Is de Brusselse saga rond de Low-Emission Zone (LEZ) eindelijk tot een einde? De Brusselse regering heeft eindelijk een schema voor de nieuwe LEZ boetesysteem.<\/p>\n

Als de technische belemmeringen zijn opgelost, moet het opleggen van LEZ boetes beginnen op 7 juni. Euro 5 dieselvoertuigen en Euro 2 benzine voertuigen, die in theorie zijn verboden van het invoeren van het Brussels Hoofdstedelijk Gewest sinds het begin van dit jaar, zal worden beboet vanaf dat moment en zal niet meer ontvangen slechts een waarschuwing.<\/p>\n

Volgens BRUZZ zou dit gevolgen hebben voor ongeveer 29.000 voertuigen. Deze strengere regels zullen nu voor het eerst ook gelden voor motorrijders.<\/p>\n

Betaal in 10 termijnen in plaats van 4<\/h4>\n

Het huidige systeem van een eenmalige boete van 350 euro evolueert naar een jaarabonnement, dat duidelijker zal zijn voor gebruikers. Staatssecretaris voor Milieu Ans Persoons (Vooruit) zal een uitgebreide hervorming van de LEZ-systeem voor te stellen door 15 juni, met een jaarlijks abonnement van \u20ac 350, jaarlijks ge\u00efndexeerd, een gereduceerd tarief van \u20ac 200, en een maandelijkse boete van \u20ac 80 voor degenen die rijden zonder een pas. Dit zou dan in werking treden op 1 januari van volgend jaar.<\/p>\n

Tijdens de overgangsperiode tussen juni en de invoering van het nieuwe abonnementssysteem blijft de huidige regel dus van toepassing: een boete van \u20ac350 per overtreding, met een maximum van \u00e9\u00e9n boete per drie maanden - dus maximaal vier per jaar.<\/p>\n

De hervorming omvat ook een kader voor vrijstellingen. Voorheen konden gebruikers op verzoek in vier termijnen betalen. Die optie blijft bestaan, maar vanaf nu kunnen betalingen ook in tien termijnen worden gedaan in geval van financi\u00eble moeilijkheden, op schriftelijk verzoek met opgave van redenen.<\/p>\n

Taskforce voor uitzonderingen<\/h4>\n

Daarnaast zal een taskforce bestaande uit Brussel Belastingen, Brussel Mobiliteit en Brussel Leefmilieu uitzonderingen bepalen voor bepaalde professionele doeleinden en de meest kwetsbare groepen identificeren die in aanmerking kunnen komen voor een vrijstelling, zoals personen met het statuut van Begunstigde van de Verhoogde Toelage (BIM).<\/p>\n

Op 23 april zullen twee teksten worden voorgelegd aan de Brusselse regering om ze op 7 mei of zo snel mogelijk naar de Raad van State te sturen, aldus een verklaring van minister-president Boris Dilli\u00e8s (MR).<\/p>\n

Een interessant detail: door te kiezen voor de tussenoplossing - het oude systeem blijft van kracht totdat het nieuwe boetesysteem volledig is ge\u00efmplementeerd - geeft minister van Financi\u00ebn Dirk De Smedt (Anders) toe op \u00e9\u00e9n gebied, terwijl hij beslissingen op andere gebieden blokkeert.<\/p>\n

Onder druk van Dilli\u00e8s heeft De Smedt een interne deadline van 10 dagen opgelegd gekregen om zijn administratie te laten bevestigen of de systemen technisch klaar kunnen zijn tegen 7 juni. Hij had eerder verklaard dat overtreders niet kunnen worden beboet omdat de Brusselse belastingdienst het nieuwe boetesysteem nog niet heeft afgerond.<\/p>\n

Volgens De Standaard, De Smedt weigert af te tekenen op subsidies voor de maatschappelijke groepen Bral en Inter-Environnement Brussel, die zich hebben uitgesproken voor een strikte LEZ en tegen een versoepeling van de regels.<\/p>\n

De Smedt stelt principieel dat het onlogisch is dat de overheid verenigingen subsidieert die vervolgens diezelfde overheid voor de rechter slepen of haar beleid aanvechten.
