Dans le cadre de son 15e plan quinquennal en mati\u00e8re d'\u00e9nergie, r\u00e9cemment d\u00e9voil\u00e9, P\u00e9kin entend faire en sorte que les v\u00e9hicules \u00e9lectriques contribuent \u00e0 l'\u00e9quilibre d'un r\u00e9seau \u00e9lectrique de plus en plus domin\u00e9 par l'\u00e9olien et le solaire.<\/p>\n<p>Ce plan, qui couvre la p\u00e9riode 2026-2030, vise \u00e0 porter \u00e0 50% la part des sources non fossiles dans la production d'\u00e9lectricit\u00e9 d'ici la fin de la d\u00e9cennie. Il pr\u00e9voit \u00e9galement que l'\u00e9olien et le solaire deviendront les principales sources de capacit\u00e9 de production install\u00e9e, tandis que la demande en charbon et en p\u00e9trole devrait atteindre son pic au cours de cette p\u00e9riode.<\/p>\n<h4>Interaction entre les v\u00e9hicules et le r\u00e9seau \u00e9lectrique<\/h4>\n<p>Pour que ce syst\u00e8me fonctionne, la Chine mise fortement sur les batteries, les centrales hydro\u00e9lectriques \u00e0 pompage, les centrales \u00e9lectriques virtuelles et, de plus en plus, sur la flexibilit\u00e9 des v\u00e9hicules \u00e9lectriques connect\u00e9s.<\/p>\n<p>L'un des objectifs les plus marquants concerne l\u201c\u201d interaction v\u00e9hicule-r\u00e9seau \u00bb (V2G), qui devrait permettre de fournir une capacit\u00e9 de recharge ajustable cumul\u00e9e d'environ 50 GW d'ici 2030.<\/p>\n<p>Sur le papier, cela donne l\u2019impression que des millions de v\u00e9hicules \u00e9lectriques formeraient une gigantesque batterie d\u00e9centralis\u00e9e, r\u00e9injectant de l\u2019\u00e9lectricit\u00e9 dans le r\u00e9seau lorsque celui-ci est sous pression. Mais la formulation de la politique est plus nuanc\u00e9e. L\u2019objectif porte sur une \u2018 recharge modulable \u2019, et non pas n\u00e9cessairement sur 50 GW de v\u00e9hicules r\u00e9injectant de l\u2019\u00e9lectricit\u00e9 dans le r\u00e9seau.<\/p>\n<h4>Chargement intelligent<\/h4>\n<p>Cette distinction est importante. La majeure partie de cette flexibilit\u00e9 peut provenir de la recharge intelligente, \u00e9galement appel\u00e9e V1G (Vehicle-to-Grid unidirectionnel).<\/p>\n<p>Au lieu que chaque conducteur branche sa voiture apr\u00e8s le travail et provoque ainsi un pic de demande en soir\u00e9e, un op\u00e9rateur pourrait reporter la recharge pendant la nuit, l'acc\u00e9l\u00e9rer lorsque l'\u00e9nergie solaire est abondante, ou la r\u00e9duire temporairement lors d'un pic li\u00e9 \u00e0 une vague de chaleur. Pour un op\u00e9rateur de r\u00e9seau, une voiture qui ne se recharge pas au mauvais moment peut s'av\u00e9rer presque aussi utile qu'une voiture qui r\u00e9injecte de l'\u00e9lectricit\u00e9 dans le r\u00e9seau.<\/p>\n<p>Le v\u00e9ritable syst\u00e8me \u00ab vehicle-to-grid \u00bb (V2G) va plus loin. Il n\u00e9cessite un v\u00e9hicule bidirectionnel, un chargeur compatible, une communication avec un agr\u00e9gateur et un gestionnaire de r\u00e9seau, des tarifs adapt\u00e9s, un syst\u00e8me de comptage, une autorisation locale, ainsi qu\u2019un propri\u00e9taire de batterie dispos\u00e9 \u00e0 mettre une partie de celle-ci \u00e0 disposition.<\/p>\n<p>Il faut \u00e9galement une contrepartie financi\u00e8re claire. Les conducteurs ne mettront pas syst\u00e9matiquement leur batterie \u00e0 la disposition du r\u00e9seau simplement par souci d'int\u00e9r\u00eat g\u00e9n\u00e9ral, surtout s'ils craignent une d\u00e9gradation de celle-ci ou s'ils ont besoin de leur voiture pour un trajet impr\u00e9vu.