De drastische hervorming van de autokeuring in Vlaanderen, gepland door Vlaams minister van Mobiliteit Annick De Ridder, gaat in de tegenovergestelde richting van de nieuwe regelgevingsplannen van de Europese Unie, zegt GOCA, de sectorfederatie die momenteel verantwoordelijk is voor de technische en veiligheidskeuring.<\/p>\n

\u201cWe hebben steeds meer de indruk dat een meer ideologisch standpunt terrein wint in Vlaanderen\u201d, zegt Dirk Snauwaert, woordvoerder van de federatie. \u201cBlijkbaar is de minister op een politieke missie die technische controles eerder ziet als een administratieve en praktische last voor de Vlaamse autobezitter dan als een essentieel instrument om veiligheid, consumentenbescherming en technische controle te garanderen.\u201d<\/p>\n

Paradox<\/h4>\n

De EU Commissie voor Transport en Toerisme (TRAN) van het Europees Parlement stemde onlangs met een duidelijke meerderheid voor een herziening van de regelgeving voor periodieke technische inspecties en wegbewaking. \u201cEuropa streeft naar een nieuw, uitgebreider en meer geharmoniseerd systeem van technische voertuiginspecties,\u201d legt Snauwaert uit.<\/p>\n

\u201cEn dat maakt het geheel nogal tegenstrijdig. Terwijl Vlaanderen de neiging heeft om bepaalde technische controles af te schaffen of te vereenvoudigen, werkt Europa aan het uitbreiden en moderniseren van diezelfde controles.\u201d<\/p>\n

Europa voorziet een \u2018Roadworthiness Package\u2019 met nieuwe regels voor digitale autogegevens, softwarecontrole, ADAS-systemen, elektrische voertuigen, emissietests, fraudedetectie en de verplichte follow-up van terugroepacties van fabrikanten.<\/p>\n

\u201cEuropa geeft een duidelijk signaal dat er minder flexibiliteit moet zijn en dat bijvoorbeeld ook motoren regelmatig gekeurd moeten worden, wat nu in Vlaanderen niet het geval is\u201d, merkt Snauwaert op. \u201cEn in Vlaanderen wordt zelfs de keuring van tweedehands motoren (bij verkoop) weer in vraag gesteld, een maatregel die vier jaar geleden nog werd ingevoerd.\u201d Snauwaert benadrukt dat technische controles alleen goed werken als er maatschappelijke consensus is en een coherent, consistent systeem.<\/p>\n

Niet geamuseerd<\/h4>\n

In een reactie afgelopen vrijdag was de minister not amused. \u201cWe hebben een duidelijke keuze gemaakt en we proberen de autokeuring te moderniseren, consumentvriendelijk te maken en \u2018overinspectie\u2019 (waarbij we strenger zijn dan Europa) weg te nemen. Op de langere termijn zullen onafhankelijke garages ook technische keuringen kunnen uitvoeren. Zo pakken we archa\u00efsche, consumentonvriendelijke praktijken aan zonder de verkeersveiligheid in gevaar te brengen.\u201d<\/p>\n

In haar conclusie haalt de minister ook uit naar de sectorfederatie: \u201cVan een uitvoerend orgaan dat kan werken in een concurrentieloze omgeving verwacht ik een duidelijk engagement voor het algemeen belang binnen een wetgevend kader bepaald door de Vlaamse overheid en geen focus op eigen, individuele financi\u00eble belangen.\u201d<\/p>\n
