De vertraging bij de ontwikkeling van extra offshore windturbines in de Princess Elisabeth Zone (PEZ), een gebied in de Noordzee waar nieuwe windparken gepland zijn, zal weerspiegeld worden in de elektriciteitsrekening van gezinnen en bedrijven. Volgens de onderzoekers zou de vertraging minstens vijf jaar bedragen.<\/span><\/p>\n

Het offshore-eiland is een complex en ongekend technisch project. De bouw- en materiaalkosten zijn sterk gestegen na COVID, inflatie, verstoringen van de toeleveringsketen en de oorlog in Oekra\u00efne. Europa heeft ook onderschat hoe snel transmissie-infrastructuur cruciaal zou worden voor elektrificatie.<\/p>\n

De totale extra kosten zouden oplopen tot 400 miljoen euro in 2030, volgens berekeningen van onderzoeksinstituut VITO binnen het samenwerkingsplatform EnergyVille.<\/span><\/p>\n

Strategisch voor energieonafhankelijkheid<\/h4>\n

De Prinses Elisabethzone is de volgende grote offshore-winduitbreidingszone van Belgi\u00eb in de Noordzee. Er is gepland om ongeveer 3,5 GW offshore windcapaciteit toe te voegen, genoeg om miljoenen gezinnen van stroom te voorzien en om een belangrijke pijler van het Belgische elektrificatiebeleid te worden.<\/p>\n

Het project omvat nieuwe offshore windmolenparken, offshore energiehubs en internationale interconnectoren die Belgi\u00eb verbinden met andere Noordzeelanden. De federale regering en netbeheerder Elia Group hebben het al lang omschreven als strategisch voor energieonafhankelijkheid, prijsstabiliteit en industrieel concurrentievermogen.<\/p>\n

Zonder die windparken heeft Belgi\u00eb nog steeds elektriciteit nodig. De ontbrekende stroom, die goed is voor ongeveer 13 tot 15% van het jaarlijkse verbruik, moet dus komen van gascentrales, import, extra zonne-energie en meer back-upcapaciteit van fossiele brandstoffen.<\/p>\n

Het verlies aan windcapaciteit zou worden gecompenseerd door elektriciteit uit aardgas, wat een hogere CO2-uitstoot met zich meebrengt en dus hogere CO2-belastingen (onder het emissiehandelssysteem van de Europese Unie) die worden doorberekend aan de consument.<\/span>\u00a0consumentenrekeningen.<\/p>\n

Bijkomende kosten<\/h4>\n

Hierdoor zou de uiteindelijke elektriciteitsrekening in 2030 tussen 4 en 7% hoger uitvallen dan in het eerdere scenario, waarin de PEZ al volledig ontwikkeld zou zijn.<\/span>, wat neerkomt op zo'n 200 tot 400 miljoen euro aan extra kosten. <\/span><\/p>\n

Als de bouw van de windparken tien jaar zou worden uitgesteld, zou het verschil in de energierekening oplopen tot 5 \u00e0 10% in 2035. Het exacte percentage zal afhangen van toekomstige gasprijzen, koolstofprijzen, de beschikbaarheid van kernenergie, de inzet van batterijen en de integratie van het EU-netwerk.<\/span><\/p>\n

\u2018Een groot risico\u2019<\/h4>\n

Daarnaast wijst het rapport erop dat het gebrek aan interconnecties voor offshore windenergie met andere landen ook \u201ceen groot risico\u201d vormt: ook dit zal leiden tot een hoger gasverbruik, meer prijsschokken en een grotere energie-invoer.<\/span><\/p>\n

Zonder sterke interconnecties kan een overschot aan windenergie niet effici\u00ebnt tussen landen worden verplaatst, verspreiden prijsschokken zich gemakkelijker en blijft back-up gascapaciteit noodzakelijk.<\/p>\n

Economische impact<\/h4>\n

Met interconnecties kan Belgi\u00eb overtollige windenergie exporteren, goedkope hernieuwbare elektriciteit importeren, prijzen stabiliseren en zijn afhankelijkheid van gas verminderen. Daarom zegt EnergyVille dat vertragingen daar een nog grotere economische impact kunnen hebben dan de windparken alleen.<\/p>\n

Belgi\u00eb zal ook afhankelijker worden van invoer, wat riskant is omdat Belgi\u00eb dan afhankelijker wordt van naburige markten. Buurlanden kunnen ook te maken krijgen met tekorten, en prijzen kunnen regionaal pieken in periodes van stress. Dat werd goed zichtbaar tijdens de energiecrisis van 2022.
