De Europese Commissie wil de hoge energiekosten voor de zware industrie beperken door de prijs die Europese bedrijven aan Brussel betalen voor hun CO2-uitstoot te verlagen. Het zou <\/span>ondernemers meer financi\u00eble ademruimte in tijden van hoge energieprijzen en geopolitieke onrust.<\/span><\/p>\n

Een groeiend aantal landen, waaronder Polen en Itali\u00eb, dringt er al enige tijd op aan om het systeem af te zwakken of zelfs af te schaffen.\u00a0<\/span>Hierdoor dreigt vervuilen echter goedkoper te worden. Andere landen - Nederland, Scandinavi\u00eb en Spanje - verdedigen het systeem met hand en tand.<\/span><\/p>\n

Hoe werkt het ETS precies?<\/span><\/h4>\n

Het ETS werkt met een systeem van emissierechten. Voor elke ton CO2 die een bedrijf uitstoot, moet het een emissierecht kopen. Om te voorkomen dat de prijzen te sterk schommelen, worden de emissierechten elk jaar uit het systeem verwijderd.<\/span><\/p>\n

Dat besluit werd genomen in de nasleep van de economische crisis van 2008, toen de Europese industrie plotseling veel minder produceerde dan verwacht. Als gevolg daarvan daalde ook de vraag naar emissierechten sterk. <\/span><\/p>\n

Volgens de wetten van de markt betekent een lagere vraag een lagere prijs. En die lagere prijs dreigde het ETS-systeem onderuit te halen. Daarom worden ongebruikte rechten nu elk jaar vernietigd.<\/span><\/p>\n

Emissierechten worden te koop aangeboden op de ETS-markt, maar er is ook een buffer die niet wordt verkocht. De Europese Commissie kan deze buffer gebruiken om de prijs te reguleren. Elk jaar wordt deze buffer afgetopt en worden de overtollige emissierechten vernietigd.<\/span><\/p>\n

Wat gebeurt er in Brussel?<\/h4>\n

Dus moeten energie-intensieve bedrijven in de Europese Unie hun uitstoot compenseren door emissierechten te kopen. Brussel stelt steeds minder rechten beschikbaar, waardoor de prijzen stijgen en bedrijven voor de keuze worden gesteld: groen doen of betalen.<\/span><\/p>\n

\u201cEuropa moet een grotere buffer opbouwen om de industrie te beschermen tegen onverwachte verhogingen van de CO2-belasting\u201d, stelt de Europese Commissie voor.\u00a0<\/span>\u201cDit kan door ongebruikte emissierechten in het systeem te houden. Momenteel worden deze nog jaarlijks vernietigd.\u201d<\/span><\/p>\n

\u201cDoor overtollige emissierechten niet langer te vernietigen, zal de Market Stability Reserve \u201cbeter in staat zijn om te reageren op toekomstige marktontwikkelingen, waaronder potenti\u00eble schaarste in de komende decennia\u201d, aldus een persbericht van de Europese Commissie.<\/span><\/p>\n

Onder vuur<\/h4>\n

Het emissiehandelssysteem dient als motor voor het klimaatbeleid: emissiehandel stimuleert niet alleen vergroening, maar het systeem heeft ook al 260 miljard euro aan inkomsten gegenereerd, waarmee de EU en de 27 lidstaten het klimaatbeleid kunnen financieren. <\/span>Maar nu de industrie onder druk staat, deels door de hoge energiekosten, ligt het ETS onder vuur.<\/span><\/p>\n

De stap die de Europese Commissie voorstelt is relatief klein. Brussel houdt een buffervoorraad emissierechten aan. De Commissie kan emissierechten naar deze voorraad overhevelen als de prijs stijgt. De Commissie wil deze buffervoorraad nu vergroten door te voorkomen dat overtollige emissierechten ongeldig worden verklaard. <\/span><\/p>\n

Evaluatie<\/h4>\n

De interventie wordt gezien als een voorbode van grotere veranderingen. <\/span>Deze zomer presenteert de Europese Commissie een evaluatie van het hele emissiehandelssysteem.\u00a0<\/span>Critici zullen die gelegenheid ongetwijfeld aangrijpen om verder te bezuinigen.<\/span><\/p>\n

\u201cDe interventie zou echter een invloed kunnen hebben op de koolstofmarkt en de uitstoot van broeikasgassen,\u201d zegt onderzoeker Marten Ovaere (Universiteit Gent). \u201c<\/span>Als bedrijven weten dat er meer rechten beschikbaar zullen zijn, zullen ze minder druk ervaren om rechten te kopen.\u00a0<\/span>Daardoor kan de prijs vandaag al dalen.
