Les infrastructures de mobilit\u00e9 \u00e9chappent en grande partie aux coupes budg\u00e9taires pr\u00e9vues dans le cadre de la plus grande op\u00e9ration d\u2019\u00e9conomies jamais men\u00e9e par le gouvernement flamand. Alors que la Flandre doit r\u00e9aliser pr\u00e8s de 2 milliards d\u2019euros d\u2019\u00e9conomies l\u2019ann\u00e9e prochaine et plus de 3 milliards d\u2019ici 2029, les routes, les voies navigables et les autres grands travaux publics restent relativement \u00e9pargn\u00e9s par rapport \u00e0 de nombreux autres domaines d\u2019action.<\/p>\n

Sur l'effort total, 1,2 milliard d'euros devraient provenir des d\u00e9penses de fonctionnement et des subventions de l'\u00c9tat, ce qui entra\u00eenera des coupes importantes dans des domaines tels que les allocations familiales, les subventions et la fonction publique. Les transports publics sont moins \u00e9pargn\u00e9s : De Lijn semble devoir faire face \u00e0 un nouveau report de l'augmentation de son budget de fonctionnement.<\/p>\n

Parall\u00e8lement, les automobilistes vont eux aussi conna\u00eetre un changement majeur, puisque 2027 verra l'entr\u00e9e en vigueur d'un r\u00e9gime fiscal flamand sur les v\u00e9hicules radicalement diff\u00e9rent.<\/p>\n

\u2018 Indispensable \u00e0 la croissance \u00e9conomique \u2019<\/h4>\n

Le ministre-pr\u00e9sident flamand Matthias Diependaele (N-VA) a soulign\u00e9 dans sa d\u00e9claration de septembre que les investissements pr\u00e9vus seraient maintenus : plus d\u2019un milliard d\u2019euros d\u2019investissements suppl\u00e9mentaires dans les travaux publics au cours de la l\u00e9gislature. M. Diependaele a fait valoir qu\u2019une infrastructure de qualit\u00e9 et une mobilit\u00e9 fluide \u00e9taient essentielles \u00e0 la croissance \u00e9conomique.<\/p>\n

La situation est toutefois moins favorable pour De Lijn. Au d\u00e9but de l'ann\u00e9e 2026, le gouvernement avait annonc\u00e9 la reprise du budget consacr\u00e9 \u00e0 l'extension du r\u00e9seau, avec 50 millions d'euros suppl\u00e9mentaires en 2027, ce montant devant passer \u00e0 125 millions d'euros d'ici 2029.<\/p>\n

Mais selon les premi\u00e8res informations concernant le nouvel accord budg\u00e9taire, seuls 25 millions d'euros sur ces 50 millions seraient disponibles l'ann\u00e9e prochaine. Le syndicat de la fonction publique ACV a d\u00e9j\u00e0 critiqu\u00e9 cette d\u00e9cision, avertissant qu'elle retarderait une nouvelle fois la mise en place de services suppl\u00e9mentaires et le recrutement.<\/p>\n

Le budget d\u00e9taill\u00e9 d\u00e9finitif consacr\u00e9 \u00e0 la mobilit\u00e9 pour 2027 doit encore confirmer le montant exact, mais cela marquerait le deuxi\u00e8me affaiblissement cons\u00e9cutif de la trajectoire de croissance promise par De Lijn.<\/p>\n

Changements importants pour les automobilistes<\/h4>\n

Pour les automobilistes, en revanche, l'ann\u00e9e 2027 apportera des changements majeurs. \u00c0 compter du 1er janvier, la Flandre remplacera le mode de calcul actuel de la taxe routi\u00e8re annuelle pour les voitures particuli\u00e8res nouvellement immatricul\u00e9es par un syst\u00e8me fond\u00e9 principalement sur la masse maximale autoris\u00e9e et les \u00e9missions de CO2.<\/p>\n

Cette r\u00e9forme rev\u00eat une importance particuli\u00e8re dans la mesure o\u00f9 les voitures, y compris les mod\u00e8les \u00e9lectriques, deviennent de plus en plus lourdes. Les propri\u00e9taires actuels peuvent conserver l'ancien syst\u00e8me ou opter volontairement pour le nouveau. Les voitures en leasing ne sont pas concern\u00e9es par cette r\u00e9forme, et la taxe d'immatriculation (BIV) reste inchang\u00e9e.<\/p>\n

