Het \u2018mobiliteitsbudget\u2019\u00a0systeem moet worden vereenvoudigd voordat het verplicht wordt. Dat is wat de sociale partners vinden. \u201c<\/span>Vandaag de dag is het nog steeds veel te complex,\u201d zeggen ze.\u00a0<\/span><\/p>\n

Het mobiliteitsbudget is een systeem waarmee werknemers hun auto van de zaak kunnen inruilen voor een budget dat ze kunnen besteden aan verschillende \u2018groenere\u2019 mobiliteitsoplossingen, zoals een kleinere of elektrische auto, openbaar vervoer, een fiets of zelfs huisvestingskosten, zoals een deel van de huur of hypotheek. Het mobiliteitsbudget wordt berekend op basis van de total cost of ownership (TCO) van de auto van de zaak waar een werknemer recht op heeft.<\/span><\/p>\n

Januari 2027<\/h4>\n

Een wetsontwerp, dat eerder dit jaar groen licht kreeg van de Federale Ministerraad, maakt het mobiliteitsbudget vanaf 1 januari 2027 verplicht voor werkgevers met minstens 50 werknemers die bedrijfswagens ter beschikking stellen. <\/span>Voor kmo's met meer dan 15 werknemers wordt het mobiliteitsbudget een jaar later ingevoerd.<\/span><\/p>\n

Echter, de sociale partners vinden dat het systeem eerst moet worden vereenvoudigd voordat het verplicht wordt. <\/span>Dit houdt onder andere in dat de administratieve complexiteit wordt verminderd en dat de berekening van het mobiliteitsbudget, bekend als de \u2018Total Cost of Ownership\u2019, wordt vereenvoudigd.<\/span><\/p>\n

\u2018Perverse effecten\u2019<\/h4>\n

Ze vragen ook om bepaalde categorie\u00ebn werknemers tijdelijk uit te sluiten in afwachting van de verdere evolutie van elektrische voertuigen. <\/span>Sommige functies zijn immers moeilijk te combineren met alternatieve mobiliteit; denk maar aan vertegenwoordigers, thuisverpleegkundigen of andere mobiele beroepen.<\/span><\/p>\n

THet deel van het mobiliteitsbudget dat kan worden besteed aan huisvestingskosten zou worden beperkt tot 50 procent, \u201com perverse effecten te voorkomen\u201d. O<\/span>Dan zou het systeem minder over mobiliteit gaan en meer een belastingvoordeel worden.<\/span><\/p>\n

Een meerderheid van de werknemers met een mobiliteitsbudget gebruikt het, op zijn minst gedeeltelijk, om hun huisvestingskosten te financieren. Deze optie is aantrekkelijk omdat het volledig belastingvrij is. <\/span><\/p>\n

De vrees bestaat dat werknemers met een auto van de zaak door de verplichte invoering van het mobiliteitsbudget massaal zullen overstappen op vergoeding van huisvestingskosten,<\/span>\u00a0en de vakbonden en werkgeversorganisaties willen dit voorkomen.<\/span><\/p>\n

Te complex<\/h4>\n

Het mobiliteitsbudgetsysteem bestaat al een tijdje, maar het gebruik ervan blijft relatief beperkt.\u00a0<\/span>Van alle bedrijven die vanaf volgend jaar een mobiliteitsbudget moeten aanbieden, doet slechts 1 op de 10 dat momenteel.\u00a0<\/span>Velen vinden het systeem veel te ingewikkeld en haken af.<\/span><\/p>\n

Volgens de laatste cijfers hebben ongeveer 20.000 werknemers een mobiliteitsbudget.\u00a0<\/span>Dat is slechts ongeveer 1% van alle werknemers.\u00a0<\/span>Of, met andere woorden, ongeveer 1 op de 24 werknemers met een auto van de zaak kiest ervoor. <\/span>H<\/span>maar omdat Belgi\u00eb ongeveer 600.000 bedrijfswagens telt -, is de <\/span>15% van alle werknemers heeft een -<\/span>\u00a0Dat aantal zou binnenkort sterk moeten stijgen. <\/span><\/p>\n

Niche<\/h4>\n

Kortom, het mobiliteitsbudget is nog steeds een niche naast een zeer dominant bedrijfsautosysteem, maar i<\/span>t wint aan populariteit.\u00a0<\/span>De trend is opmerkelijk positief, met een groei van +437% tussen 2023 en 2025. <\/span><\/p>\n

In Brussel kiezen al ongeveer 16% van de begunstigden die in aanmerking komen voor het budget. Bovendien neemt het aantal bedrijven dat het aanbiedt elk jaar toe.\u00a0<\/span>Het probleem is dat vandaag slechts \u00b12,5% van de werkgevers het mobiliteitsbudget aanbiedt.<\/span><\/p>\n

De federale regering wil het mobiliteitsbudget verplicht stellen om \u2018groene\u2019 mobiliteit te promoten en het aantal bedrijfswagens te verminderen. Maar m<\/span>Een weinig gebruikt systeem verplicht stellen, zonder vereenvoudiging, kan contraproductief zijn.<\/span><\/p>\n

Hoe zit het met andere landen?<\/h4>\n

In heel Europa is een duidelijke trend zichtbaar. <\/span>Een mobiliteitsbudget is een geldig alternatief voor een bedrijfswagen, maar het is meestal vrijwillig en niet wettelijk verplicht. <\/span>Ongeveer 16% van de grote bedrijven in Europa maakt al gebruik van een dergelijk budget en nog eens 10% is van plan dit te gaan doen.<\/span><\/p>\n

Nederland heeft een systeem dat lijkt op dat van Belgi\u00eb, maar heeft geen wettelijk kader. Duitsland bevindt zich in een overgangsfase en Frankrijk voorziet in een \u2018mobiliteitsvergoeding\u2019 in plaats van een echt budget.<\/span><\/p>\n

Het Belgische systeem is daarom uniek omdat het op federaal niveau wordt geregeld, aanzienlijke belastingvoordelen biedt en vanaf 2027 voor veel bedrijven verplicht wordt.<\/span><\/p>","protected":false},"excerpt":{"rendered":"
