Een populair idee met harde realiteit"},"content":{"rendered":"<p>De Mobiliteitscommissie van de Belgische Kamer heeft unaniem een resolutie van Vooruit goedgekeurd om gratis fietsgebruik in treinen toe te laten. Maar of dit ooit zal gebeuren, valt nog te bezien.<\/p>\n<p>Een resolutie is niet juridisch bindend. Om de resolutie in werking te laten treden, moet de regering het beheerscontract met de NMBS wijzigen.<\/p>\n<p>In een eerste reactie heeft de openbare spoorwegmaatschappij nogal lauw gereageerd op de resolutie. \u201cFietsorganisaties hebben hier niet om gevraagd en er zijn steeds meer deelfietsen beschikbaar op stations.\u201d<\/p>\n<h4>Verhoogd aantal treinreizigers<\/h4>\n<p>\u201cMet dit voorstel willen we mensen echt aanmoedigen om de auto te laten staan en te kiezen voor de fiets en de trein. Door fietsen gratis toe te laten in de trein, maken we het makkelijker en goedkoper,\u201d zegt Vooruit fractievoorzitter Oskar Seuntjes.<\/p>\n<p>Hij nam deze aanbevelingen op in een resolutie die aan de regering werd voorgelegd en die vervolgens door de Parlementaire Commissie Mobiliteit werd goedgekeurd - het Vlaams Belang onthield zich bij de stemming; alle andere partijen stemden voor.<\/p>\n<p>Volgens Seuntjes zouden veel meer mensen trein en fiets combineren als de omstandigheden zouden verbeteren. Zo moeten er veilige fietsenstallingen komen bij stations, moet de toeslag voor fietsen in de trein worden afgeschaft en moet er meer ruimte komen in treinwagons voor fietsen.<\/p>\n<p>Daarnaast pleitte hij voor de invoering van een gecombineerd ticket dat geldig is voor treinen, trams en bussen, en voor fietsreparatiestations bij treinstations.<\/p>\n<h4>Momenteel \u20ac3 tot \u20ac5 extra<\/h4>\n<p>Wie een fiets wil meenemen in de trein betaalt momenteel 3 euro tijdens de daluren en in het weekend, en 5 euro tijdens de spits. Volgens NMBS namen in 2025 meer dan 550.000 reizigers hun fiets mee in de trein, een stijging van 14% ten opzichte van 2024.<\/p>\n<p>In de afgelopen 15 jaar is het aantal treinkaartjes indrukwekkend gegroeid - van ongeveer 125.000 in 2009 tot meer dan een half miljoen vorig jaar - maar dit benadrukt ook het capaciteitsprobleem: als fietsen gratis worden, zou de vraag weer kunnen stijgen, terwijl de beschikbare ruimte beperkt is.<\/p>\n<p>De nieuwe NMBS-treinen hebben minimaal 8 fietsplaatsen, en als je die capaciteit wilt uitbreiden, heb je meer of grotere fietswagons per trein nodig, of wagons die flexibeler geconfigureerd kunnen worden.<\/p>\n<p>Meer treinen laten rijden op populaire fietsroutes, zoals de kust of de Ardennen, is \u00e9\u00e9n oplossing, net als het bestellen van nieuwe wagons. Maar dat laatste duurt 5 tot 10 jaar van bestelling tot ingebruikname, en rollend materieel is duur. Bovendien zou NMBS, dat al onder financi\u00eble druk staat, minstens 1,65 miljoen euro aan inkomsten mislopen als fietsen gratis zouden worden toegelaten op de treinen.<\/p>\n<h4>\u201cTreinen zullen erg druk worden.\u201d<\/h4>\n<p>In een reactie wijst NMBS-woordvoerder Dimitri Temmerman erop dat fietskaartjes in oktober goedkoper werden tijdens de daluren en dat vouwfietsen - net als e-scooters trouwens - nu al gratis mee mogen in de trein.<\/p>\n<p>\u201cWe moeten rekening houden met het risico dat treinen erg druk worden. We hebben ook van fietsorganisaties gehoord dat ze hier niet om vragen,\u201d zegt Temmerman. Hij merkte ook op dat er meer deelfietsen beschikbaar komen op stations.<\/p>\n<p>Het doel is in elk geval om het aantal fietsparkeerplaatsen tegen 2032 met minstens 50% te verhogen ten opzichte van 2022, zoals bepaald in het openbaredienstcontract - een doelstelling die al grotendeels wordt gehaald door de uitbreiding van de M7, zonder dat er nieuwe bestellingen nodig zijn.<\/p>\n<p>Wat de fietsenstallingen betreft, waren er eind 202,5 131.000 plaatsen aan de NMBS-stations, tegenover 124.000 in 2022. \u201cTegen 2032 willen we dit uitbreiden tot 164.000 plaatsen\u201d, zegt Temmerman.<\/p>\n<p>De fietsenstallingen bij de stations worden ook gerenoveerd, overdekt en voorzien van videobewaking. Maar dat betekent niet dat de Belgische fietsersorganisaties Fietsbond en Avello geen obstakels meer zien om fietsen en treinreizen optimaal te combineren.<\/p>\n<p>Ze wijzen er bijvoorbeeld op dat de toegang tot de perrons in veel stations problematisch blijft door het ontbreken van bijvoorbeeld een fietshelling (e-bikes kunnen zwaar zijn). Bovendien zijn er in het zuiden van het land slechts 4 stations (Namen, Bergen, Luik en Waver) waar reizigers gebruik kunnen maken van de Blue Bike dienst.<\/p>\n<p>Volgens de EU-regels moeten treinmaatschappijen minstens 4 fietsplaatsen per trein voorzien. De regel is van toepassing wanneer nieuwe treinen worden gekocht of oude treinen grondig worden gerenoveerd.<\/p>\n<p>Volgens de ECF is dat minimum een goed begin, maar duidelijk te laag, en hogesnelheidstreinen schieten vaak tekort. Op populaire routes zijn 10 tot 20 fietsen per trein niet ongewoon.
