Om de laatste autofabriek van Belgi\u00eb te steunen, biedt de Vlaamse regering Volvo Cars een subsidiepakket aan van maximaal 119 miljoen euro. Het aanbod werd als offici\u00eble brief naar het hoofdkantoor in G\u00f6teborg gestuurd. Wordt hiermee het probleem bij de wortel aangepakt of wordt er alleen tijd gewonnen?<\/p>\n

Terwijl Volvo zich opmaakt voor zijn nieuwe fabriek in Slowakije, waar de loonkosten veel lager liggen, wordt de fabriek in Gent geconfronteerd met een kostenprobleem. Het voedt de vrees dat de laatste autofabriek in Belgi\u00eb, en de grootste industri\u00eble werkgever van het land, een onwelkom lot wacht.<\/p>\n

Het probleem is dat de huidige verkoopprestaties van het automerk een nieuwe fabriek niet rechtvaardigen. Die beslissing werd genomen door de vorige CEO, Jim Rowan, op basis van een buitenproportionele en flagrante groei (1 miljoen eenheden in Europa) die nog niet is gerealiseerd (EU: 332.000 eenheden in 2025).<\/p>\n

Wat zit er in het pakket?<\/b><\/b><\/h4>\n

De politiek heeft een rol gespeeld, want premier De Wever heeft een speciale taskforce ge\u00efnstalleerd om de toekomst van de fabriek in Gent veilig te stellen. De eerste actie is een subsidiepakket van 119 miljoen euro.\u00a0<\/span><\/p>\n

Dit is geen geschenk - het zou niet toegestaan zijn volgens de EU-regels. Minister-president van Vlaanderen, Matthias Diependaele (N-VA), was voorzichtig om dit allesbehalve als een blanco cheque te zien.\u00a0<\/span><\/p>\n

Het pakket bestaat uit drie delen: \u20ac80 miljoen aan innovatiesteun - gespreid over tien jaar - voor geavanceerde productie, elektrificatie, batterijtechnologie en digitalisering; \u20ac30 miljoen voor duurzame investeringen in energie-effici\u00ebntie (energiekosten zijn een grote kopzorg voor industri\u00eble vestigingen in Belgi\u00eb) en circulaire productieprocessen. Nog eens \u20ac9 miljoen gaat naar opleidingssteun voor de 6.500 werknemers in Gent.<\/p>\n

Ben er eerder geweest<\/h4>\n

Dat geld wordt pas vrijgemaakt als de investeringen ook echt gebeuren. De Vlaamse regering zegt dat ze concrete toezeggingen wil zien van Volvo en zijn Chinese moederbedrijf Geely voordat er geld wordt vrijgemaakt.<\/p>\n

Het subsidieaanbod is politiek logisch. Het toont aan dat de Vlaamse overheid actie onderneemt, en iets doen is beter dan niets doen. Maar het track record in vergelijkbare situaties biedt niet veel soelaas.<\/p>\n

Ford Genk ontving ook subsidies en kreeg te horen dat het 42,9 miljoen euro moest terugbetalen bij de sluiting in 2012. Ford weigerde beleefd en gaf zijn gebouwen in plaats daarvan voor een symbolische euro. Renault Vilvoorde, Audi Brussel en Opel Antwerpen kregen allemaal op een bepaald moment overheidssteun. Maar dat weerhield het topmanagement er niet van om uiteindelijk de stekker eruit te trekken.<\/p>\n

Structureel nadeel<\/h4>\n

Een overheid kan maar zoveel doen. Subsidies kopen tijd en kunnen de concurrentiepositie verbeteren. Wat ze niet kunnen doen is onderliggende structurele problemen oplossen: energiekosten, loonindexering en complexiteit van vergunningen.\u00a0<\/span><\/p>\n

Gent heeft nog een structureel nadeel: het is de enige Volvo-fabriek in Europa zonder megagietcapaciteit. De nieuwe generatie elektrische Volvo-modellen vereist dit proces - grote delen van het chassis gegoten als enkele aluminium stukken - en de installatie ervan kost honderden miljoenen euro's (waarvoor de subsidies de pil zouden kunnen verzoeten).<\/p>\n

G\u00f6teborg heeft hem en Kosice heeft hem. Daarom verhuist de 40-serie naar Slowakije en blijft Gent over met de EX30 als ankerpunt. Met ongeveer 6.500 werknemers is Gent ongeveer even groot als Volvo's fabriek in Torslanda bij G\u00f6teborg, terwijl de nieuwe fabriek in Ko\u0161ice in Slowakije naar verwachting ongeveer 3.300 directe banen zal cre\u00ebren - een herinnering aan hoeveel industrieel gewicht er in Belgi\u00eb op het spel staat.<\/p>\n

Geely kiest voor Spanje?<\/h4>\n

Er is een scenario dat alles zou kunnen veranderen. Aangezien Volvo's moederbedrijf Geely gedeelde EV-platforms gebruikt voor zijn hele portfolio - Volvo, Polestar, Zeekr, Lynk & Co en zijn eigen merk - zou de Gentse fabriek een assemblagehub kunnen worden voor zustermerken die Europese importtarieven proberen te omzeilen.\u00a0<\/span><\/p>\n

Maar verrassend genoeg doken er geruchten op dat Geely een assemblagelijn wil kopen in de fabriek van Ford in Valencia om die modellen onder het Geely-merk te produceren. De ironie zou bitter zijn. Valencia is ook de fabriek bij uitstek voor de assemblage van de Mondeo en de S-Max\/Galaxy, die deze modellen overneemt van Ford Genk na de sluiting ervan.<\/p>","protected":false},"excerpt":{"rendered":"
