De ongebreidelde groei van het toerisme, aangewakkerd door het toegenomen luchtverkeer, leidt in heel Europa tot een onbetaalbare huisvestingscrisis, aldus de ngo Transport & Environment (T&E). In enkele van de populairste bestemmingen, zoals Spanje, Portugal, Itali\u00eb en Griekenland, hebben bewoners tijdens de zomerse hoogseizoenmaanden geprotesteerd, vaak vanwege de druk op de betaalbare woningmarkt. Zuid-Europa en Ierland lijken het zwaarst getroffen te zijn.<\/p>\n

A nieuw onderzoek<\/a> Uit een rapport van de New Economics Foundation (NEF), opgesteld in opdracht van T&E, blijkt dat de gemiddelde jaarlijkse huurprijzen in vijf van de grootste toerismeafhankelijke economie\u00ebn van Europa de komende vijf jaar (2026-2031) naar verwachting met maximaal 250 euro per jaar zullen stijgen als gevolg van het inkomend luchttoerisme. Deze stijgingen zullen vooral huishoudens met een lager inkomen treffen, aangezien de inkomens geen gelijke tred houden met de huurkosten.<\/p>\n

In absolute termen zal Ierland naar verwachting de grootste stijging kennen, met een huurverhoging van \u20ac 250 per jaar. In relatieve termen worden voor Griekenland, Portugal en Spanje de grootste stijgingen voorspeld, met huurprijsstijgingen van \u20ac 160 tot \u20ac 220. Aangezien huizen- en huurprijzen gevoelig zijn voor het aantal internationale toeristen, ongeacht de vervoerswijze, wordt in het onderzoek de bijdrage van het luchtvervoer apart bekeken.<\/p>\n

Luchtvervoer<\/h4>\n

Uit het onderzoek blijkt dat Europese regio\u2019s die te maken hebben met de hevigste lokale weerstand tegen overtoerisme, zoals de Balearen, Kreta en Madeira, vrijwel altijd de hoogste aantallen buitenlandse bezoekers per inwoner registreren, waarbij de overgrote meerderheid per vliegtuig arriveert.<\/p>\n

De luchtvaartsector is verantwoordelijk voor naar schatting 52%<\/a> van de directe uitstoot van de wereldwijde toeristische sector en een groot deel van de uitstootgroei in deze sector. In Europa zal de uitstoot als gevolg van internationale toeristen die per vliegtuig aankomen tussen 2016 en 2030 naar verwachting met meer dan 60% stijgen.<\/p>\n

Ondanks de toenemende bezorgdheid over de gevolgen van het toerisme voor lokale gemeenschappen en de klimaatrisico\u2019s in de regio, blijven Europese regeringen volop inzetten op groei die wordt aangedreven door de luchtvaart en het toerisme. Spanje heeft 12,9 miljard euro uitgetrokken voor investeringen in luchthavens, waaronder de uitbreiding van de luchthavens van Barcelona en Madrid. Athene voert momenteel een uitbreiding van 1,3 miljard euro door om de jaarlijkse passagierscapaciteit met 25% te vergroten, terwijl in Lissabon volop gewerkt wordt aan de uitbreiding van de terminals.<\/p>\n

\u201cDit onderzoek toont aan dat we de protesten tegen het toerisme ter plaatse niet los kunnen zien van de toename van het aantal vluchten dat boven ons hoofd aankomt,\u201d zegt Denise Auclair, hoofd van de Travel Smart-campagne van T&E. \u201cProberen de overbevolking door het toerisme in toom te houden en tegelijkertijd de luchthavens in Dublin, Barcelona of Lissabon uit te breiden, is een verloren strijd,\u201d voegt ze eraan toe. \u201c<\/p>\n

\u201dAls overheden serieus werk willen maken van het behoud van betaalbare woningen en het halen van de klimaatdoelstellingen, moeten ze onmiddellijk een halt toeroepen aan de uitbreiding van luchthavens en hun strategie\u00ebn op het gebied van toerisme en vervoersverbindingen herzien,\" concludeert ze.<\/p>\n

