Een groep van 31 Europese NGO's, waaronder Oxfam, WWF, CAN Europe en T&E, heeft de EU opgeroepen om overtollige oliewinsten te belasten om de Europeanen in de crisis te steunen.<\/p>\n

In een brief<\/a>, roepen de NGO's, die meer dan 40 miljoen burgers vertegenwoordigen in meer dan 2.000 aangesloten organisaties, op om fondsen te richten op het beschermen van kwetsbare huishoudens en het ondersteunen van de schone energietransitie om soortgelijke volatiliteit in de toekomst te voorkomen.<\/p>\n

\u201cDe Europese Unie wordt opnieuw geconfronteerd met een ernstige energiecrisis als gevolg van de oorlog tussen de VS en Isra\u00ebl tegen Iran en de escalerende geopolitieke spanningen\u201d, waarschuwt Transport & Environment (T&E). \u201cDe rekening van de EU voor de invoer van fossiele brandstoffen is gestegen met \u20ac22 miljard<\/a> in slechts de eerste 44 dagen van het conflict, dat het hoofd van het Internationaal Energieagentschap heeft omschreven als de ergste energiecrisis in de geschiedenis.\u201d<\/p>\n

Solidariteitsbijdrage<\/h4>\n

In 2022 introduceerde de EU een tijdelijke solidariteitsbijdrage op overwinsten voor energiebedrijven. Uit een evaluatie van de Europese Commissie bleek dat de maatregel 28 miljard euro opbracht in de belastingjaren 2022 en 2023. Vorige week riepen vijf landen, Oostenrijk, Duitsland, Itali\u00eb, Portugal en Spanje, de Commissie op om een EU-brede belasting op onverhoopte winsten te ontwikkelen.<\/p>\n

Antony Froggatt, senior directeur bij T&E, zei: \u201cOpnieuw is de pijn van automobilisten de winst van Big Oil. In plaats van dat regeringen de last op de schouders van de belastingbetalers leggen, is het tijd dat oliemaatschappijen gaan betalen. Als onmiddellijke en eerste stap zou de EU haar onverhoopte belasting op oorlogswinsten van oliemaatschappijen opnieuw moeten invoeren en deze middelen moeten gebruiken om burgers te beschermen.\u2019 Daarom is de groep van 31 NGO's in actie gekomen.<\/p>\n

De groep roept de EU ook op om de reikwijdte van het mechanisme uit te breiden naar winsten uit de hele toeleveringsketen van olie en winsten die worden gegenereerd door internationale fossiele brandstofbedrijven, waaronder bedrijven die niet in de EU zijn gevestigd maar wel aanzienlijke inkomsten uit de Europese markt halen.<\/p>\n

Sociale en milieudoeleinden<\/h4>\n

In de brief wordt opgeroepen om inkomsten duidelijk en transparant te oormerken voor sociaal en ecologisch gunstige doeleinden, waaronder gerichte steun voor kwetsbare huishoudens, investeringen in energie-effici\u00ebntie en een versnelde invoering van hernieuwbare energie, elektrische voertuigen en andere elektrificatieoplossingen.<\/p>\n

Het mechanisme moet worden ingebed in een bredere strategie om Europa's afhankelijkheid van fossiele brandstoffen te verminderen, aldus de ondertekenaars, om de gevolgen van de volatiliteit van de olieprijs te verzachten in een wereld die steeds onzekerder wordt op het gebied van energie.<\/p>\n

Op 22 april zal de EU-Commissie noodmaatregelen presenteren om regeringen te helpen de industrie\u00ebn die het hardst door de energiecrisis zijn getroffen, beter te ondersteunen. De EU-leiders zullen tijdens hun bijeenkomst op 22 en 23 april ook de reactie van het blok bespreken.<\/p>\n
