De Duitse minister van Milieu Carsten Schneider heeft de Klimaatbeschermingsprogramma<\/a>am 202<\/a>6. Het gezamenlijke plan van de regering bevat strategische beslissingen om klimaatneutraliteit te bereiken, waaronder maatregelen om elektrische mobiliteit uit te breiden.<\/p>\n

Duitsland is wettelijk verplicht om tegen 2045 broeikasgasneutraliteit te bereiken. Volgens de federale klimaatbeschermingswet moet de uitstoot tegen 2030 met ten minste 65% zijn verminderd ten opzichte van 1990 en tegen 2040 met ten minste 88%.<\/p>\n

Onvoldoende<\/h4>\n

Het klimaatprogramma dat in 2023 door de vorige coalitieregering werd aangenomen, werd in een uitspraak van het Federale Administratieve Hof in januari echter ontoereikend geacht om deze doelstellingen te halen. Als gevolg daarvan moest de huidige coalitie voor eind maart een nieuw klimaatbeschermingsprogramma indienen.<\/p>\n

Minister van Milieu Carsten Schneider (SPD) leidde het proces namens de hele regering, waarbij het programma zich uitstrekte over meerdere ministeries buiten de milieuportefeuille.<\/p>\n

\u201cWij in Duitsland dragen een grote verantwoordelijkheid, niet alleen in eigen land, maar ook in Europa en wereldwijd,\u201d zei Schneider bij de presentatie in Berlijn. \u201cHoewel we niet langer de grootste uitstoter van broeikasgassen zijn, vinden veel innovaties hier hun oorsprong en verspreiden ze zich internationaal. Als wij het voortouw nemen en onze verantwoordelijkheid nemen, zullen anderen volgen.\u201d<\/p>\n

Volgens Schneider wil het programma het klimaatbeleid \u201cdepolitiseren\u201d en tegelijkertijd economische steun bieden, vooral nu de kosten van fossiele brandstoffen hoog zijn. Het is ook bedoeld als leidraad voor consumenten, bijvoorbeeld voor wie beslist over een nieuw verwarmingssysteem of een nieuw voertuig en tegelijkertijd wil bijdragen aan de bescherming van het klimaat.<\/p>\n

Topprioriteit<\/h4>\n

Om de uitvoering te ondersteunen wordt de komende jaren 8 miljard euro extra beschikbaar gesteld, waaronder 7,6 miljard euro uit het klimaat- en transformatiefonds en nog eens 400 miljoen euro uit speciale fondsen.<\/p>\n

\u201cDit toont aan dat klimaatbeleid een topprioriteit blijft voor de regering, zelfs in tijden van krappe budgetten,\u201d voegde Schneider eraan toe.<\/p>\n

Het programma omvat 67 maatregelen die bedoeld zijn om de uitstoot met minstens 27 miljoen ton CO\u2082 te verminderen. \u201cDe belangrijkste hefboom is het opvoeren van het aantal elektrische voertuigen, wat uiteindelijk leidt tot CO\u2082-reductie,\u201d zei de minister. \u201cOplaadinfrastructuur is essentieel voor hun werking, maar de bijdrage aan de emissiereductie wordt gerealiseerd door de voertuigen zelf.\u201d<\/p>\n

E-mobiliteit: bekende maatregelen<\/h4>\n

Wat elektrische mobiliteit betreft, bouwt het programma grotendeels voort op bestaande maatregelen en eerder aangekondigde initiatieven. Deze omvatten geplande aankoopstimulansen voor particuliere huishoudens, met name gericht op lage- en middeninkomensgroepen, waarbij de steunniveaus gekoppeld zijn aan het inkomen.<\/p>\n

Het pakket verwijst ook naar financiering voor oplaadinfrastructuur in gebouwen met meerdere bewoners, zoals beschreven in het \u2018Masterplan voor oplaadinfrastructuur 2030\u2019. Daarnaast zal de implementatie van de EU-richtlijn betreffende de energieprestatie van gebouwen (EPBD) via de Duitse Building Electromobility Infrastructure Act (GEIG) naar verwachting bijdragen aan toekomstige CO\u2082-reducties.<\/p>\n

