Cependant, les experts en mobilit\u00e9 estiment qu'il s'agit avant tout d'une \u201c mesure populiste qui vise la mauvaise cible \u201d.<\/p>\n<p>Les deux op\u00e9rateurs \u00e9trangers de trottinettes \u00e9lectriques en libre-service pr\u00e9sents \u00e0 Bruxelles, Bolt et Dott, ont r\u00e9agi avec une profonde d\u00e9ception, estimant que cette interdiction est contre-productive et que cette d\u00e9cision incitera les usagers \u00e0 se tourner vers leurs propres trottinettes \u00e9lectriques, qui ne sont ni r\u00e9glement\u00e9es, ni tra\u00e7ables, ni surveill\u00e9es.<\/p>\n<h4>Sur les traces de Paris, Madrid et Prague<\/h4>\n<p>En 2025, 666 personnes ont \u00e9t\u00e9 bless\u00e9es dans la R\u00e9gion de Bruxelles-Capitale \u00e0 la suite d'accidents impliquant des trottinettes \u00e9lectriques, soit une augmentation de plus d'un quart par rapport \u00e0 2024. Et selon le procureur bruxellois Julien Moinil, des trottinettes \u00e9lectriques en libre-service ont \u00e9t\u00e9 utilis\u00e9es dans 25 fusillades survenues dans la capitale l'ann\u00e9e derni\u00e8re.<\/p>\n<p>Une raison suffisante pour interdire les trottinettes \u00e9lectriques en libre-service, estime le gouvernement bruxellois, embo\u00eetant ainsi le pas \u00e0 Paris, Madrid et Prague, o\u00f9 ces engins ont d\u00e9j\u00e0 disparu du paysage urbain.<\/p>\n<p>Le fait que les communiqu\u00e9s de presse citent sp\u00e9cifiquement ces villes comme exemples, mais pas Londres, qui a adopt\u00e9 une approche oppos\u00e9e et peut faire \u00e9tat de r\u00e9sultats positifs, est r\u00e9v\u00e9lateur, mais nous y reviendrons plus tard.<\/p>\n<p>En r\u00e9sum\u00e9, le gouvernement de Bruxelles a d\u00e9cid\u00e9 de ne pas renouveler les contrats des op\u00e9rateurs actuels \u2013 la soci\u00e9t\u00e9 estonienne Bolt et la soci\u00e9t\u00e9 franco-n\u00e9erlandaise Dott \u2013 lorsqu'ils arriveront \u00e0 \u00e9ch\u00e9ance \u00e0 la fin de cette ann\u00e9e.<\/p>\n<h4>Contre-productif<\/h4>\n<p>Les entreprises concern\u00e9es se disent \u201c profond\u00e9ment d\u00e9\u00e7ues \u201d par cette interdiction. Selon Bolt, cette d\u00e9cision incitera les usagers \u00e0 se tourner vers les trottinettes \u00e9lectriques personnelles, \u201c qui ne sont pas r\u00e9glement\u00e9es, ne peuvent pas \u00eatre localis\u00e9es et ne sont pas supervis\u00e9es par un op\u00e9rateur \u201d.\u201d<\/p>\n<p>Bolt ajoute que cette interdiction touche non seulement les entreprises de mobilit\u00e9 partag\u00e9e et leurs employ\u00e9s, mais aussi les Bruxellois. \u201c Plus de 150 000 Bruxellois utilisent des trottinettes \u00e9lectriques en libre-service. \u201d<\/p>\n<p>\u201c Avec pr\u00e8s de 40 000 trajets quotidiens, ils jouent un r\u00f4le cl\u00e9 dans le syst\u00e8me de mobilit\u00e9 bruxellois. Les trottinettes \u00e9lectriques en libre-service ne sont pas un loisir, mais une infrastructure de transport \u2019, affirme l\u2019entreprise, qui vient d\u2019investir dans une nouvelle flotte de trottinettes \u00e9lectriques \u00e9quip\u00e9es de syst\u00e8mes de s\u00e9curit\u00e9 bas\u00e9s sur l\u2019intelligence artificielle, d\u00e9ploy\u00e9e sp\u00e9cifiquement \u00e0 Bruxelles.