{"id":195815,"date":"2026-10-13T12:15:25","date_gmt":"2026-10-13T10:15:25","guid":{"rendered":"https:\/\/newmobility.news\/?p=195815"},"modified":"2026-10-13T10:50:00","modified_gmt":"2026-10-13T08:50:00","slug":"dutch-drivers-reject-belgian-tolls-but-the-netherlands-charges-too","status":"publish","type":"post","link":"https:\/\/newmobility.news\/fr\/2026\/10\/13\/dutch-drivers-reject-belgian-tolls-but-the-netherlands-charges-too\/","title":{"rendered":"Les automobilistes n\u00e9erlandais s'opposent aux p\u00e9ages belges, mais les Pays-Bas les facturent eux aussi"},"content":{"rendered":"<div>\n<div>\n<div>\n<div>\n<div>\n<div>\n<div>\n<p>Selon un nouveau sondage r\u00e9alis\u00e9 par l'association automobile n\u00e9erlandaise ANWB, plus de huit r\u00e9pondants n\u00e9erlandais sur dix sont favorables au maintien de la gratuit\u00e9 des p\u00e9ages au Benelux.<\/p>\n<p>Alors que la Flandre s'appr\u00eate \u00e0 mettre en place une vignette routi\u00e8re num\u00e9rique en mai 2027, 34% indiquent qu'ils chercheraient des itin\u00e9raires alternatifs, tandis que 22% pr\u00e9voient de se rendre moins souvent en Belgique en voiture. Or, les Pays-Bas font d\u00e9j\u00e0 payer les automobilistes pour l'utilisation de certaines routes et ont mis en place leur propre syst\u00e8me national de p\u00e9age au kilom\u00e8tre pour les poids lourds.<\/p>\n<p>La Flandre a annonc\u00e9 la mise en place d'une vignette routi\u00e8re num\u00e9rique, qui deviendra obligatoire le 1er mai 2027, sous r\u00e9serve de l'approbation d\u00e9finitive du Parlement. Cette vignette s'appliquera aux voitures, fourgonnettes et camping-cars immatricul\u00e9s en Belgique ou \u00e0 l'\u00e9tranger, d'un poids maximal de 3,5 tonnes, circulant sur les routes r\u00e9gionales et les autoroutes.<\/p>\n<p>Pour les v\u00e9hicules r\u00e9pondant aux normes d'\u00e9missions Euro 4 ou sup\u00e9rieures, la vignette co\u00fbtera 9 \u20ac pour un jour, 12 \u20ac pour dix jours, 19 \u20ac pour un mois, 30 \u20ac pour deux mois et 100 \u20ac pour un an.<\/p>\n<p>Les voitures z\u00e9ro \u00e9mission co\u00fbtent 8,10 \u20ac par jour, 10,80 \u20ac par p\u00e9riode de dix jours et 90 \u20ac par an. Les voitures plus anciennes (normes Euro 0 \u00e0 3) devront s'acquitter respectivement de 11,25 \u20ac, 15 \u20ac et 125 \u20ac pour ces m\u00eames p\u00e9riodes.<\/p>\n<h4>Contradiction<\/h4>\n<p>La Flandre a l'intention d'indemniser les automobilistes nationaux en ajustant la taxe annuelle sur les v\u00e9hicules, en visant une neutralit\u00e9 budg\u00e9taire globale pour le parc automobile flamand plut\u00f4t qu'un remboursement individuel garanti. Le gouvernement fait valoir que cette proposition respecte le principe de non-discrimination de l'UE.<\/p>\n<p>L'ANWB n\u00e9erlandaise a r\u00e9cemment lanc\u00e9 un sondage afin de sonder l'opinion publique n\u00e9erlandaise sur la mise en place d'un p\u00e9age routier en Belgique. Ce sondage met en \u00e9vidence une contradiction au c\u0153ur du d\u00e9bat sur la mobilit\u00e9 au Benelux :<\/p>\n<p>Les Pays-Bas souhaitent continuer \u00e0 circuler sans p\u00e9age dans tout le Benelux, tandis que la Belgique pr\u00e9voit de faire payer les automobilistes n\u00e9erlandais, entre autres, \u00e0 partir de mai 2027. Or, les Pays-Bas ont d\u00e9j\u00e0 mis en place leur propre syst\u00e8me de p\u00e9age national au kilom\u00e8tre pour les poids lourds.