Met dit voorstel willen de hulpdiensten de stijging van het aantal ongevallen met dit vervoermiddel een halt toeroepen.<\/p>\n<p>Hoe goedbedoeld het ook is - en begrijpelijk gezien de frustratie van SEH-artsen die dagelijks met slachtoffers te maken hebben - het voorstel is meer een pleisteroplossing dan een gerichte maatregel, en het is oneerlijk tegenover degenen die de e-scooters wel op de juiste manier gebruiken.<\/p>\n<p>Toch bestaat het ZAS-voorstel al in een paar steden, meestal in Europa, met soms opvallende resultaten.<\/p>\n<h4>Meer ongelukken en slachtoffers<\/h4>\n<p>Terwijl er in 2019 34 verkeersslachtoffers waren met e-scooters in Antwerpen, steeg dat aantal tot 342 in 2025. Dit vervoermiddel staat op de derde plaats in de categorie \u201cfiets\u201d. Het aantal ongevallen met e-scooters steeg met 41% ten opzichte van 2024, en het aantal slachtoffers met 31%.<\/p>\n<p>Volgens Kurt Anseeuw, hoofd van de spoedgevallendienst van ZAS, de grootste ziekenhuisgroep van Belgi\u00eb met 13 campussen, zijn verwondingen \u201cs nachts ernstiger. \u201dMensen die uitgaan in de stad nemen vaak een gedeelde e-scooter om thuis te geraken. In sommige gevallen zijn ze bijvoorbeeld onder invloed van alcohol. Bovendien zijn deze mensen niet gewend om op een e-scooter te rijden.\"<\/p>\n<p>Volgens cijfers van de Antwerpse politie gaat het bij deze ongevallen echter vooral om particuliere e-scooters en niet om gedeelde e-scooters. Gedeelde e-scooters zijn veiliger door hun grotere wielen en de aanbieders leggen ook een snelheidsbeperking op.<\/p>\n<h4>Selectief<\/h4>\n<p>In ieder geval zorgt het ZAS-voorstel opnieuw voor controverse over het gebruik van e-scooters in het verkeer. Maar hoe goedbedoeld het voorstel ook is, het richt zich op de e-scooters zelf terwijl het echte probleem het gedrag van de gebruikers is.<\/p>\n<p>Bovendien benadeel je met zo'n nachtelijk verbod ook gebruikers die deze duurzame vervoerswijze juist gebruiken en voor wie het 's nachts een noodzakelijk vervoermiddel is - bijvoorbeeld om naar het werk te gaan - als aanvulling op of vervanging van het openbaar vervoer. Bovendien is de selectiviteit moeilijk te rechtvaardigen. Nachtelijke auto- en fietsongevallen worden niet op dezelfde manier aangepakt, ook al zou de logica identiek moeten zijn en is de auto toch veruit het gevaarlijkste voertuig.<\/p>\n<p>Een verplichte helm (het Koninklijk Besluit ligt klaar), snelheidsbeperkingen via GPS, een hogere minimumleeftijd, alcoholsloten (Bolt heeft een verplichte in-app alcoholtest voor nachtelijke gebruikers), of gerichte alcoholcontroles zijn minder indringend en kunnen effectiever zijn.<\/p>\n<figure id=\"attachment_186487\" aria-describedby=\"caption-attachment-186487\" style=\"width: 1024px\" class=\"wp-caption aligncenter\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"wp-image-186487 size-full\" src=\"https:\/\/i0.wp.com\/newmobility.news\/wp-content\/uploads\/2026\/05\/bird-e-scooters-launch-helsinki-guide-how-to-ride-safely-3-1024x666-1.png?resize=640%2C416&#038;ssl=1\" alt=\"\" width=\"640\" height=\"416\" \/><figcaption id=\"caption-attachment-186487\" class=\"wp-caption-text\">Bird e-scooters in Helsinki \/Bird<\/figcaption><\/figure>\n<h4>Avondklok in verschillende steden in de EU en de VS<\/h4>\n<p>Hoewel dit in Europa vrij zeldzaam is, leggen verschillende steden in de VS een nachtelijk uitgaansverbod of een volledig verbod op deelbare e-scooters op om ongelukken en verwondingen te voorkomen. Dit is het geval in Houston, Chicago, Cincinnati, Dallas en Miami. Maar we zien ook dat steden zoals Atlanta, waar verhuur van e-scooters eerder elke nacht zeven uur lang werd verboden, delen van het verbod hebben teruggedraaid om beter tegemoet te komen aan de late forenzen, en dat eigenaars van e-scooters zijn vrijgesteld van de avondklok.<\/p>\n<p>In Europa vallen de Scandinavische landen op door hun strengere beleid voor gedeelde e-scooters. In Oslo werd in 2021 een nachtelijk verbod ingevoerd, juist omdat hulpdiensten overbelast raakten: het aantal ongevallen met e-scooters daalde in de maanden daarna met meer dan de helft.<\/p>\n<p>Vervolgens werden de regels versoepeld en werden e-scooters 's nachts niet langer geblokkeerd, deels omdat de Noorse overheid de regels voor e-scooters gelijkstelde aan die voor auto's: een strikt zero-tolerancebeleid voor rijden onder invloed (Noorwegen hanteert een strenge limiet van 0,02% bloedalcoholconcentratie); bovendien riskeer je een enorme boete en kun je zelfs je rijbewijs kwijtraken.<\/p>\n<p>Maar omdat de stad sindsdien meer gedeelde e-scooters heeft toegestaan, waardoor het aantal is gestegen van 8.000 naar 16.000 voertuigen, is het aantal ongelukken weer gestegen en moeten de providers de dienstverlening 's nachts tussen 23.00 en 05.00 uur opnieuw opschorten.<\/p>\n<p>Verschillende steden in Finland hebben ook strenge regels ingevoerd, waaronder Helsinki en Turku. Uit een studie op basis van pati\u00ebntendossiers bleek dat het risico op verwondingen met ongeveer de helft daalde nadat de maatregelen in Helsinki waren ingevoerd: van 528 verwondingen in de vergelijkingsperiode van 2021 naar 318 in 2022.<\/p>\n<p>Het meest extreme voorbeeld is natuurlijk Parijs, waar na een controversieel referendum gedeelde e-scooters sinds 2023 volledig verboden zijn.
