Europa heeft een wettelijke verplichting uitgevaardigd die miljoenen lichte bedrijfsvoertuigen dwingt om aan dezelfde norm te voldoen als vrachtwagens: een tachograaf. De nieuwe wet, die binnenkort van kracht wordt, zal waarschijnlijk een knelpunt veroorzaken bij bedrijven die aftermarket-apparatuur leveren.<\/p>\n<p>Stel je een loodgieter uit Gent voor. Hij komt twee keer per week naar Nederland om een industri\u00eble klant in Zeeland te bedienen: gereedschap geladen, een strakke planning. Hij heeft nog nooit van zijn leven een tachograaf gebruikt. Hij beschouwt zichzelf niet als een transportondernemer. Hij is loodgieter. Maar vanaf 1 juli 2026 is de Europese wet het daar niet meer mee eens.<\/p>\n<h4>Tachograaf van de tweede generatie<\/h4>\n<p>De regels hebben stilletjes vorm gekregen. In 2020 hebben de EU-lidstaten ingestemd met een grote hervorming van de EU-wetgeving inzake wegvervoer, beter bekend als het mobiliteitspakket. Het is van toepassing op zware vrachtwagens, maar er komen lichte bedrijfsvoertuigen bij van meer dan 2,5 ton die worden gebruikt in grensoverschrijdend commercieel vervoer.<\/p>\n<p>Deze zijn nu verplicht om een tweede generatie slimme tachograaf aan boord te hebben, wat in feite hetzelfde satellietgekoppelde, op afstand uitleesbare apparaat is dat zware vrachtwagens sinds 2023 moeten installeren. Het is een verordening die op papier gericht is op internationaal vrachtvervoer. Maar in de praktijk zal het het dagelijkse werk van honderdduizenden lokale vrachtwagenchauffeurs be\u00efnvloeden. Vooral in Belgi\u00eb, waar \u00e9\u00e9n stevige druk op het gaspedaal je al over de grens kan duwen.<\/p>\n<p>Het aantal getroffen bestelwagens kan hoog oplopen. Volgens de Europese Arbeidsautoriteit, die de handhaving in de EU-lidstaten co\u00f6rdineert, moeten naar schatting tussen de 1,5 en 3 miljoen bestelwagens in de regio hun uitrusting voor de deadline bijwerken. Er bestaat geen precieze telling omdat tot nu toe niemand verplicht was om ze te tellen.<\/p>\n<h4>Een nieuwe trend volgen<\/h4>\n<p>Decennialang was de regelgeving rond rij- en rusttijden opgebouwd rond vrachtwagens. Voertuigen van meer dan 3,5 ton - de wettelijke definitie van een vrachtwagen volgens de EU-wetgeving - moesten een tachograaf bij zich hebben om alles te registreren. Chauffeurs dragen smartcards. Bedrijven downloaden de gegevens met voorgeschreven tussenpozen.<\/p>\n<p>Onder die drempel werd algemeen aangenomen dat bestelwagens anders waren. Ze werden gebruikt voor kortere ritten en kleinschalige operaties. Ze vertegenwoordigden een ander risicoprofiel. Maar tegen 2020 was het duidelijk geworden dat de groei van last-mile delivery, grensoverschrijdende pakketdiensten en zelfstandigen die over de EU-grenzen heen werken, zoals hierboven vermeld, een categorie hadden gecre\u00eberd die buiten het veronderstelde kader viel. Voor alle duidelijkheid: binnenlandse activiteiten en bestelwagens van minder dan 2,5 ton blijven vrijgesteld.<\/p>\n<h4>Galileo-satellieten<\/h4>\n<p>De technologie waar het allemaal om draait, is ook de moeite van het begrijpen waard. Want het gaat verder dan wat de meeste mensen zich voorstellen bij het woord tachograaf. De tweede generatie heet de<span class=\"Apple-converted-space\">\u00a0 <\/span>G2V2. Het is een bewakingsknooppunt.<\/p>\n<p>De G2V2 ontleent positiegegevens aan het Europese Galileo satellietsysteem en gebruikt het cryptografische verificatieprotocol OSNMA. Hierdoor is het feitelijk onmogelijk om met locatiegegevens te knoeien. Via de satellietverbinding wordt elke grensovergang automatisch geregistreerd. De bestuurder hoeft dit niet te registreren. Het apparaat verzendt ook gegevens naar lezers langs de weg. Deze kunnen een passerend voertuig verifi\u00ebren zonder het te stoppen.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>De boetes voor niet-naleving zijn ernstig: tot \u20ac 30.000 voor ernstige of herhaalde overtredingen, met de extra mogelijkheid van een herziening die de vergunning van een operator om goederen over de EU-grenzen te vervoeren in gevaar kan brengen. In sommige landen, zoals Spanje en Itali\u00eb, worden voertuigen stilgelegd.<\/p>\n<p>De kosten om er klaar voor te zijn, zijn ook niet triviaal. In tegenstelling tot de vrachtwagensector is de retrofitmarkt voor bestelwagens nog niet volgroeid, omdat bestelwagens structureel duurder zijn. De architectuur van het dashboard verschilt aanzienlijk per model, de bedrading is complexer en alleen EU-gecertificeerde werkplaatsen mogen wettelijk installaties en kalibraties uitvoeren. De all-in kosten bedragen \u20ac3.500 tot \u20ac4.700 per voertuig.<\/p>\n<p>De werkplaatscapaciteit wordt al krapper. Telematicaspecialist Geotab merkte echter op dat degenen die de deadline van juni naderen een arbeidspremie van 40 tot 60% riskeren omdat gecertificeerde monteurs overboekt raken.<\/p>","protected":false},"excerpt":{"rendered":"<p>From July, the delivery van&#8217;s dashboard enters a new era.
