Nadat 16 Europese landen, waaronder Belgi\u00eb en Nederland, eind vorig jaar hadden opgeroepen tot uniforme Europese wetgeving voor e-scooters, dringen de Benelux-landen er nu ook bij de Europese Commissie op aan om te werken aan een geharmoniseerd Europees kader voor e-scooters en andere lichte elektrische voertuigen.<\/p>\n

De drie landen wijzen op een toenemende versnippering van de nationale regelgeving, \u201cwat leidt tot veiligheidsrisico\u2019s, rechtsonzekerheid voor marktpartijen en belemmeringen voor innovatie.\u201d<\/p>\n

Een lappendeken van regels<\/h4>\n

Er bestaat momenteel geen EU-wetgeving voor e-scooters, wat betekent dat landen vrij zijn om hun eigen regels vast te stellen. Daardoor lopen de juridische status en de gebruiksvoorwaarden sterk uiteen van het ene EU-land tot het andere.<\/p>\n

Zo heeft de Brusselse regering vorige week besloten om het delen van e-scooters te verbieden<\/a> vanaf 2027 (hoewel particulier gebruik wel toegestaan blijft), terwijl ze in Antwerpen wel beschikbaar blijven.<\/p>\n

Tegelijkertijd blijft het gebruik van e-scooters en andere lichte elektrische voertuigen in Europese steden toenemen. Ook de Benelux-landen beschouwen lichte elektrische voertuigen als \u201ceen toegankelijke en duurzame aanvulling op bestaande vervoerssystemen, met name voor de eerste en laatste kilometers van een reis\u201d.\u201d<\/p>\n

Markttoezicht<\/h4>\n

Zij zijn echter van mening dat het ontbreken van geharmoniseerde technische voorschriften ertoe leidt dat niet alle voertuigen die op de markt komen voldoende veiligheidsgaranties bieden voor gebruik op de openbare weg.<\/p>\n

Het ontbreken van uniforme Europese productnormen maakt het bovendien moeilijk om onveilige of niet-conforme voertuigen effectief van de markt te weren, en dat maakt het er niet eenvoudiger op voor gebruikers of fabrikanten, die juist vanwege het gebrek aan degelijke geharmoniseerde Europese wetgeving vaak met ongegronde bezwaren worden geconfronteerd.<\/p>\n

De Benelux-landen roepen de Europese Commissie dan ook op om geharmoniseerde technische voorschriften vast te stellen. Daarnaast moet er een systeem voor typegoedkeuring of conformiteitsbeoordeling worden ingevoerd.<\/p>\n

Daarnaast wordt er aangedrongen op duidelijke procedures voor markttoezicht en handhaving, alsook op samenhang met de bestaande EU-regelgeving inzake voertuigveiligheid en markttoezicht.<\/p>\n

E-scooters voor persoonlijk gebruik \u2013 vooral de goedkopere modellen \u2013 zijn vaak minder veilig dan de zwaardere e-scooters voor verhuur: de modellen voor deeltjen hebben doorgaans grotere wielen en snelheidsbegrenzers.<\/p>","protected":false},"excerpt":{"rendered":"
