C'est ce qu'indique T&amp;E, un groupe de pression en faveur de la mobilit\u00e9 durable, dans un nouveau rapport.<\/p>\n<p>T&amp;E propose \u00e9galement plusieurs changements et mesures visant \u00e0 mieux prot\u00e9ger les voyageurs empruntant les trains internationaux.<\/p>\n<h4>\u201c Un trajet, un billet, tous les droits \u201d<\/h4>\n<p>En mai, la Commission europ\u00e9enne a pr\u00e9sent\u00e9 le \u00ab paquet passagers \u00bb de l'UE, un ensemble de trois propositions l\u00e9gislatives visant \u00e0 mieux prot\u00e9ger les voyageurs effectuant des trajets ferroviaires transfrontaliers.<\/p>\n<p>L'id\u00e9e centrale est r\u00e9sum\u00e9e dans le slogan de la Commission : \u201c Un seul trajet, un seul billet, tous les droits garantis \u201d. En d'autres termes, les voyageurs qui r\u00e9servent un trajet en train impliquant plusieurs op\u00e9rateurs via une plateforme unique et une seule transaction devraient recevoir un billet unique pour l'ensemble du trajet, avec une protection totale en cas de perturbations.<\/p>\n<p>Ou encore comment la Commission entend transposer le mod\u00e8le du transport a\u00e9rien au transport ferroviaire, \u00e0 cette diff\u00e9rence pr\u00e8s que le march\u00e9 ferroviaire reste bien plus complexe.<\/p>\n<h4>Il reste toutefois quelques lacunes<\/h4>\n<p>Et bien que T&amp;E estime que les r\u00e9glementations europ\u00e9ennes visant \u00e0 moderniser la billetterie ferroviaire et les droits des voyageurs constituent un immense pas en avant, notamment pour les trajets nationaux, elles pr\u00e9sentent encore des lacunes dans plusieurs domaines, ce qui signifie que le transport ferroviaire international ne serait finalement pas encourag\u00e9.<\/p>\n<p>Une \u00e9tude montre que sur 13 des 30 liaisons ferroviaires transfrontali\u00e8res les plus fr\u00e9quent\u00e9es de l\u2019UE, soit 43%, les voyageurs qui r\u00e9servent via les plateformes des grandes compagnies ferroviaires ne peuvent toujours pas compter sur une protection compl\u00e8te, telle que le droit \u00e0 un autre train ou \u00e0 une indemnisation en cas de retard. Et changer de train reste un d\u00e9fi en Europe : plus de 40% des personnes interrog\u00e9es dans le cadre de l\u2019\u00e9tude de T&amp;E qui devaient changer de train lors d\u2019un trajet international ont manqu\u00e9 leur correspondance.<\/p>\n<p>De plus, les risques financiers pour les voyageurs resteraient \u00e9galement \u00e9lev\u00e9s. Sur les 12 liaisons examin\u00e9es par T&amp;E, un voyageur qui manquerait une correspondance internationale en raison d\u2019un retard devrait d\u00e9bourser en moyenne 86 \u20ac suppl\u00e9mentaires pour un billet de remplacement achet\u00e9 \u00e0 la derni\u00e8re minute. Sur la moiti\u00e9 des liaisons examin\u00e9es, les voyageurs devaient \u00e9galement payer de leur poche leur nuit d\u2019h\u00f4tel.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-188597 size-large\" src=\"https:\/\/i0.wp.com\/newmobility.news\/wp-content\/uploads\/2026\/06\/Untitled77-7.png?resize=640%2C470&#038;ssl=1\" alt=\"\" width=\"640\" height=\"470\" \/><\/p>\n<h4>Disparit\u00e9s g\u00e9ographiques<\/h4>\n<p>Il subsiste \u00e9galement des lacunes d'ordre g\u00e9ographique et op\u00e9rationnel. La proposition actuelle impose aux grandes compagnies ferroviaires nationales de proposer des \u201c billets tout-en-un \u201d pour les trajets \u00e0 l'int\u00e9rieur de leur propre pays, m\u00eame en cas de correspondance avec un train d'un concurrent.<\/p>\n<p>Mais en ce qui concerne les voyages internationaux, cette exigence ne s'applique pratiquement nulle part. En Europe, les nouvelles r\u00e8gles n'entra\u00eeneront de r\u00e9els changements que sur deux grandes liaisons internationales : Barcelone-Paris et Madrid-Porto. Pour le reste, c'est un pari.