Vanaf 1 juli 2026 zullen veel verkeersboetes in Belgi\u00eb met 10% stijgen. De regering-De Wever heeft de maatregel eind vorig jaar aangekondigd<\/a> als onderdeel van zijn inspanningen om extra begrotingsinkomsten te genereren. De ingangsdatum is nu vastgesteld.<\/p>\n

De verhoging geldt voor boetes die onmiddellijk moeten worden betaald: de standaardboetes die voor veel veelvoorkomende overtredingen worden opgelegd zonder dat er een rechtszitting plaatsvindt. Dit heeft gevolgen voor bestuurders die worden betrapt op te hard rijden, het niet dragen van een veiligheidsgordel, het gebruik van een mobiele telefoon achter het stuur of rijden onder invloed.<\/p>\n

Aan de hand van enkele voorbeelden uit het dagelijks leven wordt de impact duidelijk. Een lichte snelheidsovertreding, die momenteel ongeveer \u20ac 68 kost, zal stijgen tot ongeveer \u20ac 74. Het niet dragen van een veiligheidsgordel gaat van \u20ac 126 naar \u20ac 138. Het gebruik van een mobiele telefoon in de hand tijdens het rijden, een overtreding van de derde graad, stijgt van \u20ac 182 naar \u20ac 201.<\/p>\n

Ook de straffen voor rijden onder invloed worden strenger, hoewel de hoogte ervan afhangt van het gemeten alcoholgehalte en van de opgelegde sanctie. In ernstige gevallen vormt de geldboete slechts een deel van de gevolgen.<\/p>\n

Zullen hogere boetes de wegen veiliger maken?<\/h4>\n

Dat is de hamvraag. Verkeersveiligheidsexperts betwijfelen of een relatief bescheiden verhoging van de boete op zich het gedrag van automobilisten wezenlijk zal veranderen.<\/p>\n

Volgens Stef Willems, woordvoerder van het verkeersveiligheidsinstituut Vias, werkt de kans om betrapt te worden veel afschrikwekkender dan de hoogte van de boete. Een flitspaal, zichtbare politiecontroles of gerichte wegcontroles hebben daarom waarschijnlijk meer invloed op het gedrag dan een kleine verhoging van het te betalen bedrag.<\/p>\n

Dit betekent niet dat boetes geen rol spelen. Maar de invloed ervan op de verkeersveiligheid hangt af van wat er om hen heen gebeurt. De opbrengsten uit boetes kunnen bijdragen aan een betere handhaving, voorlichtingscampagnes en verbetering van de wegeninfrastructuur. Gerichte controles op kruispunten, in de omgeving van scholen, bij zebrapaden en op andere plaatsen waar kwetsbare weggebruikers een groter risico lopen, kunnen een tastbaar verschil maken.<\/p>\n

Het intrekken van een vergunning heeft grotere gevolgen<\/h4>\n

Voor sommige overtredingen gaan de gevolgen al verder dan alleen een boete. Sinds februari kan het gebruik van een mobiele telefoon tijdens het rijden leiden tot een onmiddellijke intrekking van het rijbewijs voor 15 dagen. Bij rijden onder invloed kan een alcoholconcentratie in het bloed van 0,8 g\/l of meer eveneens leiden tot een onmiddellijke intrekking van het rijbewijs voor 15 dagen.<\/p>\n

Deze maatregelen kunnen een groter effect hebben dan een hogere boete, omdat ze het dagelijks leven rechtstreeks verstoren. Het verlies van het rijbewijs heeft gevolgen voor het werk, de gezinsverplichtingen en de mobiliteit, op een manier die een extra boete van \u20ac10 of \u20ac20 vaak niet heeft.<\/p>\n

\u201cEen melkkoe\u201d voor de staat?<\/h4>\n

Automobilistenorganisaties stellen al lang dat verkeersboetes te vaak worden gebruikt om de staatskas te spekken in plaats van om de verkeersveiligheid te verbeteren. Hun kritiek zal waarschijnlijk nog toenemen nu de verhoging expliciet in verband wordt gebracht met begrotingsbehoeften.<\/p>\n

De echte test zal zijn of de overheid hogere boetes koppelt aan betere handhaving en een veiliger wegontwerp. Critici stellen dat de controles zich moeten concentreren op plaatsen waar gevaarlijke verkeersstromen samenkomen en waar voetgangers en fietsers het meest kwetsbaar zijn \u2013 en niet alleen op locaties met een laag risico waar boetes gemakkelijk te innen zijn.<\/p>\n

Hogere boetes kunnen meer inkomsten opleveren. Of ze de Belgische wegen ook veiliger maken, hangt vooral af van de kans om betrapt te worden en van de manier waarop het geld wordt besteed.<\/p>","protected":false},"excerpt":{"rendered":"
