Le d\u00e9lai dans le d\u00e9veloppement de nouvelles \u00e9oliennes offshore dans la zone Princess Elisabeth (PEZ), une zone de la mer du Nord o\u00f9 de nouveaux parcs \u00e9oliens sont pr\u00e9vus, se r\u00e9percutera sur les factures d'\u00e9lectricit\u00e9 des familles et des entreprises. Selon les chercheurs, le retard serait d'au moins cinq ans.<\/span><\/p>\n

L'\u00eele offshore est un projet d'ing\u00e9nierie complexe et sans pr\u00e9c\u00e9dent. Les co\u00fbts de construction et des mat\u00e9riaux ont fortement augment\u00e9 apr\u00e8s la crise COVID, l'inflation, les perturbations de la cha\u00eene d'approvisionnement et la guerre en Ukraine. L'Europe a \u00e9galement sous-estim\u00e9 la rapidit\u00e9 avec laquelle l'infrastructure de transmission deviendrait essentielle pour l'\u00e9lectrification.<\/p>\n

Le surco\u00fbt total atteindrait 400 millions d'euros en 2030, selon les calculs de l'institut de recherche VITO dans le cadre de la plateforme de coop\u00e9ration EnergyVille.<\/span><\/p>\n

Strat\u00e9gique pour l'ind\u00e9pendance \u00e9nerg\u00e9tique<\/h4>\n

La zone Princess Elisabeth est la prochaine grande zone d'expansion de l'\u00e9olien offshore en mer du Nord. Il est pr\u00e9vu d'ajouter environ 3,5 GW de capacit\u00e9 \u00e9olienne en mer, ce qui suffirait \u00e0 alimenter des millions de foyers et \u00e0 devenir un pilier majeur de la politique d'\u00e9lectrification de la Belgique.<\/p>\n

Le projet comprend de nouveaux parcs \u00e9oliens en mer, des centres \u00e9nerg\u00e9tiques en mer et des interconnexions internationales reliant la Belgique \u00e0 d'autres pays de la mer du Nord. Le gouvernement f\u00e9d\u00e9ral et le gestionnaire de r\u00e9seau Elia Group le d\u00e9crivent depuis longtemps comme strat\u00e9gique pour l'ind\u00e9pendance \u00e9nerg\u00e9tique, la stabilit\u00e9 des prix et la comp\u00e9titivit\u00e9 industrielle.<\/p>\n

Sans ces parcs \u00e9oliens, la Belgique a toujours besoin d'\u00e9lectricit\u00e9. L'\u00e9lectricit\u00e9 manquante, qui repr\u00e9sente environ 13 \u00e0 15% de la consommation annuelle, doit donc provenir de centrales \u00e0 gaz, d'importations, de l'\u00e9nergie solaire suppl\u00e9mentaire et d'une plus grande capacit\u00e9 de secours \u00e0 base de combustibles fossiles.<\/p>\n

La perte de capacit\u00e9 \u00e9olienne serait compens\u00e9e par de l'\u00e9lectricit\u00e9 produite \u00e0 partir de gaz naturel, ce qui entra\u00eene des \u00e9missions de CO2 plus importantes et, par cons\u00e9quent, des taxes sur le CO2 plus \u00e9lev\u00e9es (dans le cadre du syst\u00e8me d'\u00e9change de quotas d'\u00e9mission de l'Union europ\u00e9enne) qui sont r\u00e9percut\u00e9es sur les consommateurs.<\/span>\u00a0les factures des consommateurs.<\/p>\n

Co\u00fbts suppl\u00e9mentaires<\/h4>\n

En cons\u00e9quence, la facture finale d'\u00e9lectricit\u00e9 en 2030 serait entre 4 et 7% plus \u00e9lev\u00e9e que dans le sc\u00e9nario pr\u00e9c\u00e9dent, dans lequel la PEZ serait d\u00e9j\u00e0 pleinement d\u00e9velopp\u00e9e.<\/span>, Les co\u00fbts suppl\u00e9mentaires sont de l'ordre de 200 \u00e0 400 millions d'euros. <\/span><\/p>\n

Si la construction des parcs \u00e9oliens \u00e9tait retard\u00e9e de dix ans, la diff\u00e9rence dans la facture \u00e9nerg\u00e9tique passerait de 5 \u00e0 10% d'ici 2035. Le pourcentage exact d\u00e9pendra des prix futurs du gaz, des prix du carbone, de la disponibilit\u00e9 du nucl\u00e9aire, du d\u00e9ploiement des batteries et de l'int\u00e9gration du r\u00e9seau de l'UE.<\/span><\/p>\n

\u2018Un risque majeur\u2019<\/h4>\n

En outre, le rapport souligne que le manque d'interconnexions pour l'\u00e9nergie \u00e9olienne en mer avec d'autres pays repr\u00e9sente \u00e9galement \u201cun risque majeur\u201d : cela entra\u00eenera \u00e9galement une augmentation de la consommation de gaz, davantage de chocs sur les prix et des importations d'\u00e9nergie plus importantes.<\/span><\/p>\n

Sans interconnexions solides, l'exc\u00e8s d'\u00e9nergie \u00e9olienne ne peut pas \u00eatre d\u00e9plac\u00e9 efficacement entre les pays, les chocs de prix se propagent plus facilement et une capacit\u00e9 de gaz de secours reste n\u00e9cessaire.<\/p>\n

Impact \u00e9conomique<\/h4>\n

Gr\u00e2ce aux interconnexions, la Belgique peut exporter l'exc\u00e9dent d'\u00e9nergie \u00e9olienne, importer de l'\u00e9lectricit\u00e9 renouvelable bon march\u00e9, stabiliser les prix et r\u00e9duire sa d\u00e9pendance au gaz. C'est pourquoi EnergyVille estime que les retards pris dans ce domaine pourraient avoir un impact \u00e9conomique encore plus important que les seuls parcs \u00e9oliens.<\/p>\n

La Belgique deviendra \u00e9galement plus d\u00e9pendante des importations, ce qui est risqu\u00e9 car la Belgique d\u00e9pend alors davantage des march\u00e9s voisins. Les pays voisins peuvent \u00e9galement \u00eatre confront\u00e9s \u00e0 des p\u00e9nuries et les prix peuvent monter en fl\u00e8che au niveau r\u00e9gional pendant les p\u00e9riodes de tension. Ce ph\u00e9nom\u00e8ne a \u00e9t\u00e9 tr\u00e8s visible lors de la crise \u00e9nerg\u00e9tique de 2022.
