Zowel treinbestuurders als conducteurs bij De Lijn, MIVB\/STIB en LETEC zullen binnenkort bodycams mogen dragen. Dat heeft de federale ministerraad beslist. Het wetsontwerp moet nog worden goedgekeurd door de Raad van State en vervolgens door het Parlement vooraleer het in werking kan treden.<\/p>\n

Met deze maatregel hoopt de regering het aantal agressiegevallen in het openbaar vervoer terug te dringen. Onder andere de openbare treinmaatschappij NMBS had roepen al lang<\/a> voor body camera's, maar juridische bezwaren en zorgen over privacywetten hebben de invoering ervan tot nu toe in de weg gestaan. Het doel is om eind dit jaar alles rond te hebben.<\/p>\n

Bewijs in gevallen van agressie<\/h4>\n

Meer bepaald kunnen body camera's binnenkort gedragen worden door chauffeurs en personeelsleden van de openbare vervoersmaatschappijen NMBS, MIVB\/STIB, De Lijn en LETEC, maar ook door inspecteurs van steden en gemeenten, bewakingsagenten bij evenementen en brandweerlui.<\/p>\n

Dat het dragen van bodycams soms bijzonder relevant kan zijn, blijkt uit een agressie-incident dat afgelopen zondagavond plaatsvond. Bij een vechtpartij op de Kusttram in De Haan raakten meerdere medewerkers van De Lijn en politieagenten gewond. De kaartjescontroleurs van De Lijn waren bezig met een kaartjescontrole toen vier jongeren zonder geldig vervoerbewijs werden aangetroffen; drie van hen probeerden weg te lopen. De controleurs probeerden hen tegen te houden, waarna de situatie escaleerde.<\/p>\n

In het algemeen kunnen lichaamscamera's helpen bij het de\u00ebscaleren van incidenten en de beelden kunnen door zowel burgers als autoriteiten worden gebruikt als bewijs in gevallen van agressie of bijvoorbeeld beschuldigingen van ongepast gedrag.<\/p>\n

Verbeterd gevoel van veiligheid<\/h4>\n

\u201cDegenen die ons beschermen en de maatschappij dienen, moeten zelf ook beschermd worden\u201d, zegt minister van Binnenlandse Zaken Bernard Quintin (MR), wiens wetsvoorstel groen licht heeft gekregen. \u201cHet uitbreiden van het gebruik van lichaamscamera's biedt een extra hulpmiddel om duidelijk vast te stellen wie waarvoor verantwoordelijk is bij incidenten of geweld.\u201d<\/p>\n

Jean-Luc Crucke (Les Engag\u00e9es), minister van Mobiliteit, wijst ook op het verhoogde veiligheidsgevoel voor passagiers en personeel. \u201cVeiligheid in het openbaar vervoer is een van onze prioriteiten en een noodzakelijke voorwaarde om ervoor te zorgen dat iedereen rustig en veilig kan reizen,\u201d aldus de minister.<\/p>\n

30 tot 90 dagen gegevens bewaren<\/h4>\n

De camera's worden geactiveerd wanneer er een risico is op agressie of geweld tegen personen. Iedereen die wordt gefilmd, moet hiervan op de hoogte worden gebracht. De tekst bevat waarborgen met betrekking tot de bescherming van persoonsgegevens, in overeenstemming met de Europese regelgeving. De beelden worden maximaal 30 tot 90 dagen bewaard.<\/p>\n

Voor brandweerlieden voorziet het ontwerp ook in assistentiecamera's die in realtime kunnen worden gebruikt tijdens operaties. Deze systemen maken real-time begeleiding van personeel tijdens een operatie mogelijk, garanderen de veiligheid van personeel en derden en sturen beelden door naar de commandopost.<\/p>\n

Voormalig minister van Binnenlandse Zaken Annelies Verlinden lanceerde begin 2023 een soortgelijk plan, maar kon dit niet doorzetten vanwege privacywetgeving.
