Ces pays s'opposent \u00e0 tout nouvel assouplissement des r\u00e9glementations pr\u00e9vues dans le \u00ab paquet automobile \u00bb de l'UE, dont l'adoption est pr\u00e9vue en d\u00e9cembre, malgr\u00e9 les appels lanc\u00e9s par l'Allemagne et d'autres pays en faveur de concessions suppl\u00e9mentaires.<\/p>\n<p>Ces pays s'opposent \u00e0 tout assouplissement significatif de l'objectif initial, qui impose que tous les v\u00e9hicules nouvellement immatricul\u00e9s \u00e0 partir de 2035 \u00e9mettent z\u00e9ro gramme de CO\u2082 par kilom\u00e8tre, une mesure souvent qualifi\u00e9e de \u00ab sortie progressive des moteurs \u00e0 combustion interne \u00bb.<\/p>\n<p>Ces pays avertissent que tout nouvel \u00e9cart par rapport au calendrier pr\u00e9vu pour la suppression progressive des moteurs \u00e0 combustion interne constituerait une erreur strat\u00e9gique. Dans une lettre commune r\u00e9dig\u00e9e au d\u00e9but du mois, ils appellent au contraire l'UE \u00e0 maintenir son cap ambitieux en faveur des v\u00e9hicules \u00e9lectriques \u00e0 batterie. L'agence de presse fran\u00e7aise AFP en a obtenu une copie.<\/p>\n<p>\u201c Tout nouvel assouplissement des objectifs en mati\u00e8re de CO\u2082 dans le secteur automobile compromettrait l\u2019int\u00e9grit\u00e9 et la pr\u00e9visibilit\u00e9 des r\u00e9glementations visant \u00e0 r\u00e9duire les \u00e9missions des v\u00e9hicules \u00e0 moteur. La crise \u00e9nerg\u00e9tique actuelle d\u00e9montre clairement que la r\u00e9duction de la d\u00e9pendance de l\u2019Europe vis-\u00e0-vis des combustibles fossiles est une n\u00e9cessit\u00e9 absolue. L\u2019\u00e9lectrification n\u2019est pas seulement un objectif de politique climatique, elle est \u00e9galement indispensable \u00e0 notre s\u00e9curit\u00e9 \u00e9nerg\u00e9tique. \u201d<\/p>\n<h4>Gamme automobile<\/h4>\n<p class=\"wp-block-paragraph\">Dans le cadre du \u00ab paquet automobile \u00bb, certains v\u00e9hicules hybrides et \u00e0 moteur thermique pourraient encore \u00eatre immatricul\u00e9s apr\u00e8s 2035 si leurs \u00e9missions de CO\u2082 sont enti\u00e8rement compens\u00e9es par le biais d\u2019un syst\u00e8me de cr\u00e9dits. Cela pourrait inclure l\u2019utilisation de carburants propres, d\u2019acier vert produit dans l\u2019UE et\/ou de \u00ab supercr\u00e9dits \u00bb pour les petits v\u00e9hicules \u00e9lectriques d\u2019une longueur maximale de 4,20 m.<\/p>\n<p class=\"wp-block-paragraph\">Concr\u00e8tement, cela signifie que les \u00e9missions de CO\u2082 devront \u00eatre officiellement r\u00e9duites de 90% au lieu de 100%, m\u00eame si la compensation des 10% restants par le biais du syst\u00e8me de cr\u00e9dits devrait s'av\u00e9rer difficile. Par ailleurs, ce train de mesures pr\u00e9voit des quotas \u00e9lev\u00e9s de v\u00e9hicules \u00e9lectriques pour les flottes des grandes entreprises.<\/p>\n<p class=\"wp-block-paragraph\">Certains pays, notamment l'Allemagne, l'Italie et la R\u00e9publique tch\u00e8que, s'opposent depuis longtemps aux projets de la Commission europ\u00e9enne. Ils r\u00e9clament notamment des exigences moins strictes pour les v\u00e9hicules hybrides rechargeables, des modifications du m\u00e9canisme de compensation pr\u00e9vu pour les \u00e9missions de CO\u2082 apr\u00e8s 2035, ainsi que des objectifs interm\u00e9diaires plus souples.<\/p>\n<p class=\"wp-block-paragraph\">Dans le m\u00eame temps, le gouvernement allemand rejette \u00e0 la fois la proposition de la Commission europ\u00e9enne visant \u00e0 accorder des \u00ab supercr\u00e9dits \u00bb aux v\u00e9hicules \u00e9lectriques de moins de 4,20 m de longueur (soutenue par le groupe Volkswagen) et le projet de r\u00e9glementation imposant des quotas stricts de v\u00e9hicules \u00e9lectriques aux flottes d'entreprise.<\/p>\n<p class=\"wp-block-paragraph\">Le groupe PPE au Parlement europ\u00e9en cherche \u00e9galement \u00e0 modifier le \u00ab paquet automobile \u00bb, en exigeant de v\u00e9ritables r\u00e9ductions de CO\u2082 sans recourir \u00e0 un syst\u00e8me de cr\u00e9dits. Cela permettrait de garantir durablement l'avenir des voitures particuli\u00e8res \u00e0 essence et diesel.<\/p>\n<h4>R\u00e9actions des ministres<\/h4>\n<p>La ministre fran\u00e7aise charg\u00e9e du Climat, Monique Barbut, a r\u00e9cemment r\u00e9affirm\u00e9 que son pays avait form\u00e9 une \u2018 minorit\u00e9 de blocage \u2019 afin d\u2019emp\u00eacher tout nouvel affaiblissement de la proposition de d\u00e9cembre de la Commission europ\u00e9enne relative au \u201c paquet automobile \u201d concernant les objectifs d\u2019\u00e9missions de CO\u2082 pour les voitures. \u00ab Ce serait un signal terrible que de revenir sur cette r\u00e9glementation automobile \u00bb, a-t-elle d\u00e9clar\u00e9.<\/p>\n<p>La ministre su\u00e9doise du Climat et de l'Environnement, Romina Pourmokhtari, a \u00e9galement r\u00e9affirm\u00e9 cette position : \u201c La Su\u00e8de restera fid\u00e8le \u00e0 l'objectif fix\u00e9 pour 2035 \u201d, a-t-elle insist\u00e9.<\/p>","protected":false},"excerpt":{"rendered":"<p>Seven EU member states \u2013 Denmark, France, Luxembourg, the Netherlands, Portugal, Spain, and Sweden \u2013 have called on the European Union to maintain a clear and ambitious path towards electrification.
