Pourtant, derri\u00e8re la pr\u00e9sentation qu\u2019en fait le Daily Mail se cache une question s\u00e9rieuse pour l\u2019industrie automobile europ\u00e9enne et les autorit\u00e9s de r\u00e9gulation.<\/p>\n<p>Maintenant que les v\u00e9hicules sont capables de lire les limitations de vitesse, de savoir o\u00f9 ils se trouvent et de contr\u00f4ler leur propre propulsion, cette technologie finira-t-elle par \u00eatre utilis\u00e9e pour lutter contre notre habitude tenace de rouler trop vite ? La r\u00e9ponse est que la technologie est presque au point. La politique, la l\u00e9gislation et l'acceptation par le public, en revanche, sont encore bien loin.<\/p>\n<h4>Aide intelligente \u00e0 la r\u00e9gulation de la vitesse<\/h4>\n<p>Depuis juillet 2024, toutes les voitures neuves vendues dans l'Union europ\u00e9enne doivent \u00eatre \u00e9quip\u00e9es d'un syst\u00e8me d'aide \u00e0 la vitesse intelligent, ou ISA. Sous sa forme actuelle au sein de l'UE, l'ISA n'est ni un dispositif de t\u00e9l\u00e9commande ni un outil destin\u00e9 \u00e0 la police.<\/p>\n<p>Ce syst\u00e8me utilise des cam\u00e9ras, la navigation par satellite et des donn\u00e9es num\u00e9riques sur les limitations de vitesse pour d\u00e9tecter la limitation en vigueur et avertir le conducteur. Dans certaines versions, il peut \u00e9galement exercer une force de r\u00e9sistance sur la p\u00e9dale d'acc\u00e9l\u00e9rateur ou r\u00e9duire la puissance du moteur. Le conducteur garde le contr\u00f4le et peut d\u00e9sactiver ce syst\u00e8me.<\/p>\n<p>C'est l\u00e0 la distinction essentielle. L'article du Daily Mail, repris par la suite par InsideEVs, laisse entendre que l'UE envisage un futur syst\u00e8me dans lequel le positionnement par satellite emp\u00eacherait les voitures de d\u00e9passer les limitations de vitesse locales, par exemple dans les zones limit\u00e9es \u00e0 20 mph ou 30 km\/h.<\/p>\n<p>La Commission europ\u00e9enne n'a pas r\u00e9ellement pr\u00e9sent\u00e9 une telle proposition. Il serait plus juste de consid\u00e9rer qu'il s'agit d'une id\u00e9e exploratoire s'appuyant sur des recherches concr\u00e8tes en mati\u00e8re de technologie et de s\u00e9curit\u00e9 routi\u00e8re, mais pas encore d'un projet concret \u00e9manant de Bruxelles.<\/p>\n<h4>Ce n'est pas de la science-fiction<\/h4>\n<p>Pour autant, ce n'est pas de la science-fiction. Les voitures modernes combinent d\u00e9j\u00e0 la localisation par GNSS, les cartes, la reconnaissance des panneaux de signalisation et des logiciels connect\u00e9s. Beaucoup d'entre elles sont capables d'adapter leur r\u00e9gulateur de vitesse aux limitations de vitesse affich\u00e9es.<\/p>\n<p>Les voitures \u00e9lectriques et hybrides sont particuli\u00e8rement faciles \u00e0 contr\u00f4ler, car leur propulsion est g\u00e9r\u00e9e par un logiciel. Limiter la vitesse d'une voiture \u00e0 100 km\/h sur une autoroute ou \u00e0 30 km\/h dans une zone urbaine d\u00e9limit\u00e9e par une g\u00e9obarri\u00e8re est techniquement plus simple que de nombreuses fonctions ADAS d\u00e9j\u00e0 disponibles sur le march\u00e9.<\/p>\n<p>La conduite autonome rend la question encore plus \u00e9pineuse. Dans une voiture v\u00e9ritablement sans conducteur, le respect des limitations de vitesse ne rel\u00e8ve plus de la discipline du conducteur, mais fait partie int\u00e9grante de la politique de conduite d\u00e9finie par le logiciel.<\/p>\n<p>Si le v\u00e9hicule est l\u00e9galement aux commandes, l'exc\u00e8s de vitesse rel\u00e8ve alors d'un choix de conception du constructeur plut\u00f4t que d'une d\u00e9cision spontan\u00e9e de la personne au volant. C'est ce qui explique pourquoi les autorit\u00e9s de r\u00e9gulation examinent d\u00e9j\u00e0 de pr\u00e8s les syst\u00e8mes automatis\u00e9s qui autorisent des \u00e9carts de vitesse ou tol\u00e8rent des exc\u00e8s de vitesse courants.