La r\u00e9forme de la taxe flamande sur les v\u00e9hicules est li\u00e9e \u00e0 l'introduction d'une vignette routi\u00e8re. La r\u00e9forme fiscale entre en vigueur le 1er janvier, et la vignette routi\u00e8re le 1er mai. La r\u00e9forme fiscale s'applique uniquement aux voitures particuli\u00e8res, aux v\u00e9hicules \u00e0 double usage et aux minibus. Les motos, les v\u00e9hicules prioritaires et les camions soumis \u00e0 la redevance kilom\u00e9trique sont exclus du syst\u00e8me.<\/p>\n
Selon le ministre flamand des Finances, Ben Weyts (N-VA), la r\u00e9forme de la taxe automobile \u2013 l'ancien syst\u00e8me fiscal \u00e9tait complexe et obsol\u00e8te, notamment parce qu'il reposait sur la puissance fiscale \u2013 et la vignette routi\u00e8re se compenseront globalement. Il y aura toutefois, au cas par cas, des gagnants et des perdants.<\/p>\n
Selon M. Weyts, environ la moiti\u00e9 des propri\u00e9taires de voitures devront finalement payer moins cher ou \u00e0 peu pr\u00e8s le m\u00eame montant. Si l'on consid\u00e8re uniquement la taxe routi\u00e8re, 82% paiera moins cher dans le cadre du nouveau syst\u00e8me. Pour le propri\u00e9taire d'une Citro\u00ebn C3, par exemple, cela repr\u00e9senterait une \u00e9conomie de 11,56 \u20ac par an.<\/p>\n
Les v\u00e9hicules \u00e9lectriques immatricul\u00e9s avant le 1er janvier 2026 sont exon\u00e9r\u00e9s de la taxe routi\u00e8re. Apr\u00e8s cette date, un taux de 107,16 \u20ac s'appliquera. Les propri\u00e9taires de camionnettes et de v\u00e9hicules en leasing n'ont pas non plus \u00e0 faire de choix. Le forfait applicable aux voitures de collection passerait de 109,73 \u20ac \u00e0 67,01 \u20ac (soit une baisse d'environ 30%).<\/p>\n
En g\u00e9n\u00e9ral, les propri\u00e9taires de voitures plus lourdes, notamment les SUV et les voitures de sport, paieront davantage, pr\u00e9cis\u00e9ment parce que la nouvelle formule accorde davantage d'importance au poids et aux \u00e9missions des v\u00e9hicules.<\/p>\n
Pas mis en \u0153uvre automatiquement<\/h4>\n
Toutefois, le gouvernement flamand ne mettra pas automatiquement en \u0153uvre la r\u00e9forme ni n'appliquera le taux r\u00e9duit. Les propri\u00e9taires de v\u00e9hicules sont invit\u00e9s \u00e0 consulter le site web du gouvernement www.vlaanderen.be\/vergelijker afin de v\u00e9rifier si la nouvelle taxe automobile leur est plus avantageuse. Une fois connect\u00e9, saisissez votre num\u00e9ro d'immatriculation et la date d'immatriculation.<\/p>\n
Ensuite, en quelques clics seulement, vous pouvez indiquer que vous souhaitez passer au nouveau syst\u00e8me. Toute personne qui ne fait rien restera donc dans l'ancien syst\u00e8me, m\u00eame si le nouveau est moins cher.<\/p>\n
\u201c Il faut s'attendre \u00e0 des actions en justice contre la vignette routi\u00e8re \u201d<\/h4>\n
Selon M. Wets, il existe une raison juridique pour laquelle les r\u00e9sidents flamands doivent se rendre sur le site Internet de l'Administration fiscale flamande afin de choisir s'ils souhaitent passer au nouveau syst\u00e8me.<\/p>\n
En effet, la r\u00e9glementation europ\u00e9enne n'autorise pas \u00e0 ce que la population locale soit automatiquement indemnis\u00e9e \u00e0 hauteur de la taxe sur les v\u00e9hicules lors de la mise en place d'une vignette routi\u00e8re, m\u00eame si les \u00e9trangers contribuent eux aussi au financement des infrastructures routi\u00e8res.<\/p>\n
\u201c L\u2019Allemagne a ouvert la voie en accordant une indemnisation automatique. Cette d\u00e9cision a \u00e9t\u00e9 annul\u00e9e \u00e0 deux reprises \u201d, explique M. Weyts. \u201c Nous avons \u00e9tabli des contacts au niveau europ\u00e9en et \u00e9valu\u00e9 jusqu\u2019o\u00f9 nous pouvons aller. \u201d Selon le ministre, il faut s\u2019attendre \u00e0 des recours judiciaires contre la vignette routi\u00e8re. \u201c Nous devons nous y pr\u00e9parer. \u201d<\/p>\n
La vignette co\u00fbtera 90 \u20ac ou 100 \u20ac.<\/h4>\n
Le gouvernement flamand informera les citoyens de ces modifications par le biais d'un message dans leur bo\u00eete \u00e9lectronique, et celles-ci figureront \u00e9galement sur l'avis d'imposition de la taxe routi\u00e8re.<\/p>\n
Les tarifs de la vignette routi\u00e8re ont \u00e9galement \u00e9t\u00e9 annonc\u00e9s. Ils varient en fonction des \u00e9missions du v\u00e9hicule et de la p\u00e9riode d'utilisation choisie. Pour une voiture conforme \u00e0 la norme Euro 4 ou sup\u00e9rieure, la vignette annuelle co\u00fbte 100 \u20ac. Pour une voiture z\u00e9ro \u00e9mission, le co\u00fbt est de 90 \u20ac par an. Pour les v\u00e9hicules de norme Euro 0 \u00e0 3, la vignette co\u00fbte 125 \u20ac par an.<\/p>\n
Toute personne conduisant une voiture particuli\u00e8re d'un poids maximal de 3,5 tonnes m\u00e9triques sur les routes belges \u00e0 compter du 1er mai 2027 sera tenue de s'acquitter du paiement de cette vignette. Toute personne contr\u00f4l\u00e9e sans vignette devra s'acquitter d'une amende de 70 \u20ac pour une premi\u00e8re infraction. En cas de r\u00e9cidive, ce montant doublera pour atteindre 140 \u20ac. Les r\u00e9cidivistes devront payer 210 \u20ac \u00e0 chaque infraction, \u00e0 compter de la troisi\u00e8me.<\/p>\n