<\/p>\n<h4>Vignette routi\u00e8re belge<\/h4>\n<p>Pour les automobilistes n\u00e9erlandais, la vignette aura plusieurs cons\u00e9quences selon la fr\u00e9quence \u00e0 laquelle ils franchissent la fronti\u00e8re. Une personne effectuant de temps \u00e0 autre une excursion d'une journ\u00e9e \u00e0 Anvers ou \u00e0 Hasselt paierait 9 \u20ac.<\/p>\n<p>Une famille n\u00e9erlandaise qui traverse la Belgique pour se rendre en France et qui revient dans les dix jours pourrait payer 12 \u20ac au total. Un r\u00e9sident n\u00e9erlandais qui se rend r\u00e9guli\u00e8rement en Belgique pourrait payer 100 \u20ac par an.<\/p>\n<h4>Une r\u00e9sistance consid\u00e9rable<\/h4>\n<p>L'enqu\u00eate a r\u00e9v\u00e9l\u00e9 une forte r\u00e9ticence des automobilistes n\u00e9erlandais \u00e0 payer pour emprunter les routes belges : 66% des personnes interrog\u00e9es dans le cadre de l'enqu\u00eate de l'ANWB rejettent l'id\u00e9e d'une redevance annuelle de 100 \u20ac, tandis que seules 15% la jugent acceptable. Cela ne prouve toutefois pas que la mise en place d'une vignette r\u00e9duirait le trafic transfrontalier dans une proportion comparable.<\/p>\n<p>L'enqu\u00eate a \u00e9galement r\u00e9v\u00e9l\u00e9 d'autres chiffres int\u00e9ressants : parmi les personnes interrog\u00e9es sur le maintien de la gratuit\u00e9 des p\u00e9ages au Benelux, 82% ont r\u00e9pondu qu'elles continueraient \u00e0 se rendre dans cette r\u00e9gion sans payer de p\u00e9age, 34% ont d\u00e9clar\u00e9 qu'elles chercheraient des itin\u00e9raires alternatifs, et 22% s'attendent \u00e0 se rendre moins souvent en Belgique en voiture. Toutefois, 37% ne s'attendent \u00e0 aucun changement dans la fr\u00e9quence de leurs d\u00e9placements.<\/p>\n<p>Il s'agit l\u00e0 d'intentions d\u00e9clar\u00e9es plut\u00f4t que de pr\u00e9visions concernant un comportement r\u00e9el. Les questions de l'enqu\u00eate s'adressaient par ailleurs \u00e0 diff\u00e9rents groupes de personnes interrog\u00e9es.<\/p>\n<h4>\u2018Inacceptable\u2019<\/h4>\n<p>Le gouvernement n\u00e9erlandais a officiellement critiqu\u00e9 la proposition belge. Le ministre des Infrastructures, Vincent Karremans, a qualifi\u00e9 la vignette de charge financi\u00e8re suppl\u00e9mentaire pour les automobilistes n\u00e9erlandais.<\/p>\n<p>Mais pourquoi les p\u00e9ages sur les routes belges seraient-ils consid\u00e9r\u00e9s comme inacceptables par principe, alors que les Pays-Bas exploitent d\u00e9j\u00e0 des routes \u00e0 p\u00e9age et font payer les conducteurs belges pour les emprunter ?<\/p>\n<p>Il existe toutefois une distinction l\u00e9gitime. Aux Pays-Bas, les p\u00e9ages pour les voitures particuli\u00e8res concernent actuellement des projets d\u2019infrastructure sp\u00e9cifiques, pour lesquels il existe des alternatives non soumises \u00e0 p\u00e9age, tandis que la Belgique pr\u00e9voit une vignette routi\u00e8re couvrant un r\u00e9seau routier beaucoup plus vaste. La redevance nationale n\u00e9erlandaise au kilom\u00e8tre, introduite en juillet 2026, s\u2019applique aux poids lourds, et non aux voitures particuli\u00e8res.<\/p>\n<h4>Quels sont les revenus attendus par la Belgique ?<\/h4>\n<p>Le gouvernement flamand a pr\u00e9vu dans son budget environ 130 millions d'euros de recettes annuelles suppl\u00e9mentaires, provenant principalement des usagers \u00e9trangers de la route.