<\/p>\n<h4>40 millions de bornes de recharge<\/h4>\n<p>La Chine dispose de l'envergure n\u00e9cessaire pour faire de la recharge intelligente une r\u00e9alit\u00e9 majeure. Elle comptait plus de 4,7 millions de bornes de recharge publiques fin 2025, soit plus de 65% du total mondial, tandis que son r\u00e9seau public repr\u00e9sentait plus des trois quarts de la croissance mondiale des bornes de recharge l'ann\u00e9e derni\u00e8re. Son nouveau plan pr\u00e9voit la mise en place de 40 millions de bornes de recharge au total d\u2019ici 2030.<\/p>\n<p>Mais l'ampleur \u00e0 elle seule ne suffit pas \u00e0 cr\u00e9er un march\u00e9 du V2G. La Chine en est encore \u00e0 la phase pilote et pr\u00e9-commerciale. L'Agence internationale de l'\u00e9nergie souligne que le pays a annonc\u00e9 30 projets pilotes de \u00ab vehicle-to-grid \u00bb (V2G) dans neuf villes et vise \u00e0 disposer de 5 000 bornes de recharge V2G d'ici fin 2027.<\/p>\n<h4>Pas encore enti\u00e8rement normalis\u00e9<\/h4>\n<p>Il est important de noter que les protocoles de recharge bidirectionnelle relevant de la norme chinoise GB\/T ne sont pas encore enti\u00e8rement normalis\u00e9s, tandis que la communication entre les chargeurs, les agr\u00e9gateurs et les gestionnaires de r\u00e9seau reste fragment\u00e9e ou repose sur des technologies propri\u00e9taires.<\/p>\n<p>Cela rend l\u2019objectif de 50 GW fix\u00e9 par P\u00e9kin ambitieux, mais pas irr\u00e9aliste. La voie la plus probable ne consiste pas \u00e0 laisser des millions d\u2019automobilistes particuliers recharger leurs v\u00e9hicules \u00e0 leur guise.<\/p>\n<p>Il s'agit de flottes de v\u00e9hicules, de bornes de recharge sur le lieu de travail, de complexes immobiliers, d'op\u00e9rateurs de taxis, de r\u00e9seaux d'\u00e9change de batteries et de bornes de recharge domestiques g\u00e9r\u00e9es, regroup\u00e9s au sein de centrales \u00e9lectriques virtuelles.<\/p>\n<p>Les voitures se rechargeraient principalement lorsque l'\u00e9lectricit\u00e9 est bon march\u00e9 et disponible en abondance, tandis que seule une petite partie des voitures compatibles V2G se d\u00e9chargerait lors d'\u00e9v\u00e9nements de r\u00e9seau de courte dur\u00e9e et \u00e0 forte valeur ajout\u00e9e.<\/p>\n<p>Il convient \u00e9galement de relativiser l'impact sur le bilan \u00e9nerg\u00e9tique global de la Chine. La demande \u00e9lectrique de pointe du pays a atteint 1 506 GW en juillet 2025.<\/p>\n<p>Une flexibilit\u00e9 de 50 GW provenant des v\u00e9hicules \u00e9lectriques, pleinement disponible, \u00e9quivaudrait donc \u00e0 environ 3,31 TP3T de ce pic. Cela ne suffit pas pour transformer la production annuelle d'\u00e9lectricit\u00e9, mais cela pourrait s'av\u00e9rer extr\u00eamement utile pour \u00e9viter les surcharges locales, absorber la production solaire \u00e0 midi et r\u00e9duire la n\u00e9cessit\u00e9 de maintenir en veille des centrales de pointe co\u00fbteuses.<\/p>\n<h4>Un seul \u00e9l\u00e9ment<\/h4>\n<p>Les v\u00e9hicules \u00e9lectriques ne constituent qu'un \u00e9l\u00e9ment parmi d'autres d'une transition bien plus vaste. La Chine mise \u00e9galement sur le d\u00e9ploiement massif et continu d'autres sources d'\u00e9nergie.