Vignette routi\u00e8re<\/h4>\n

Un deuxi\u00e8me changement majeur entrera en vigueur le 1er mai 2027 avec la vignette routi\u00e8re num\u00e9rique flamande. Les voitures, camionnettes et camping-cars d'un poids maximal de 3,5 tonnes circulant sur les routes r\u00e9gionales et les autoroutes devront en \u00eatre munis, y compris les v\u00e9hicules \u00e9trangers.<\/p>\n

Pour les v\u00e9hicules de norme Euro 4 ou plus r\u00e9centes, la vignette annuelle co\u00fbtera 100 \u20ac ; les v\u00e9hicules z\u00e9ro \u00e9mission paieront 90 \u20ac, tandis que les v\u00e9hicules de normes Euro 0 \u00e0 3 paieront 125 \u20ac. Des formules plus courtes (un jour, dix jours, un mois et deux mois) seront propos\u00e9es aux utilisateurs occasionnels.<\/p>\n

En vertu des r\u00e8gles europ\u00e9ennes en mati\u00e8re de non-discrimination, les automobilistes flamands doivent eux aussi s'acquitter officiellement de la vignette. Toutefois, pour les voitures particuli\u00e8res \u00e9quip\u00e9es d'un moteur \u00e0 combustion, le gouvernement associe cette mesure \u00e0 la r\u00e9forme de la taxe routi\u00e8re, de sorte que l'ensemble des modifications fiscales reste sans incidence sur le budget en 2027.<\/p>\n

La vignette routi\u00e8re, la nouvelle formule de taxation des v\u00e9hicules et la fiscalit\u00e9 des v\u00e9hicules \u00e9lectriques ne constituent pas des surprises issues de l'accord de septembre. La vignette avait d\u00e9j\u00e0 \u00e9t\u00e9 reconduite le 18 septembre, avec une date d'entr\u00e9e en vigueur pr\u00e9vue au 1er mai 2027. La r\u00e9forme de la taxe annuelle de circulation \u00e9tait d\u00e9j\u00e0 en cours.<\/p>\n

Budget de mobilit\u00e9 paradoxal<\/h4>\n

Il en r\u00e9sulte un budget de la mobilit\u00e9 quelque peu paradoxal : la Flandre m\u00e8ne un effort d'\u00e9conomies g\u00e9n\u00e9ral de grande envergure tout en pr\u00e9servant les investissements majeurs dans les infrastructures, tandis que le d\u00e9veloppement promis des transports publics semble \u00e0 nouveau ralenti.<\/p>\n

M\u00eame si l'accord conclu cette semaine ne contient que peu de mesures enti\u00e8rement nouvelles pour les automobilistes, l'ann\u00e9e 2027 s'annonce n\u00e9anmoins comme l'une des plus marquantes de ces derni\u00e8res d\u00e9cennies en mati\u00e8re de fiscalit\u00e9 routi\u00e8re en Flandre. La mobilit\u00e9 n'est manifestement pas l'une des principales cibles de ce nouveau plan d'\u00e9conomies.<\/p>\n

Contraste<\/h4>\n

Cela cr\u00e9e un contraste assez int\u00e9ressant. Les routes, les voies navigables et les grandes infrastructures continuent d\u2019\u00eatre consid\u00e9r\u00e9es comme des investissements indispensables \u00e0 la croissance \u00e9conomique, tandis que l\u2019expansion des activit\u00e9s de De Lijn sert de levier d\u2019ajustement budg\u00e9taire. Parall\u00e8lement, les automobilistes devront faire face, en 2027, \u00e0 une refonte assez profonde de la fiscalit\u00e9 relative \u00e0 l\u2019utilisation des routes et \u00e0 la possession d\u2019un v\u00e9hicule.<\/p>\n

En d\u2019autres termes, la D\u00e9claration de septembre est \u00e9tonnamment vague en mati\u00e8re de mobilit\u00e9. Elle n\u2019annonce ni nouveau plan directeur de mobilit\u00e9 ni nouvelle s\u00e9rie de projets routiers pr\u00e9cis, mais se contente de r\u00e9affirmer les investissements suppl\u00e9mentaires dans les travaux publics et indique qu\u2019une Flandre prosp\u00e8re n\u00e9cessite \u201c une mobilit\u00e9 fluide, des infrastructures solides et la s\u00e9curit\u00e9 routi\u00e8re \u201d (une circulation fluide, des infrastructures de qualit\u00e9 et la s\u00e9curit\u00e9 routi\u00e8re).<\/span><\/p>","protected":false},"excerpt":{"rendered":"
