Les voitures particuli\u00e8res 100 % \u00e9lectriques (BEV) resteront toutefois exon\u00e9r\u00e9es, car elles ne sont pas soumises \u00e0 la taxe chinoise sur les v\u00e9hicules, calcul\u00e9e en fonction de la cylindr\u00e9e.<\/p>\n<p>Selon CnEVPost, le minist\u00e8re chinois des Finances, l'Administration fiscale nationale et le minist\u00e8re de l'Industrie et des Technologies de l'information ont d\u00e9cid\u00e9 de modifier la taxe nationale sur les v\u00e9hicules et les bateaux.<\/p>\n<p>Ces modifications concerneront les hybrides rechargeables, y compris les mod\u00e8les \u00e0 prolongateur d'autonomie, ainsi que les v\u00e9hicules utilitaires \u00e9lectriques \u00e0 batterie et les v\u00e9hicules utilitaires \u00e0 pile \u00e0 combustible. L'exon\u00e9ration fiscale dont b\u00e9n\u00e9ficient ces cat\u00e9gories de v\u00e9hicules, en vigueur depuis 2012, prendra fin le 1er janvier 2027. Parall\u00e8lement, la r\u00e9duction fiscale existante accord\u00e9e aux v\u00e9hicules \u00e0 moteur \u00e0 combustion interne particuli\u00e8rement efficaces sera \u00e9galement supprim\u00e9e.<\/p>\n<h4>Pas de cylindr\u00e9e<\/h4>\n<p>Les v\u00e9hicules particuliers \u00e0 batterie et \u00e0 pile \u00e0 combustible ne sont pas concern\u00e9s. Ces types de v\u00e9hicules n'ayant pas de cylindr\u00e9e, ils restent exon\u00e9r\u00e9s de la taxe annuelle sur les v\u00e9hicules en vertu de la l\u00e9gislation fiscale chinoise. Cela signifie que le segment le plus important du march\u00e9 chinois des v\u00e9hicules \u00e0 \u00e9nergie nouvelle (NEV) restera exon\u00e9r\u00e9 d'imp\u00f4t.<\/p>\n<p>La taxe sur les v\u00e9hicules et les bateaux est une taxe annuelle de propri\u00e9t\u00e9 en Chine. Pour les voitures particuli\u00e8res dont la cylindr\u00e9e est comprise entre 1,6 et 2,0 litres, cette taxe varie entre 360 et 660 yuans (\u00b1 43 \u00e0 \u00b1 79 euros) par an, selon la province. \u00c0 partir de 2027, les propri\u00e9taires des nouvelles cat\u00e9gories de v\u00e9hicules concern\u00e9es seront tenus de s'acquitter de cette taxe, que leur v\u00e9hicule soit neuf ou d\u00e9j\u00e0 immatricul\u00e9.<\/p>\n<h4>Les mesures incitatives ont port\u00e9 leurs fruits<\/h4>\n<p class=\"wp-block-paragraph\">Le minist\u00e8re chinois des Finances justifie cette d\u00e9cision en affirmant que les mesures fiscales incitatives ont rempli leur objectif. La r\u00e9glementation, en vigueur depuis 2012, a largement contribu\u00e9 \u00e0 la croissance du march\u00e9 des v\u00e9hicules \u00e9lectriques et autres v\u00e9hicules \u00e0 faible consommation d'\u00e9nergie.<\/p>\n<p class=\"wp-block-paragraph\">Toutefois, compte tenu de la pr\u00e9sence d\u00e9sormais significative de ces v\u00e9hicules sur le march\u00e9, les conditions-cadres ont fondamentalement chang\u00e9. De plus, les hybrides rechargeables et autres v\u00e9hicules \u00e9lectrifi\u00e9s sont d\u00e9sormais consid\u00e9r\u00e9s comme des actifs \u00e9conomiques de grande valeur, et leur fiscalit\u00e9 devrait favoriser une plus grande \u00e9quit\u00e9 fiscale.