<\/p>\n<p>La soci\u00e9t\u00e9 concurrente Dott, qui pourrait perdre 60 emplois, critique \u00e9galement cette d\u00e9cision. \u00c0 l\u2019instar de Bolt, elle met en avant l\u2019avantage des trottinettes \u00e9lectriques en libre-service par rapport \u00e0 celles d\u00e9tenues \u00e0 titre priv\u00e9, ainsi que ses investissements r\u00e9cents. De plus, l\u2019entreprise plaide en faveur d\u2019un \u00e9largissement du d\u00e9bat sur la s\u00e9curit\u00e9. \u201c Les cyclistes et les utilisateurs de trottinettes \u00e9lectriques sont constamment expos\u00e9s aux risques li\u00e9s aux voitures et aux camions. Devrions-nous les interdire aussi ? \u201d<\/p>\n<h4>Pourquoi ne pas opter pour des r\u00e8gles plus strictes plut\u00f4t que pour une interdiction ?<\/h4>\n<p>La derni\u00e8re d\u00e9claration de Dott confirme en effet que la d\u00e9cision du gouvernement bruxellois ne reposait pas sur \u201c le mod\u00e8le offrant les meilleurs r\u00e9sultats en mati\u00e8re de s\u00e9curit\u00e9 \u201d, et encore moins sur une analyse d'impact en mati\u00e8re d'\u00e9quit\u00e9, sans parler d'une consultation publique.<\/p>\n<p>Hier encore, l'institut de la s\u00e9curit\u00e9 routi\u00e8re Vias a annonc\u00e9 qu'en Flandre, le nombre d'accidents impliquant des speed pedelecs avait augment\u00e9 de pr\u00e8s de 30% au cours des trois premiers mois de cette ann\u00e9e par rapport \u00e0 la m\u00eame p\u00e9riode l'ann\u00e9e derni\u00e8re : passant de 142 \u00e0 184.<\/p>\n<p>En d'autres termes, si l'on pousse cette logique \u00e0 l'extr\u00eame, on pourrait plaider en faveur de l'interdiction de tout moyen de transport dont le taux d'accidents est en hausse. Or, cela ne se produit pas, et c'est pr\u00e9cis\u00e9ment l\u00e0 que r\u00e9side le probl\u00e8me.<\/p>\n<p>Bolt, par exemple, a d\u00e9j\u00e0 pris plusieurs mesures pour renforcer la s\u00e9curit\u00e9 de ses trottinettes en libre-service, notamment en installant des syst\u00e8mes de d\u00e9tection permettant d'identifier les utilisateurs transportant des passagers, en int\u00e9grant des tests d'alcool\u00e9mie dans l'application et en collaborant avec les autorit\u00e9s pour mieux faire respecter les r\u00e8gles de stationnement.<\/p>\n<p>Depuis la mise en place obligatoire de zones de stationnement et de d\u00e9pose, le nombre de trottinettes \u00e9lectriques gar\u00e9es n'importe o\u00f9, qui bloquent souvent le passage aux autres usagers de la route, a en effet consid\u00e9rablement diminu\u00e9.<\/p>\n<p>Selon Dirk Lauwers (UA), sp\u00e9cialiste de la mobilit\u00e9, Bruxelles aurait mieux fait de suivre l'exemple de Londres, o\u00f9 des r\u00e8gles plus strictes sont mises en place.<\/p>\n<p>\u00c0 Londres, les trottinettes \u00e9lectriques priv\u00e9es sont interdites sur la voie publique, tandis que les trottinettes \u00e9lectriques en libre-service restent autoris\u00e9es, ce qui a entra\u00een\u00e9 un doublement de leur utilisation. \u201c Le nombre d\u2019accidents a l\u00e9g\u00e8rement augment\u00e9, mais le risque d\u2019accident par utilisateur a fortement diminu\u00e9, et la pratique devient plus s\u00fbre chaque ann\u00e9e \u201d, a d\u00e9clar\u00e9 M. Lauwers \u00e0 BRUZZ.<\/p>\n<p>Il convient \u00e9galement de noter que Londres \u2013 o\u00f9 les trottinettes \u00e9lectriques ne d\u00e9marrent pas si deux personnes sont \u00e0 bord \u2013 a obtenu ce r\u00e9sultat sans imposer le port du casque, une mesure sur laquelle travaille actuellement le ministre de la Mobilit\u00e9, Jean-Luc Crucke (Les Engag\u00e9s).