Het is een perfect citaat om het optimisme te beschrijven waarmee de Belgische openbare spoorwegmaatschappij NMBS tijdens al die moeilijke jaren naar haar eigen reizigerscijfers keek, want nu blijkt dat die cijfers jarenlang veel te hoog waren.<\/p>\n<p>Ondertussen heeft de NMBS haar winst voor het tweede jaar op rij zien dalen, deels door de vele stakingen. Vorig jaar slaagde het er echter wel in om zijn schuldenberg met meer dan een kwart te verminderen.<\/p>\n<h4>Het rekenmodel verfijnen<\/h4>\n<p>Jarenlang heeft de NMBS de reizigerscijfers in een gunstiger daglicht geplaatst dan de werkelijke gegevens rechtvaardigen. Dat is duidelijk geworden nu de spoorwegmaatschappij haar berekeningsmodel heeft verfijnd. In 2024 werden bijvoorbeeld 40 miljoen reizigers te veel geteld: het totaal was geen 245 miljoen, maar 205,6 miljoen. En in 2019, v\u00f3\u00f3r de pandemie, waren het er geen 253 miljoen, maar 230 miljoen.<\/p>\n<p>Voor 2025 raamt NMBS 207,8 miljoen reizigers op basis van de meer precieze telmethode. Dat is een stijging van 1% ten opzichte van vorig jaar, ondanks 27 stakingsdagen. \u201cZonder die stakingsdagen zou het aantal reizigers met 2,5% gestegen zijn\u201d, aldus NMBS, die benadrukt dat het aantal reizigers blijft groeien. \u201cWe zijn nog niet terug op het niveau van voor COVID-19, voornamelijk door het werk op afstand, maar er is wel een sterke groei in de verkoop van losse tickets.\u201d<\/p>\n<h4>Door abonnementen<\/h4>\n<p>Volgens de NMBS waren hun tellingen lange tijd accuraat. Door de toename van telewerk is de kloof tussen de metingen en de werkelijke cijfers echter groter geworden. Dit komt door de abonnementen: men ging ervan uit dat abonnementhouders 468 verplaatsingen per jaar maakten, wat klopte in de jaren dat mensen dagelijks naar kantoor pendelden, maar dat is nu niet meer het geval.<\/p>\n<p>Telewerken was al in beperkte mate mogelijk v\u00f3\u00f3r de COVID-19-crisis; toen werkte gemiddeld 40% van de abonnementhouders \u00e9\u00e9n dag per week thuis, volgens de NMBS. Sinds de pandemie is telewerken de norm geworden: vandaag mag meer dan 70% van de abonnees drie dagen per week thuiswerken.<\/p>\n<p>Om op deze verandering in te spelen, lanceerde de NMBS in 2023 Flex-seizoenskaarten. Tegen 2025 waren deze al goed voor meer dan een derde van alle woon-werkabonnementen. Omdat bij elk gebruik van een Flexabonnement een rit wordt geregistreerd, kan de NMBS de reizigersaantallen veel nauwkeuriger opvolgen.<\/p>\n<p>De meeste andere tickets worden tegenwoordig ook gescand, wat nauwkeuriger gegevens oplevert. Daarnaast verzamelt NMBS reizigerscijfers via visuele tellingen door treinbegeleiders, sensoren aan de deuren van sommige treinen en zelfs het gewicht van de trein. \u201cDe Desiro-treinen, en binnenkort ook de M6\u201ds, worden gewogen tijdens het traject. Zo krijgen we een goed beeld van het aantal reizigers aan boord\", zegt Marc Huybrechts, Directeur Klantendienst NMBS.<\/p>\n<h4>Het navertellen roept ook vragen op<\/h4>\n<p>Toch kun je vraagtekens zetten bij de grondige herziening van historische cijfers en de nieuwe telmethode. Het wegen van treinen is een geldige techniek, maar je werkt nog steeds met een verondersteld gemiddeld gewicht per passagierseenheid, wat per definitie een veronderstelling is. Dus deze nieuwe methode is ook niet echt nauwkeurig.<\/p>\n<p>Bovendien heeft NMBS in de nieuwe beheersovereenkomst als doel gesteld om in 2032 - het einde van het huidige contract - 30% meer passagiers te vervoeren dan in 2023. In plaats van te groeien naar meer dan 318 miljoen passagiers, is het doel nu ongeveer 272 miljoen passagiers in 2032, op basis van de gecorrigeerde cijfers.<\/p>\n<p>De doelstelling van +30% blijft dezelfde, maar de basis waarop ze berekend werd, was 15% te hoog. NMBS moet nog steeds dezelfde groei in treindienst, treinkilometers en kwaliteit realiseren om die extra mensen op de trein te krijgen, maar in absolute aantallen moet het dus veel minder realiseren.<\/p>\n<p>Met andere woorden: Als de NMBS haar 30%-doelstelling haalt op basis van de nieuwe berekening, vervoert ze in absolute termen 46 miljoen mensen minder dan wanneer ze dezelfde 30%-doelstelling haalt op basis van de oude cijfers. Dit maakt een wezenlijk verschil op het vlak van klimaat, modal shift en verkeerscongestie.<\/p>\n<p>Hoe dan ook, om die 30% toename in reizigers te bereiken, moeten er 64 miljoen extra bijkomen in de komende acht jaar, een moeilijke taak gezien de 1% toename van vorig jaar.<\/p>\n<h4>Nieuwe campagne<\/h4>\n<p>NMBS lanceerde deze week een grootschalige campagne om pendelaars en vakantiegangers aan te moedigen vaker de trein te nemen. Tijdens de campagne wordt vooral de Train+ kaart in de kijker gezet.<\/p>\n<p>Met deze optie worden alle tarieven berekend op afstand. Train+ biedt een 40% korting tijdens daluren en in het weekend. Zes maanden na de lancering hadden al meer dan 1,3 miljoen reizigers een Train+ kaart gekocht.<\/p>\n<p>Voor pendelaars zet NMBS het 80\/20 systeem in de kijker. Hiermee kunnen werkgevers hun werknemers volledig gratis laten pendelen door 80% van de abonnementskosten te betalen. De overheid financiert dan de resterende 20%.<\/p>\n<h4>Schuld aanzienlijk verlaagd, maar saldo nog steeds flink in het rood<\/h4>\n<p>Deze nieuwe passagiers zijn niet alleen nodig om de doelstellingen van het nieuwe beheerscontract te halen; NMBS heeft nog steeds een zware schuldenlast, ook al is het erin geslaagd om die aanzienlijk te verminderen. De schuld bedraagt momenteel 1.532 miljard euro, tegenover 2.146 miljard euro in 2024.<\/p>\n<p>Dit is deels te wijten aan verschillende uitgestelde en uitgestelde investeringen in treinen, stations en digitalisering. \u201cMaar zelfs wanneer de effecten van die uitgestelde investeringen buiten beschouwing worden gelaten, is de schuld van NMBS sinds 2022 blijven verbeteren, en sneller dan verwacht\u201d, zegt de spoorwegmaatschappij.<\/p>\n<p>Het bedrijfsresultaat (recurrente EBITDA) kwam uit op 54,2 miljoen euro, meer dan een halvering ten opzichte van de 131,6 miljoen euro in 2022.<\/p>\n<p>De spoorwegmaatschappij investeerde vorig jaar meer dan 820 miljoen euro. Van dat bedrag ging 350 miljoen naar rollend materieel: er werden 130 nieuwe M7-wagons geleverd en de M6-wagons kregen een grondige opknapbeurt. Tot slot werden er meer dan 1.100 nieuwe werknemers aangenomen.