<\/p>\n<p class=\"wp-block-paragraph\">Cette d\u00e9cision s'inscrit dans le cadre de la r\u00e9orientation progressive de la politique chinoise en mati\u00e8re de subventions aux v\u00e9hicules \u00e9lectriques. Apr\u00e8s des ann\u00e9es de mesures d'incitation publiques en faveur de ce secteur, le gouvernement se retire progressivement du financement direct. Dans ce contexte, le gouvernement semble r\u00e9orienter ses efforts, d\u00e9laissant les mesures d'incitation \u00e0 l'achat au profit d'une normalisation du cadre fiscal.<\/p>\n<h4>Les d\u00e9bats s'intensifient<\/h4>\n<p>Alors que les v\u00e9hicules \u00e9lectriques (NEV) deviennent le pilier des ventes, les d\u00e9bats autour de la r\u00e9forme fiscale s'intensifient. Cui Dongshu, secr\u00e9taire g\u00e9n\u00e9ral de l'Association chinoise des constructeurs automobiles (CPCA), a appel\u00e9 le mois dernier la Chine \u00e0 r\u00e9former son syst\u00e8me traditionnel de taxe routi\u00e8re, qui est li\u00e9 \u00e0 la consommation de carburant.<\/p>\n<p>M. Cui a soulign\u00e9 que les v\u00e9hicules \u00e9lectriques ne consomment pas de carburant et utilisent depuis longtemps les infrastructures routi\u00e8res publiques sans g\u00e9n\u00e9rer aucune recette fiscale. De plus, comme ils sont \u00e9quip\u00e9s de batteries, ces v\u00e9hicules sont g\u00e9n\u00e9ralement plus lourds que les v\u00e9hicules \u00e0 moteur thermique de m\u00eame cat\u00e9gorie, ce qui entra\u00eene une usure plus importante des routes.<\/p>\n<p>Pour rem\u00e9dier \u00e0 cette injustice, Cui a propos\u00e9 de mettre en place une taxe l\u00e9gale sur l'utilisation des v\u00e9hicules routiers, en s'appuyant sur les donn\u00e9es du syst\u00e8me de navigation par satellite chinois Beidou et de la plateforme nationale de surveillance des v\u00e9hicules.<\/p>\n<h4>Nouveau syst\u00e8me fiscal<\/h4>\n<p>M. Cui envisage de mettre en place un m\u00e9canisme complet de calcul de la taxe, bas\u00e9 sur le kilom\u00e9trage, le poids du v\u00e9hicule et les conditions d'utilisation, abandonnant ainsi le mod\u00e8le traditionnel \u00ab unique pour tous \u00bb utilis\u00e9 pour la perception des redevances d'entretien routier.<\/p>\n<p>\u00ab Le principe fondamental est d'encourager la consommation et de profiter \u00e0 la population \u00bb, a soulign\u00e9 M. Cui, ajoutant que le nouveau syst\u00e8me fiscal ne devait pas alourdir la charge pesant sur les familles ordinaires qui utilisent leur voiture pour se rendre au travail.<\/p>\n<p>Il a propos\u00e9 de fixer un quota annuel de kilom\u00e9trage exon\u00e9r\u00e9 d'imp\u00f4t pour les voitures particuli\u00e8res, ce qui garantirait une charge fiscale nulle pour la grande majorit\u00e9 des trajets quotidiens et des d\u00e9placements de courte distance effectu\u00e9s par les familles.<\/p>\n<p>Il a recommand\u00e9 que la nouvelle politique \u00e9tablisse une distinction stricte entre les voitures particuli\u00e8res utilis\u00e9es pour les trajets domicile-travail et les v\u00e9hicules professionnels. Les v\u00e9hicules soumis \u00e0 une utilisation intensive et \u00e0 une forte usure due \u00e0 des charges lourdes, tels que les camions de transport de marchandises et les autocars de ligne, prendraient en charge les co\u00fbts d'infrastructure publique correspondants.<\/p>\n<p>Afin d'assurer une transition en douceur de cette politique, M. Cui a sugg\u00e9r\u00e9 d'adopter une mise en \u0153uvre progressive.
