L'Allemagne s'appr\u00eate \u00e0 assouplir son interdiction traditionnelle de circulation des poids lourds le dimanche et les jours f\u00e9ri\u00e9s, car les niveaux d'eau extr\u00eamement bas du Rhin perturbent de plus en plus le transport de marchandises. AEnviron 44 % des stations de surveillance du Rhin sont d\u00e9j\u00e0 class\u00e9es comme pr\u00e9sentant un niveau extr\u00eamement bas.\u00a0<\/span><\/p>\n

Cette mesure d'urgence pourrait aider le secteur, mais elle risque \u00e9galement d'entra\u00eener une augmentation du nombre de poids lourds sur certains des axes touristiques les plus fr\u00e9quent\u00e9s d'Europe, en pleine saison estivale.<\/p>\n

Charges limit\u00e9es<\/h4>\n

De nombreuses grandes entreprises, telles que BASF, Thyssenkrupp, Shell et Lanxess, exploitent des sites de production le long du Rhin et d\u00e9pendent fortement des barges pour le transport de leurs mati\u00e8res premi\u00e8res et de leurs produits finis.\u00a0<\/span>Les niveaux d'eau \u00e9tant exceptionnellement bas, les bateaux ne peuvent transporter qu'une fraction de leur chargement habituel sur certains tron\u00e7ons du fleuve.<\/p>\n

Le ministre allemand des Transports, Steffen Bilger, a donc annonc\u00e9, \u00e0 l'issue de consultations avec des repr\u00e9sentants du secteur et de la logistique, une lev\u00e9e temporaire de l'interdiction habituelle de circulation des poids lourds le dimanche et les jours f\u00e9ri\u00e9s, afin de faciliter l'approvisionnement du secteur.\u00a0<\/span><\/p>\n

Pour \u00eatre clair, l'Allemagne n'envisage pas de supprimer purement et simplement l'interdiction de circulation des poids lourds le dimanche ; cette mesure ne restera en vigueur que \u201c aussi longtemps que n\u00e9cessaire \u201d.\u201d\u00a0<\/span>Il n'y aura pas non plus d'interdiction temporaire de circuler le samedi ; par cons\u00e9quent, le samedi est traditionnellement le jour o\u00f9 le trafic li\u00e9 aux d\u00e9parts en vacances est le plus dense. <\/span><\/p>\n

Pour l'instant, elle restera en grande partie \u00e9pargn\u00e9e par le trafic de poids lourds. <\/span>De plus, les L\u00e4nder doivent d\u00e9cider de mani\u00e8re autonome de cette mesure temporaire.<\/span><\/p>\n

Les camions sont interdits le dimanche<\/h4>\n

Conform\u00e9ment \u00e0 la r\u00e9glementation allemande, les v\u00e9hicules utilitaires de plus de 7,5 tonnes et les camions tractant des remorques ne sont g\u00e9n\u00e9ralement pas autoris\u00e9s \u00e0 circuler entre minuit et 22 heures les dimanches et jours f\u00e9ri\u00e9s.<\/p>\n

Pendant la p\u00e9riode des vacances d'\u00e9t\u00e9, une restriction suppl\u00e9mentaire s'applique sur les axes routiers tr\u00e8s fr\u00e9quent\u00e9s les samedis, de 7 h \u00e0 20 h, du 1er juillet au 31 ao\u00fbt.<\/p>\n

L'assouplissement temporaire de cette interdiction pourrait profiter au secteur. Toutefois, l'augmentation du trafic de poids lourds sur les routes le dimanche pourrait se faire sentir pour les automobilistes. Le dimanche est traditionnellement l'un des rares jours o\u00f9 les autoroutes allemandes sont relativement peu fr\u00e9quent\u00e9es par les poids lourds.<\/p>\n

Les d\u00e9rogations propos\u00e9es pourraient ramener sur les routes les camions-citernes, les camions transportant des produits chimiques et d'autres marchandises, pr\u00e9cis\u00e9ment au moment o\u00f9 de nombreux vacanciers rentrent chez eux.<\/p>\n

Pour les vacanciers, la s\u00e9cheresse pourrait donc avoir une cons\u00e9quence inattendue et d\u00e9sagr\u00e9able : un probl\u00e8me qui a pris naissance sur les cours d'eau allemands pourrait rendre les autoroutes, habituellement calmes le dimanche, nettement plus encombr\u00e9es.\u00a0Pour les vacanciers belges, l'itin\u00e9raire classique Aix-la-Chapelle-Cologne-Francfort rev\u00eat une importance particuli\u00e8re.<\/span><\/p>\n

Pas d'interdiction dominicale en Belgique<\/h4>\n

Rien ne change en ce qui concerne la l\u00e9gislation belge, mais la Belgique<\/span>\u00a0pourrait \u00e9galement en ressentir les effets. Contrairement \u00e0 l'Allemagne, la Belgique n'applique pas d'interdiction g\u00e9n\u00e9rale de circulation le dimanche et les jours f\u00e9ri\u00e9s pour le trafic routier lourd ordinaire.<\/p>\n

En cons\u00e9quence, les d\u00e9rogations accord\u00e9es au fret li\u00e9 aux basses eaux auraient pour effet de cr\u00e9er un couloir de transport le dimanche entre les ports belges et les r\u00e9gions industrielles allemandes.<\/p>\n

La seule diff\u00e9rence, c'est que davantage de transporteurs internationaux pourraient d\u00e9sormais avoir une raison de traverser la Belgique le dimanche, puisqu'ils sont autoris\u00e9s \u00e0 entrer sur le territoire.<\/span><\/p>\n

Cela pourrait entra\u00eener une augmentation importante du trafic sur des axes tels que l'E313 entre Anvers et Li\u00e8ge, l'E40 en direction d'Aix-la-Chapelle, ainsi que sur les liaisons traversant les Pays-Bas vers la r\u00e9gion de la Ruhr.<\/p>\n

Autres moyens de transport<\/h4>\n

Par ailleurs, l'Allemagne cherche \u00e9galement des solutions allant au-del\u00e0 du transport routier. Le gouvernement souhaite nommer un coordinateur sp\u00e9cial charg\u00e9 de faciliter le transport ferroviaire dans les zones touch\u00e9es, et <\/span>DB Cargo serait en train de mettre \u00e0 disposition des capacit\u00e9s suppl\u00e9mentaires dans toute l'Europe.<\/span><\/p>\n
