Au cours des prochaines semaines, le constructeur ferroviaire fran\u00e7ais Alstom va construire \u00e0 Bruges les derni\u00e8res rames \u00e0 deux niveaux de type M7 destin\u00e9es \u00e0 la soci\u00e9t\u00e9 ferroviaire NMBS\/SNCB.\u00a0La derni\u00e8re des 751 rames command\u00e9es devrait \u00eatre pr\u00eate d\u2019ici la fin de l\u2019ann\u00e9e, mais au-del\u00e0, l\u2019avenir est totalement incertain \u2013 ou, au mieux, sem\u00e9 de points d\u2019interrogation \u2013, car le sort de l\u2019usine et des quelque 500 personnes qui y travaillent reste flou.<\/p>\n

De m\u00eame, l'accord conclu par la soci\u00e9t\u00e9 espagnole CAF, qui a d\u00e9croch\u00e9 une commande de 180 rames aupr\u00e8s de la SNCB au d\u00e9triment d'Alstom, en vue d'une collaboration avec l'usine de Bruges, reste pour l'instant assez vague.<\/p>\n

Il reste encore 23 wagons \u00e0 livrer<\/h4>\n

Selon le ministre f\u00e9d\u00e9ral de la Mobilit\u00e9, Jean-Luc Crucke (Les Engag\u00e9s), le site d'Alstom \u00e0 Bruges \u2013 l'ancienne usine Bombardier \u2013 livre 3 \u00e0 4 voitures \u00e0 la NMBS\/SNCB toutes les deux semaines. \u00c9tant donn\u00e9 que 728 ont d\u00e9j\u00e0 \u00e9t\u00e9 livr\u00e9s, les 23 derni\u00e8res rames devraient \u00eatre livr\u00e9es d'ici la fin de l'ann\u00e9e.<\/p>\n

Il se pourrait bien que ce soient les derniers trains construits dans cette usine de Flandre occidentale. L'usine dispose encore de plusieurs contrats d'entretien de mat\u00e9riel roulant, mais une fois ceux-ci arriv\u00e9s \u00e0 terme, ce sera le pr\u00e9cipice.<\/p>\n

Les discussions se poursuivent avec la CAF<\/h4>\n

Selon le ministre Crucke, qui a apport\u00e9 des pr\u00e9cisions sur cette question devant la commission de la mobilit\u00e9 de la Chambre, des discussions sont toujours en cours avec le constructeur ferroviaire espagnol CAF concernant un partenariat potentiel<\/a> \u00e0 Bruges.<\/p>\n

Le ministre a \u00e9galement indiqu\u00e9 qu'il se rendrait en Espagne dans le courant de la semaine pour poursuivre les n\u00e9gociations sur cette question.<\/p>\n

Il y a plus de trois ans, la NMBS\/SNCB a lanc\u00e9 un appel d'offres europ\u00e9en pour ce contrat de plusieurs milliards d'euros, et c'est CAF qui a remport\u00e9 le march\u00e9. La commande initiale porte sur 180 rames MR-30, pour un montant de 1,7 milliard d'euros, dont la mise en service est pr\u00e9vue \u00e0 partir de 2030. Une commande suppl\u00e9mentaire de 130 rames pourrait \u00eatre pass\u00e9e ult\u00e9rieurement.<\/p>\n

Cependant, Alstom et Siemens Mobility ont contest\u00e9 l'appel d'offres devant le Conseil d'\u00c9tat, qui a rejet\u00e9 les deux recours. Cette bataille juridique a retard\u00e9 la commande de plus de six mois, et les tensions politiques li\u00e9es aux pertes d'emplois potentielles chez Alstom Bruges ont \u00e9galement ralenti la conclusion de l'accord.<\/p>\n

Le glas de l'usine de Bruges ?<\/h4>\n

La crainte des syndicats que l'appel d'offres de CAF ne sonne le glas de l'usine de Bruges pourrait bien se concr\u00e9tiser, car on ignore encore dans quelle mesure le partenariat potentiel avec CAF d\u00e9bouchera sur des r\u00e9sultats concrets.<\/p>\n

La SNCB a mis en service la premi\u00e8re rame M7 d\u00e9but 2020. Les livraisons ont pris un retard consid\u00e9rable, surtout au d\u00e9but. Alstom a d\u00fb verser un total de 108 millions d'euros d'amendes \u00e0 ce titre.<\/p>\n

Les syndicats d'Alstom ont toujours soulign\u00e9 que l'entreprise fran\u00e7aise proposait des prix nettement inf\u00e9rieurs \u00e0 ceux de CAF et que les trains \u00e9taient financ\u00e9s par l'argent des contribuables. La SNCB a toujours insist\u00e9 sur le fait qu'elle respectait la l\u00e9gislation europ\u00e9enne et que la d\u00e9cision<\/a> \u00e9tait fond\u00e9 sur le rapport qualit\u00e9-prix.<\/p>\n

M. Crucke a confirm\u00e9 mercredi que la soci\u00e9t\u00e9 espagnole restait ouverte \u00e0 un \u00e9ventuel partenariat, tout en pr\u00e9cisant qu'Alstom n'avait encore rien confirm\u00e9 \u2013 et encore moins les conditions financi\u00e8res dans lesquelles celui-ci pourrait se concr\u00e9tiser.<\/p>","protected":false},"excerpt":{"rendered":"
