ?<\/h4>\n<p class=\"p1\">Les conclusions ? Si le lobby automobile obtient gain de cause, la production europ\u00e9enne de voitures \u00e9lectriques en 2030 pourrait diminuer de moiti\u00e9 par rapport aux pr\u00e9visions, pour atteindre 3,7 millions d'unit\u00e9s. La capacit\u00e9 de production de batteries diminuerait de plus de deux tiers. Selon les calculs de T&amp;E, cela \u00e9quivaudrait \u00e0 perdre 34 usines de la taille de Northvolt et jusqu'\u00e0 47 000 emplois. Le march\u00e9 n'existerait pas.<\/p>\n<p class=\"p1\">\u201cDe la Chine au Chili, les v\u00e9hicules \u00e9lectriques sont d\u00e9sormais le moteur de croissance de l'industrie automobile mondiale\u201d, a d\u00e9clar\u00e9 Julia Poliscanova, directrice principale de T&amp;E pour les cha\u00eenes d'approvisionnement des v\u00e9hicules et de l'e-mobilit\u00e9. \u201cSi l'Europe affaiblit ses objectifs climatiques pour les voitures, la Chine prendra encore plus d'avance.\u201d<\/p>\n<p class=\"p1\">L'\u00e9tude a \u00e9galement mod\u00e9lis\u00e9 ce qu'il adviendrait de la production de cathodes, qui sont les composants les plus co\u00fbteux d'une cellule de batterie. Dans le cadre de la l\u00e9gislation actuelle, la fabrication locale de cathodes pourrait couvrir plus des deux tiers de la demande europ\u00e9enne d'ici \u00e0 2030.<\/p>\n<p class=\"p1\">Dans l'industrie automobile, seuls cinq projets de cathodes subsistent, couvrant \u00e0 peine 10% des besoins. La d\u00e9pendance \u00e0 l'\u00e9gard des importations chinoises ne diminuerait pas, elle augmenterait.<\/p>\n<h4 class=\"p1\">Horizon stable<\/h4>\n<p class=\"p1\">Le fragile dossier commercial des fabricants de batteries exige clairement une demande pr\u00e9visible pour atteindre l'\u00e9chelle n\u00e9cessaire pour \u00eatre comp\u00e9titif. Les normes de CO2 fixent cette demande. Ces normes sont en train d'\u00eatre r\u00e9\u00e9crites en ce moment m\u00eame.<\/p>\n<p class=\"p1\">Morrow avait les clients, la technologie et un bon groupe d'investisseurs initiaux.