<\/p>\n<p>\u00c0 l'instar de l'\u00e9olien terrestre et offshore et de l'\u00e9nergie solaire, 160 GW d'hydro\u00e9lectricit\u00e9 \u00e0 accumulation par pompage, 300 GW de nouvelles capacit\u00e9s de stockage par batterie et autres, des centrales \u00e9lectriques virtuelles offrant plus de 50 GW de capacit\u00e9 de r\u00e9gulation, ainsi qu'une nouvelle expansion du nucl\u00e9aire pour atteindre environ 110 GW.<\/p>\n<p>L'hydrog\u00e8ne vert et les carburants renouvelables sont destin\u00e9s \u00e0 compl\u00e9ter ce syst\u00e8me dans les secteurs o\u00f9 l'\u00e9lectrification directe s'av\u00e8re plus difficile.<\/p>\n<p>En ce sens, il convient de consid\u00e9rer les v\u00e9hicules \u00e9lectriques davantage comme un outil de gestion temporelle que comme une nouvelle source d'\u00e9nergie. Ils ne produisent pas d'\u00e9lectricit\u00e9 suppl\u00e9mentaire. Ils permettent simplement de transf\u00e9rer l'\u00e9lectricit\u00e9 des heures o\u00f9 la production \u00e9olienne ou solaire est abondante vers celles o\u00f9 la demande est la plus forte.<\/p>\n<h4>L'Europe est en t\u00eate<\/h4>\n<p>L'Europe devance la Chine en mati\u00e8re de d\u00e9ploiement commercial du V2G, m\u00eame si son ampleur est loin d'\u00e9galer celle de la Chine. Selon l'AIE, des offres commerciales de V2G sont d\u00e9j\u00e0 disponibles en France, aux Pays-Bas et au Royaume-Uni, o\u00f9 les r\u00e8gles du r\u00e9seau, les agr\u00e9gateurs, les tarifs et le mat\u00e9riel compatible ont commenc\u00e9 \u00e0 s'harmoniser.<\/p>\n<p>La Belgique se situe juste derri\u00e8re ce premier groupe. Son cadre r\u00e9glementaire commence \u00e0 s'adapter \u00e0 la recharge bidirectionnelle : Fluvius consid\u00e8re les chargeurs V2G comme des unit\u00e9s de production, ce qui implique une obligation d'enregistrement, d'inspection et l'utilisation d'\u00e9quipements certifi\u00e9s.<\/p>\n<p>Mais le march\u00e9 en est encore \u00e0 ses d\u00e9buts, avec un nombre limit\u00e9 de combinaisons compatibles entre v\u00e9hicules et chargeurs. Contrairement \u00e0 la France, aux Pays-Bas et au Royaume-Uni, la Belgique ne figure pas encore parmi les pays identifi\u00e9s par l\u2019AIE comme disposant \u00e0 la fois d\u2019un cadre r\u00e9glementaire pleinement propice et d\u2019offres commerciales V2G bien \u00e9tablies.<\/p>\n<p>L'Allemagne a supprim\u00e9 les frais de r\u00e9seau doubles pour la recharge bidirectionnelle \u00e0 la fin de l'ann\u00e9e 2025, tandis que l'UE pr\u00e9pare des exigences minimales pour les nouveaux chargeurs \u00e0 partir de 2027, notamment la capacit\u00e9 bidirectionnelle et la compatibilit\u00e9 avec la norme ISO 15118-20.<\/p>\n<h4>Le plus gros gain possible<\/h4>\n<p>La Chine n'est donc pas encore \u00e0 la pointe au niveau mondial en mati\u00e8re d'utilisation concr\u00e8te du V2G. L'Europe a une longueur d'avance dans le travail complexe, tant sur le plan commercial que r\u00e9glementaire, n\u00e9cessaire pour transformer un v\u00e9hicule \u00e9lectrique en stationnement en un atout pour le r\u00e9seau \u00e9lectrique.<\/p>\n<p>Mais c'est la Chine qui d\u00e9tient l'enjeu le plus important : le plus grand march\u00e9 des v\u00e9hicules \u00e9lectriques, le r\u00e9seau de recharge le plus dense au monde, un syst\u00e8me d'\u00e9nergies renouvelables en pleine expansion, ainsi qu'un \u00c9tat capable de coordonner les services publics, les constructeurs automobiles et les fournisseurs d'infrastructures.<\/p>","protected":false},"excerpt":{"rendered":"<p>China wants its vast electric-car fleet to become more than a transport revolution.