<\/p>\n<h4>Les donn\u00e9es constituent le maillon faible<\/h4>\n<p>Le maillon faible n'est pas la p\u00e9dale d'acc\u00e9l\u00e9rateur. Ce sont les donn\u00e9es. Les limitations de vitesse varient en fonction de la voie, de l'heure de la journ\u00e9e, des travaux routiers, des conditions m\u00e9t\u00e9orologiques, des horaires scolaires, de la cat\u00e9gorie du v\u00e9hicule et de la signalisation locale. Le GPS peut localiser une voiture sur une route parall\u00e8le erron\u00e9e. Les cam\u00e9ras peuvent ne pas d\u00e9tecter certains panneaux ou mal interpr\u00e9ter la limitation de vitesse sur une voie de sortie.<\/p>\n<p>Thatcham Research, le centre de recherche automobile du secteur britannique de l'assurance automobile et organisme de certification de longue date sp\u00e9cialis\u00e9 dans la s\u00e9curit\u00e9, la s\u00fbret\u00e9 et la r\u00e9parabilit\u00e9 des v\u00e9hicules, a averti que les syst\u00e8mes ISA actuels peinent encore \u00e0 garantir une pr\u00e9cision suffisante en conditions r\u00e9elles.<\/p>\n<p>Lors de ses essais en conditions r\u00e9elles, le v\u00e9hicule le moins performant a affich\u00e9 une pr\u00e9cision de 91,31 TP3T sur la distance parcourue, soit un peu au-dessus du seuil d'homologation europ\u00e9en, mais seulement 74,31 TP3T au niveau des changements individuels de limitation de vitesse.<\/p>\n<p>M\u00eame la voiture la plus performante est pass\u00e9e d\u2019une pr\u00e9cision bas\u00e9e sur la distance de 98,391 TP3T \u00e0 90,31 TP3T selon cette mesure bas\u00e9e sur les \u00e9v\u00e9nements, ce qui signifie qu\u2019environ un changement de limitation de vitesse sur dix \u00e9tait encore erron\u00e9. Cons\u00e9quence logique ? Un syst\u00e8me qui n'inspire pas confiance sera d\u00e9sactiv\u00e9, ignor\u00e9 ou consid\u00e9r\u00e9 comme un simple bip aga\u00e7ant de plus.<\/p>\n<h4>Utilisation en conditions r\u00e9elles<\/h4>\n<p>C'est pourquoi les premi\u00e8res applications de l'ISA active ne concernent pas les voitures particuli\u00e8res, mais les flottes sous contr\u00f4le. Son syst\u00e8me ISA actif, g\u00e9r\u00e9 de mani\u00e8re centralis\u00e9e, emp\u00eache toute acc\u00e9l\u00e9ration suppl\u00e9mentaire d\u00e8s qu'un v\u00e9hicule atteint la limite impos\u00e9e, bien qu'il ne freine pas le v\u00e9hicule et autorise toujours une br\u00e8ve intervention manuelle en cas d'urgence.<\/p>\n<p>New York s'est \u00e9galement engag\u00e9e \u00e0 exiger un ISA pour les \u2018 exc\u00e8s de vitesse r\u00e9p\u00e9t\u00e9s \u2019. Singapour \u00e9tend l'utilisation des limiteurs de vitesse \u00e0 davantage de poids lourds \u00e0 partir de 2026, tandis que la r\u00e9glementation chinoise sur les v\u00e9hicules \u00e9lectriques montre que le transfert de donn\u00e9es \u00e0 grande \u00e9chelle n'est plus une simple hypoth\u00e8se.<\/p>\n<p>En Europe, la voie la plus probable est celle d'une \u00e9volution progressive. L'ISA gagnera en pr\u00e9cision, les cartes s'am\u00e9lioreront, les donn\u00e9es relatives aux travaux routiers seront de plus en plus num\u00e9ris\u00e9es, et un nombre croissant de v\u00e9hicules rendront discr\u00e8tement les exc\u00e8s de vitesse moins agr\u00e9ables.<\/p>\n<h4>Application de la loi ?<\/h4>\n<p>Le passage de l'assistance \u00e0 la r\u00e9pression est bien plus radical. Le signalement automatique des exc\u00e8s de vitesse soul\u00e8verait des questions concernant la vie priv\u00e9e, l'identit\u00e9 du conducteur, les normes en mati\u00e8re de preuve, les faux positifs et le droit de contester une amende. Une voiture qui enregistre la localisation et le comportement au volant n'est pas seulement un dispositif de s\u00e9curit\u00e9. C'est aussi une machine \u00e0 collecter des donn\u00e9es personnelles.<\/p>\n<p>Le cas des autoroutes est peut-\u00eatre le plus int\u00e9ressant. Contrairement \u00e0 un r\u00e9seau urbain limit\u00e9 \u00e0 30 km\/h, une autoroute est relativement simple. Le rapport 2024 de Rijkswaterstaat sur la vitesse, qui exclut les tron\u00e7ons d\u2019autoroute soumis \u00e0 un contr\u00f4le de vitesse moyenne, a r\u00e9v\u00e9l\u00e9 que seuls 52% des usagers circulant sur d\u2019anciens tron\u00e7ons d\u2019autoroute limit\u00e9s \u00e0 130 km\/h respectaient la limitation de 100 km\/h en journ\u00e9e. Sur les autoroutes limit\u00e9es \u00e0 100 km\/h et \u00e9quip\u00e9es d'un syst\u00e8me de contr\u00f4le de la vitesse moyenne, le taux de respect de la limitation atteignait 80%.