Het aantal langparkeerders is gedaald, de beschikbaarheid van opladers is toegenomen en de inkomsten voor de stad bedroegen 230.000 euro.<\/p>\n<p>Er is een bepaalde frustratie die EV-bestuurders in heel Europa gemeen hebben: ze komen aan bij een openbaar laadstation en zien dat elk laadstation bezet is door een auto waarvan de batterij al uren geleden is opgeladen.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>In kringen van oplaadinfrastructuur heeft dit fenomeen een naam: \u201ccharge hogging\u201d. Stadsplanners hebben geworsteld met de vraag hoe ze dit kunnen ontmoedigen zonder bestuurders te straffen die echt een lange sessie nodig hebben. Gent, dat dringend geld nodig heeft voor zijn dagelijkse werking, besloot er een prijskaartje aan te hangen.<\/p>\n<h4>\u20ac3,60 per uur<\/h4>\n<p>Sinds februari moet elke bestuurder die een elektrisch voertuig dat aangesloten is op een van de openbare oplaadstations in Gent langer dan vier uur laat staan, een rotatietoeslag van \u20ac3,60 per uur betalen.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>Deze beslissing volgde op een eigen analyse van de stad. Hieruit bleek dat voertuigen bij openbare opladers slechts ongeveer 45 procent van de tijd dat ze aangesloten waren stroom afnamen. Voor de overige 55 procent was de bezette ruimte gewoon niet beschikbaar voor andere EV-bestuurders. Er werden ook geen parkeerkosten aangerekend.<\/p>\n<h4>Dalende bezettingsgraad<\/h4>\n<p>Uit de eerste formele evaluatie van de stad (over februari tot april) blijkt dat de vergoeding haar hoofddoel bereikt. Het duidelijkste signaal komt van de langste sessies: het aandeel oplaadmomenten waarbij een voertuig langer dan 24 uur aangesloten bleef, halveerde, van 4 naar 2 procent. De vork tussen 8 en 24 uur kromp ook, van 37 naar 32 procent van alle sessies.<\/p>\n<p>Aan de andere kant van het spectrum steeg het aandeel dagsessies dat binnen vier uur klaar was, en dus helemaal geen toeslag kreeg, van 48 naar 52 procent vergeleken met dezelfde periode vorig jaar.<\/p>\n<p>De bezettingsgraad van de Gentse publieke laders daalde van een jaarlijks gemiddelde van 45 procent in 2025 naar ongeveer 40 procent. Deze evoluties vertalen zich rechtstreeks in een grotere beschikbaarheid voor bestuurders die op zoek zijn naar een open laadpark.<\/p>\n<h4>Dalende curve<\/h4>\n<p>In dezelfde periode incasseerde Gent ongeveer 230.000 euro aan roterende vergoedingen. Maar deze winsten zijn natuurlijk tijdelijk en beginnen al te dalen. Terwijl de dagopbrengsten in februari en maart gemiddeld ongeveer \u20ac2.650 bedroegen, zijn ze in april gedaald tot ongeveer \u20ac2.350, oftewel een daling van ongeveer 11 procent.<\/p>\n<p>Het winstverlies is, paradoxaal genoeg, een marker van succes omdat het aangeeft dat bestuurders zich aanpassen. Een beleid dat bedoeld is om gedrag te veranderen, zal naar verwachting precies deze curve te zien geven. Voorlopig bevindt Gent zich in een overgangsfase wat het roulatietarief betreft.<\/p>\n<p>De daling van de bezettingsgraad kan niet alleen worden toegeschreven aan het tarief, omdat de stad tegelijkertijd haar oplaadnetwerk heeft uitgebreid. Meer opladers betekent meer aanbod, waardoor de gemiddelde bezettingsgraad automatisch daalt, ongeacht het gedrag van de bestuurder.<span class=\"Apple-converted-space\">\u00a0 <\/span>Maar ook het aantal elektrische voertuigen op de Gentse wegen neemt toe.<span class=\"Apple-converted-space\">\u00a0<\/span><\/p>\n<p>De Gentse momentopname van drie maanden geeft een vroege empirische indicatie van hoe het probleem van 'charge hogging' kan worden verholpen.