Verdere maatregelen zijn de verlenging van de tolvrijstelling voor nulemissievrachtwagens na 2025, de verhoging van de bruto catalogusprijs voor de gunstige belasting van elektrische bedrijfswagens en de invoering van een degressieve afschrijvingsregeling (AfA) voor elektrische voertuigen die tussen medio 2025 en eind 2027 worden aangeschaft.<\/p>\n

Sommige maatregelen zijn al geschetst, maar het ontbreekt aan concrete details of actieve financieringsregelingen, waardoor in het midden wordt gelaten hoe ze precies zullen worden uitgevoerd en hoe ze zullen bijdragen aan CO\u2082-reductie. Dit geldt bijvoorbeeld voor de geplande steun voor laadinfrastructuur voor vrachtwagens op bedrijfsterreinen en voor openbaar toegankelijke laadinfrastructuur voor vrachtwagens op priv\u00e9terrein om het netwerk langs federale snelwegen uit te breiden.<\/p>\n

Beide maatregelen zijn opgenomen in het \u2018Masterplan oplaadinfrastructuur 2030\u2019, maar de bijbehorende financieringsprogramma's zijn nog in ontwikkeling of onderhevig aan budgettaire beperkingen. Er is al een aparte regeling voor locaties op federaal snelwegland, terwijl vergelijkbare initiatieven op deelstaatniveau alleen in ge\u00efsoleerde gevallen bestaan en nog niet landelijk zijn uitgerold.<\/p>\n

Een openstaande kwestie is de geplande wijziging van de wet elektrische mobiliteit (EmoG). Deze wet, die in 2015 werd ingevoerd, stelt gemeenten in staat om privileges te verlenen aan elektrische voertuigen in het wegverkeer, zoals gratis parkeren of toegang tot speciale rijstroken. De huidige versie van de EmoG loopt eind dit jaar af.<\/p>\n

EmoG hervormen?<\/h4>\n

De geplande wijziging van de elektromobiliteitswet (EmoG) staat ook op de agenda van de conferentie van ministers van Verkeer (VMK) die op 25-26 maart in Lindau wordt gehouden. Een van de voorstellen is om de wet tot na 2026 te verlengen en verder te ontwikkelen. Dit zou kunnen inhouden dat ook gebruikte elektrische voertuigen in aanmerking komen en dat gemeenten meer flexibiliteit krijgen om extra stimuleringsregelingen in te voeren.<\/p>\n

Ook het openbaar vervoer maakt deel uit van het programma. Volgens het milieuministerie kan de voortzetting op lange termijn en de financiering van het \u2018Deutschlandticket\u2019 - een landelijke ov-kaart waarmee voor een vast bedrag per maand onbeperkt kan worden gereisd op lokale en regionale diensten - tot 2030 de uitstoot verminderen met ongeveer een miljoen ton CO\u2082 per jaar. Dit komt overeen met ongeveer 435 miljoen liter benzine. Ter vergelijking: het volledige pakket financieringsmaatregelen voor e-mobiliteit zal naar verwachting een vergelijkbare besparing opleveren.<\/p>\n

Een aanzienlijk grotere bijdrage wordt verwacht van de geplande wijziging van de \u2018Greenhouse Gas Quota\u2019. Dit instrument verplicht brandstofleveranciers om de koolstofintensiteit van hun producten te verminderen en is bedoeld om tanken geleidelijk klimaatvriendelijker te maken.<\/p>\n

Nalevingsopties omvatten het gebruik van duurzame biobrandstoffen, brandstoffen op basis van waterstof of elektriciteit voor elektrische voertuigen. Tegen 2030 zal de maatregel naar verwachting de uitstoot met ongeveer 6,3 miljoen ton CO verminderen, wat overeenkomt met ongeveer 2,7 miljard liter benzine.<\/p>","protected":false},"excerpt":{"rendered":"
