L'offre a \u00e9t\u00e9 envoy\u00e9e par lettre officielle au si\u00e8ge de G\u00f6teborg. Cette mesure s'attaquera-t-elle \u00e0 la racine du probl\u00e8me ou ne fera-t-elle que gagner du temps ?<\/p>\n<p>Alors que Volvo se pr\u00e9pare pour sa nouvelle usine en Slovaquie, o\u00f9 les co\u00fbts salariaux sont beaucoup plus bas, l'usine de Gand est confront\u00e9e \u00e0 un probl\u00e8me de co\u00fbts. Cela alimente les craintes que la derni\u00e8re usine automobile de Belgique, qui est aussi le plus grand employeur industriel du pays, ne connaisse un sort peu enviable.<\/p>\n<p>Le probl\u00e8me est que les performances de vente actuelles de la marque ne justifient pas la construction d'une nouvelle usine. Cette d\u00e9cision a \u00e9t\u00e9 prise par le pr\u00e9c\u00e9dent PDG, Jim Rowan, sur la base d'une croissance disproportionn\u00e9e et flagrante (1 million d'unit\u00e9s en Europe) qui ne s'est pas encore concr\u00e9tis\u00e9e (UE : 332 000 unit\u00e9s en 2025).<\/p>\n<h4><b>Que contient l'emballage ?<\/b><b><\/b><\/h4>\n<p>La politique est entr\u00e9e en jeu, puisque le Premier ministre De Wever a mis en place un groupe de travail sp\u00e9cial pour assurer l'avenir de l'usine \u00e0 Gand. La premi\u00e8re mesure consiste en un programme de subventions de 119 millions d'euros.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Il ne s'agit pas d'un cadeau, cela ne serait pas autoris\u00e9 par les r\u00e8gles de l'UE. Le ministre-pr\u00e9sident de la Flandre, Matthias Diependaele (N-VA), a pris soin de pr\u00e9ciser qu'il ne s'agissait pas d'un ch\u00e8que en blanc.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Le paquet se d\u00e9compose en trois parties : 80 millions d'euros de soutien \u00e0 l'innovation - r\u00e9partis sur dix ans - couvrant la fabrication avanc\u00e9e, l'\u00e9lectrification, la technologie des batteries et la num\u00e9risation ; 30 millions d'euros pour des investissements durables dans l'efficacit\u00e9 \u00e9nerg\u00e9tique (le co\u00fbt de l'\u00e9nergie est un gros casse-t\u00eate pour les sites industriels en Belgique) et les processus de production circulaires. En outre, 9 millions d'euros seront consacr\u00e9s \u00e0 la formation des 6 500 travailleurs de Gand.<\/p>\n<h4>On y est d\u00e9j\u00e0 all\u00e9<\/h4>\n<p>Aucun de ces fonds n'est d\u00e9bloqu\u00e9 tant que les investissements ne sont pas r\u00e9alis\u00e9s. Le gouvernement flamand d\u00e9clare qu'il veut voir des engagements concrets de la part de Volvo et de sa soci\u00e9t\u00e9 m\u00e8re chinoise Geely avant que des fonds ne soient d\u00e9bloqu\u00e9s.<\/p>\n<p>L'offre de subvention est politiquement logique. Elle montre que le gouvernement flamand agit, et faire quelque chose vaut mieux que ne rien faire. Mais les r\u00e9sultats obtenus dans des situations comparables ne sont pas tr\u00e8s rassurants.<\/p>\n<p>Ford Genk a \u00e9galement re\u00e7u des subventions et a \u00e9t\u00e9 inform\u00e9e qu'elle devrait rembourser 42,9 millions d'euros lors de sa fermeture en 2012. Ford a poliment refus\u00e9, c\u00e9dant ses b\u00e2timents pour un euro symbolique. Renault Vilvoorde, Audi Brussels et Opel Antwerp ont tous re\u00e7u une aide de l'\u00c9tat \u00e0 un moment ou \u00e0 un autre. Cela n'a pas emp\u00each\u00e9 la direction de l'entreprise de mettre fin \u00e0 ses activit\u00e9s.<\/p>\n<h4>D\u00e9savantage structurel<\/h4>\n<p>Les pouvoirs publics ne peuvent pas tout faire. Les subventions permettent de gagner du temps et d'am\u00e9liorer la comp\u00e9titivit\u00e9. Ce qu'elles ne peuvent pas faire, c'est r\u00e9soudre les probl\u00e8mes structurels sous-jacents : les co\u00fbts de l'\u00e9nergie, l'indexation des salaires et la complexit\u00e9 des autorisations.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Gand pr\u00e9sente un autre inconv\u00e9nient structurel : c'est la seule usine Volvo en Europe qui ne dispose pas d'une capacit\u00e9 de m\u00e9ga-coul\u00e9e. La nouvelle g\u00e9n\u00e9ration de mod\u00e8les Volvo \u00e9lectriques n\u00e9cessite ce proc\u00e9d\u00e9 - de grandes sections du ch\u00e2ssis moul\u00e9es en une seule pi\u00e8ce d'aluminium - et son installation co\u00fbte des centaines de millions d'euros (pour lesquels les subventions pourraient adoucir la pilule).<\/p>\n<p>G\u00f6teborg l'a, Kosice l'a. Par cons\u00e9quent, la s\u00e9rie 40 sera transf\u00e9r\u00e9e en Slovaquie, laissant Gand avec l'EX30 comme point d'ancrage. Avec environ 6 500 employ\u00e9s, Gand a \u00e0 peu pr\u00e8s la m\u00eame taille que l'usine Volvo de Torslanda, pr\u00e8s de G\u00f6teborg, tandis que la nouvelle usine de Ko\u0161ice en Slovaquie devrait cr\u00e9er environ 3 300 emplois directs - ce qui rappelle le poids industriel en jeu en Belgique.<\/p>\n<h4>Geely choisit l'Espagne ?<\/h4>\n<p>Il existe un sc\u00e9nario qui pourrait tout changer. \u00c9tant donn\u00e9 que Geely, la soci\u00e9t\u00e9 m\u00e8re de Volvo, utilise des plates-formes EV communes pour l'ensemble de son portefeuille - Volvo, Polestar, Zeekr, Lynk &amp; Co et sa propre marque - l'usine de Gand pourrait potentiellement devenir un centre d'assemblage pour les marques s\u0153urs qui tentent d'\u00e9chapper aux droits de douane europ\u00e9ens.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Mais, \u00e9tonnamment, des rumeurs sont apparues selon lesquelles Geely souhaiterait acheter une cha\u00eene de montage \u00e0 l'usine Ford de Valence pour fabriquer ces mod\u00e8les sous la marque Geely.