<\/p>\n<p>Quant \u00e0 l'argument li\u00e9 \u00e0 la criminalit\u00e9, l'interdiction vise l'outil, et non la pratique. Quiconque utilise une trottinette \u00e9lectrique en libre-service pour \u00e9chapper \u00e0 la police s'ach\u00e8tera, une fois l'interdiction en vigueur, sa propre trottinette \u00e9lectrique, un fat bike ou une trottinette d'occasion \u2013 des objets d\u00e9j\u00e0 plus difficiles \u00e0 tracer qu'une trottinette \u00e9lectrique en libre-service.<\/p>\n<h4>Ce n'est pas une mesure neutre<\/h4>\n<p>L'association Way To Go, sp\u00e9cialis\u00e9e dans les r\u00e9seaux de mobilit\u00e9 partag\u00e9e, s'inqui\u00e8te \u00e9galement des cons\u00e9quences n\u00e9gatives que cette interdiction aura sur les utilisateurs. Selon elle, les trottinettes \u00e9lectriques en libre-service sont indispensables pour de nombreuses personnes, car il n'existe tout simplement pas d'alternative.<\/p>\n<p>Selon Way To Go, la capitale belge a d\u00e9montr\u00e9 ces derni\u00e8res ann\u00e9es que la r\u00e9glementation fonctionne : le nombre de trottinettes \u00e9lectriques en libre-service a diminu\u00e9 de 441 % tandis que le nombre de trajets a l\u00e9g\u00e8rement augment\u00e9. \u201c Nous reconnaissons qu'il y a encore des probl\u00e8mes, mais la bonne solution n'est pas de r\u00e9duire la mobilit\u00e9 partag\u00e9e, mais d'am\u00e9liorer la mobilit\u00e9 partag\u00e9e \u201d, d\u00e9clare le directeur Jeffrey Matthijs.<\/p>\n<p>Le journal De Morgen met \u00e9galement en avant un autre probl\u00e8me : \u00e0 Bruxelles, les jeunes femmes comptent sur les trottinettes \u00e9lectriques en libre-service pour rentrer chez elles en toute s\u00e9curit\u00e9. \u201c On est plus vuln\u00e9rable \u00e0 pied, et le m\u00e9tro n\u2019est pas tr\u00e8s rassurant la nuit \u201d, a d\u00e9clar\u00e9 une jeune femme.<\/p>\n<p>Et, ce qui n'est pas n\u00e9gligeable d'un point de vue social, cette mesure est loin d'\u00eatre neutre. \u201c Une \u00e9tude men\u00e9e l'ann\u00e9e derni\u00e8re \u00e0 l'universit\u00e9 d'Anvers a montr\u00e9 que les utilisateurs de trottinettes \u00e9lectriques ont un profil diff\u00e9rent de celui des utilisateurs de v\u00e9los \u00e9lectriques \u201d, explique M. Lauwers dans le journal.<\/p>\n<p>\u201c Ils sont plus jeunes, majoritairement des hommes et plus susceptibles d\u2019\u00eatre issus de l\u2019immigration. En Flandre, une personne sur trois ne poss\u00e8de pas de v\u00e9lo, et plus de 40 % n\u2019ont pas de voiture. Dans la capitale, ce groupe de personnes sans autre moyen de transport est probablement encore plus important. \u201d<\/p>\n<h4>Zoom sur le v\u00e9lo en libre-service<\/h4>\n<p>Pour y rem\u00e9dier, la ministre bruxelloise de la Mobilit\u00e9, Elke Van den Brandt (Groen), souhaite mettre davantage l'accent sur le v\u00e9lo en libre-service ; le gouvernement bruxellois vient d'ailleurs de prolonger la concession de deux ans.<\/p>\n<p>Mais le syst\u00e8me de v\u00e9los en libre-service Villo!, g\u00e9r\u00e9 par JCDecaux, ne b\u00e9n\u00e9ficiera pas de la mise \u00e0 jour tant attendue \u2013 qui pr\u00e9voit l'introduction de v\u00e9los \u00e9lectriques et l'installation de stations fixes dans tous les quartiers de Bruxelles \u2013 avant l'automne 2028, soit deux ans plus tard que pr\u00e9vu.<\/p>\n<p>En g\u00e9n\u00e9ral, les villes qui ont interdit les trottinettes \u00e9lectriques en libre-service se sont ensuite davantage tourn\u00e9es vers le v\u00e9lo en libre-service.
