La ville alloue 4,46 millions d'euros \u00e0 cette fin.\u00a0<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">Joris Vandenbroucke (Voor Gent), conseiller municipal charg\u00e9 de la mobilit\u00e9, explique que cette mesure vise \u00e0 lutter contre la pr\u00e9carit\u00e9 en mati\u00e8re de transport.\u00a0<\/span><span class=\"Y2IQFc\" lang=\"en\">Ce programme est pr\u00e9vu jusqu'\u00e0 la fin de l'ann\u00e9e 2031. <\/span><span class=\"Y2IQFc\" lang=\"en\">Cela signifie que la ville consacre environ 1 million d'euros par an \u00e0 cette mesure.<\/span><\/p>\n<h4>Mobilit\u00e9 alternative<\/h4>\n<p><span class=\"Y2IQFc\" lang=\"en\">Pour une personne seule, le budget s'\u00e9l\u00e8ve \u00e0 125 euros par an. Il faut ajouter 125 euros par membre suppl\u00e9mentaire de la famille, dans la limite de 500 euros par famille. Pour le covoiturage ou les trajets organis\u00e9s, les montants maximaux sont plus \u00e9lev\u00e9s : 300 euros pour les personnes seules et 675 euros pour les familles.<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">Les usagers prennent en charge 20 % du montant. Avec un budget de 500 euros, par exemple, une famille contribue \u00e0 hauteur de 100 euros, et la ville prend en charge les 400 euros restants.<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">Gand n'est pas la premi\u00e8re ville \u00e0 allouer des fonds \u00e0 la mobilit\u00e9 alternative. Elle semble toutefois \u00eatre la seule \u00e0 proposer un budget de mobilit\u00e9 structurel, calcul\u00e9 en fonction des revenus, qui peut \u00eatre utilis\u00e9 de mani\u00e8re assez souple pour le v\u00e9lo, la r\u00e9paration de v\u00e9los, le partage de v\u00e9los et de voitures, ainsi que les services de transport organis\u00e9s pour les trajets domicile-travail. <\/span><\/p>\n<h4>Bien plus qu'une simple r\u00e9duction sociale<\/h4>\n<p><span class=\"Y2IQFc\" lang=\"en\">Il s'agit donc de bien plus qu'une simple r\u00e9duction sociale sur les tarifs des bus ou des tramways. <\/span><span class=\"Y2IQFc\" lang=\"en\">Les utilisateurs peuvent choisir parmi toute une gamme de solutions de transport durables en fonction de leurs besoins sp\u00e9cifiques.\u00a0<\/span><span class=\"Y2IQFc\" lang=\"en\">Et cela correspond remarquablement bien \u00e0 ce que la Commission europ\u00e9enne consid\u00e8re actuellement comme une approche possible de la pauvret\u00e9 li\u00e9e aux transports.<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">Depuis la mise en place de la zone \u00e0 faibles \u00e9missions (LEZ), Gand a d\u00e9j\u00e0 propos\u00e9 une aide \u00e0 la mobilit\u00e9 de 500 \u20ac \u00e0 toute personne ayant rendu sa plaque d'immatriculation. Cette aide pouvait \u00eatre utilis\u00e9e pour recourir \u00e0 d'autres modes de transport. <\/span><span class=\"Y2IQFc\" lang=\"en\">Mais le nouveau syst\u00e8me a une port\u00e9e bien plus large.<\/span><\/p>\n<h4>Autres villes de Flandre<\/h4>\n<p><span class=\"Y2IQFc\" lang=\"en\">La Flandre d\u00e9finit explicitement la pr\u00e9carit\u00e9 en mati\u00e8re de mobilit\u00e9 comme un enjeu politique et indique qu'environ un Belge sur cinq est confront\u00e9 \u00e0 ce probl\u00e8me. La vuln\u00e9rabilit\u00e9 ne d\u00e9pend pas seulement des revenus, mais aussi du lieu de r\u00e9sidence, de l'acc\u00e8s aux transports en commun, de la possession d'un permis de conduire, de l'\u00e2ge et des comp\u00e9tences num\u00e9riques. D'autres villes de Flandre ont donc mis en place des initiatives similaires.<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">La ville de Malines dispose \u00e9galement d'un budget de mobilit\u00e9, mais l\u00e0 encore, la condition est que les usagers remettent leurs plaques d'immatriculation. <\/span><span class=\"Y2IQFc\" lang=\"en\">La ville m\u00e8ne \u00e9galement le projet \u00ab Recast \u00bb, qui porte sp\u00e9cifiquement sur l'exp\u00e9rimentation de budgets de mobilit\u00e9, de mesures d'accompagnement et d'un service d'autopartage abordable destin\u00e9s aux groupes vuln\u00e9rables vivant dans des quartiers de logements sociaux.\u00a0<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">Il s'agit toutefois encore d'un projet de recherche et d'un projet pilote.\u00a0<\/span><span class=\"Y2IQFc\" lang=\"en\">\u00c0 Roulers \u00e9galement, les personnes \u00e0 faibles revenus peuvent b\u00e9n\u00e9ficier d'une r\u00e9duction sur les services d'autopartage, mais l'offre de la ville est bien plus limit\u00e9e qu'\u00e0 Gand.<\/span><\/p>\n<h4>Pr\u00e9c\u00e9dents internationaux<\/h4>\n<p><span class=\"Y2IQFc\" lang=\"en\">Il existe en effet des pr\u00e9c\u00e9dents internationaux \u00e9vidents, comme \u00e0 Portland, dans l\u2019Oregon, o\u00f9 les personnes d\u00e9favoris\u00e9es peuvent utiliser le \u2018 Transport Wallet \u2019, ou \u00e0 Los Angeles, o\u00f9 les r\u00e9sidents \u00e0 faibles revenus b\u00e9n\u00e9ficient d\u2019une aide financi\u00e8re pour les services de bus et de m\u00e9tro, les trains, les v\u00e9los en libre-service, les v\u00e9los \u00e9lectriques et les trottinettes, les taxis, Uber\/Lyft, les d\u00e9placements interurbains et m\u00eame les achats dans les magasins de v\u00e9lo.<\/span><\/p>\n<p><span class=\"Y2IQFc\" lang=\"en\">Dans de nombreuses villes europ\u00e9ennes \u2013 Berlin et Grenoble, par exemple \u2013, les aides \u00e0 la mobilit\u00e9 li\u00e9es aux revenus sont beaucoup plus courantes, m\u00eame si elles se limitent g\u00e9n\u00e9ralement aux transports en commun.<\/span><\/p>","protected":false},"excerpt":{"rendered":"<p>The city of Ghent wants to help 11,000 families with a social mobility budget.