<\/p>\n<p>En th\u00e9orie, le prochain radar de vitesse moyenne pourrait bien \u00eatre la voiture elle-m\u00eame. Un v\u00e9hicule connect\u00e9 pourrait calculer sa propre vitesse moyenne sur un tron\u00e7on d'autoroute d\u00e9fini num\u00e9riquement et avertir le conducteur, limiter sa vitesse, voire lui transmettre ces informations.<\/p>\n<p>Ce serait une solution \u00e0 la fois \u00e9conomique et \u00e9l\u00e9gante en tant qu'aide \u00e0 la conduite, mais bien plus controvers\u00e9e si elle \u00e9tait utilis\u00e9e \u00e0 des fins de contr\u00f4le. La voiture deviendrait alors un instrument de mesure certifi\u00e9, un t\u00e9moin l\u00e9gal et une source mobile de donn\u00e9es de localisation personnelles.<\/p>\n<h4>Argument environnemental<\/h4>\n<p>Il existe \u00e9galement un argument environnemental en faveur d'une application plus stricte des limitations \u00e0 100 km\/h sur les autoroutes. \u00c0 des vitesses plus \u00e9lev\u00e9es, la r\u00e9sistance a\u00e9rodynamique augmente fortement. Passer de 130 \u00e0 100 km\/h permet de r\u00e9duire la consommation de carburant des voitures thermiques et la consommation d\u2019\u00e9lectricit\u00e9 des v\u00e9hicules \u00e9lectriques. Une vitesse plus faible est g\u00e9n\u00e9ralement synonyme de moins de bruit, moins de pollution li\u00e9e aux pneus et aux freins, moins d\u2019accidents graves et une circulation plus fluide.<\/p>\n<p>L'Umweltbundesamt allemand a estim\u00e9 qu'une limitation g\u00e9n\u00e9rale de la vitesse sur autoroute permettrait de r\u00e9duire les \u00e9missions de plusieurs millions de tonnes d'\u00e9quivalent CO\u2082 par an, en fixant la limite \u00e0 100 km\/h au lieu de 120 ou 130 km\/h. Cela repr\u00e9sente une \u00e9conomie d'environ deux milliards de litres de carburant par an.<\/p>\n<p>Dans le cas des v\u00e9hicules \u00e9lectriques, cet effet est suffisamment important pour avoir une incidence notable. Des essais r\u00e9alis\u00e9s avec la Tesla Model 3 montrent qu\u2019un ralentissement de 130 \u00e0 100 km\/h peut r\u00e9duire la consommation d\u2019\u00e9lectricit\u00e9 sur autoroute d\u2019environ un quart. Un SUV moins a\u00e9rodynamique pourrait permettre d'\u00e9conomiser pr\u00e8s de 30%. En d'autres termes, une limitation de vitesse \u00e0 100 km\/h sur autoroute n'est pas seulement une mesure de s\u00e9curit\u00e9, mais aussi une mesure d'efficacit\u00e9 \u00e9nerg\u00e9tique.<\/p>\n<h4>Une bombe politique<\/h4>\n<p>Mais une limitation num\u00e9rique obligatoire \u00e0 100 km\/h ferait l'effet d'une bombe politique dans de nombreux pays. Cela transformerait la voiture, qui est aujourd'hui un v\u00e9hicule soumis au code de la route, en une machine charg\u00e9e de faire respecter physiquement cette r\u00e8gle.<\/p>\n<p>Les conducteurs acceptent les radars \u00e0 contrec\u0153ur, car ceux-ci sanctionnent a posteriori et \u00e0 des endroits pr\u00e9cis. L'Europe s'efforce depuis des d\u00e9cennies de r\u00e9duire le nombre de d\u00e9c\u00e8s sur les routes, les \u00e9missions polluantes et la consommation d'\u00e9nergie, m\u00eame si le respect volontaire des limitations de vitesse laisse \u00e0 d\u00e9sirer.<\/p>\n<p>La meilleure solution \u00e0 court terme pourrait \u00eatre un d\u00e9ploiement cibl\u00e9 : bus, fourgonnettes, flottes d'entreprise, zones urbaines \u00e0 risque, chantiers routiers, abords d'\u00e9coles et r\u00e9cidivistes. Les autoroutes pourraient suivre, avec des modes \u00ab \u00e9co-vitesse \u00bb activ\u00e9s par d\u00e9faut, avant que les l\u00e9gislateurs ne les rendent obligatoires.<\/p>\n<p>Le Daily Mail a peut-\u00eatre exag\u00e9r\u00e9 l'histoire, mais il a mis le doigt sur un v\u00e9ritable sujet sensible.