<\/p>\n<p>Vous souhaitez voyager de Paris \u00e0 Rome ou de Barcelone \u00e0 Milan, par exemple ? Eh bien, vous n\u2019aurez pas cette chance, pr\u00e9cis\u00e9ment parce que les grandes compagnies ferroviaires ne sont pas tenues de vendre les billets de leurs concurrentes pour ces trajets sp\u00e9cifiques. Apr\u00e8s tout, la proposition de la Commission europ\u00e9enne repose sur une logique juridique et une r\u00e8gle g\u00e9n\u00e9rale fond\u00e9e sur la position dominante sur le march\u00e9 national.<\/p>\n<p>Sur la ligne Barcelone-Paris, la compagnie ferroviaire nationale espagnole Renfe assure des liaisons transfrontali\u00e8res jusqu\u2019au c\u0153ur de la France, tandis que la SNCF fran\u00e7aise \u00e9tend ses services jusqu\u2019au c\u0153ur de l\u2019Espagne. \u00c9tant donn\u00e9 qu\u2019elles op\u00e8rent sur les \u201c march\u00e9s nationaux \u201d l\u2019une de l\u2019autre, la loi impose effectivement, dans ce cas pr\u00e9cis, l\u2019obligation d\u2019afficher les billets de l\u2019autre compagnie.<\/p>\n<p>Sur un trajet comme Paris-Rome, la situation est diff\u00e9rente. La SNCF vous emm\u00e8ne jusqu'\u00e0 la fronti\u00e8re italienne, ou juste de l'autre c\u00f4t\u00e9 de la fronti\u00e8re, \u00e0 Milan, et de l\u00e0, vous prenez le train italien Trenitalia jusqu'\u00e0 Rome.<\/p>\n<p>\u00c9tant donn\u00e9 que Trenitalia n'occupe pas une position dominante sur le march\u00e9 fran\u00e7ais et que la SNCF n'occupe pas une position dominante sur le march\u00e9 italien, cette loi sp\u00e9cifique ne les oblige pas \u00e0 proposer un billet combin\u00e9 Paris-Rome sur leurs propres sites Internet. Selon la lettre de la loi, elles sont uniquement tenues d'ouvrir leurs propres r\u00e9seaux nationaux \u00e0 la concurrence.<\/p>\n<h4>Les ambitions resteront lettre morte si des ajustements ne sont pas apport\u00e9s<\/h4>\n<p>Afin de rendre les voyages en train \u00e0 l'international plus attractifs et plus durables, T&amp;E pr\u00e9conise donc d'obliger les grandes compagnies ferroviaires \u00e0 proposer des billets directs sur les liaisons ferroviaires europ\u00e9ennes les plus fr\u00e9quent\u00e9es.<\/p>\n<p>De plus, un billet direct devrait \u00e9galement \u00eatre valable pour les voyages r\u00e9serv\u00e9s via la m\u00eame plateforme de r\u00e9servation, m\u00eame s\u2019ils n\u2019ont pas \u00e9t\u00e9 achet\u00e9s en une seule transaction.<\/p>\n<p class=\"p1\">Il convient \u00e9galement de mieux sensibiliser le public aux droits des voyageurs gr\u00e2ce \u00e0 des informations obligatoires diffus\u00e9es par les plateformes de billetterie concernant les droits des voyageurs en mati\u00e8re d'indemnisation, d'assistance, de r\u00e9acheminement et de remboursement, ainsi qu'\u00e0 travers des campagnes de sensibilisation et une application uniforme de ces droits aux guichets et \u00e0 bord.<\/p>\n<p>Enfin, les plateformes de r\u00e9servation devraient \u00eatre tenues d'afficher les \u00e9missions de CO\u2082 des diff\u00e9rentes options de voyage, afin que les voyageurs puissent plus facilement faire des choix durables.<\/p>\n<p>Si les propositions de T&amp;E ne sont pas mises en \u0153uvre, l'organisation craint que le \u00ab paquet voyageurs \u00bb de l'UE ne permette d'atteindre que partiellement l'objectif visant \u00e0 faciliter l'acc\u00e8s des voyageurs aux trains internationaux.<\/p>\n<p>\u201c L\u2019esprit de cette l\u00e9gislation est de dynamiser le transport ferroviaire international en mettant fin aux proc\u00e9dures fastidieuses de r\u00e9servation des billets et \u00e0 la protection insuffisante des droits des voyageurs \u201d, d\u00e9clare Georgia Whitaker, responsable des campagnes ferroviaires chez T&amp;E. \u201c Mais les nouvelles r\u00e8gles n\u2019apporteront gu\u00e8re d\u2019am\u00e9lioration \u00e0 ceux qui entreprennent de longs trajets ferroviaires internationaux.