Bij de meeste methoden voor economische effectbeoordeling in de luchtvaart wordt geen rekening gehouden met de gevolgen voor vastgoed- en huurprijzen, zelfs niet wanneer dergelijke gevolgen hoog op de politieke agenda staan. Volgens het onderzoek zal het niet onderkennen van de mate waarin de groei van het luchtverkeer overtoerisme in de hand werkt en de gevolgen daarvan voor gemeenschappen leiden tot een beperkte en ineffici\u00ebnte reactie van de overheid, zo stelt T&E.<\/p>\n

Geen salarisvoordelen<\/h4>\n

Uit de analyse blijkt ook dat een toename van het luchtvervoer niet noodzakelijkerwijs leidt tot hogere lonen voor werknemers. Sterker nog: landen met de hoogste aantallen toeristen die per vliegtuig aankomen, zoals Itali\u00eb, Spanje en Frankrijk, scoren het slechtst wat betreft de re\u00eble lonen van werknemers in de toeristische sector, waardoor lokale werknemers in de horeca te maken hebben met dalende lonen terwijl de kosten van levensonderhoud stijgen.<\/p>\n

Tegelijkertijd nemen grote bedrijven een steeds groter deel van het geld voor hun rekening dat toeristen uitgeven aan accommodatie in Spanje, Frankrijk, Griekenland en Itali\u00eb. Toch merken lokale werknemers in de toeristische sector daar niets van in hun salaris.<\/p>\n

\u201cVaak wordt bij de uitbreiding van luchthavens aan de lokale gemeenschappen een schat aan economische voordelen beloofd, maar wat we in de cijfers zien, zet vraagtekens bij deze aanname. Er zijn weliswaar banen gecre\u00eberd, maar de lage lonen die daarbij horen, vormen een schamele compensatie voor de stijgende woonlasten, de overbelaste infrastructuur en de toenemende vervuiling,\u201d aldus dr. Alex Chapman, hoofd Economisch Beleid bij de New Economics Foundation.<\/p>\n

Dr. Chapman vervolgde: \u201cDeze gevolgen zijn ook schadelijk voor de economie in bredere zin. Uit onze analyse blijkt dat de investeringen in niet-toeristische bedrijven afnemen, omdat investeerders ervoor kiezen om in plaats daarvan onroerend goed op te kopen. Hierdoor raken werknemers verstrikt in hun woonlasten en zijn ze niet in staat om naar een betere baan over te stappen of in hun vaardigheden te investeren.\u201d<\/p>\n

Rechtvaardige waardecreatie<\/h4>\n

Bovendien kunnen hogere vastgoedprijzen de bedrijfsinvesteringen in de economie als geheel doen afnemen. Uit het onderzoek blijkt dat de bedrijfsinvesteringen in de periode 2019-2031 naar verwachting het sterkst zullen dalen in Griekenland, Portugal, Spanje en Itali\u00eb. In absolute termen zullen Itali\u00eb en Spanje de grootste verliezen lijden: deze landen zouden respectievelijk 1,1 miljard euro en 1,0 miljard euro aan jaarlijkse investeringen kunnen verliezen.<\/p>\n

Dit komt doordat hogere prijzen beleggers ertoe aanzetten hun kapitaal in vastgoed te steken in plaats van in productieve en innovatieve sectoren, zoals vervoersmiddelen (bijvoorbeeld elektrische voertuigen of treinen) en informatietechnologie.<\/p>\n

Aangezien de uitstoot van toeristische vluchten naar Europa naar verwachting zal blijven stijgen, beveelt T&E aan dat de komende EU-strategie voor duurzaam toerisme maatregelen bevat om de gevolgen van het internationale luchttoerisme naar Europa kritisch te evalueren, waarbij rekening wordt gehouden met de effecten op cruciale gebieden zoals huisvesting.<\/p>\n

Ten tweede: het aantal internationale vliegreizen naar regio\u2019s waar de toeristische capaciteit bijna verzadigd is, terugdringen, onder meer door af te zien van plannen voor de uitbreiding van luchthavens; en ten derde: de strategie\u00ebn voor toerisme en vervoersverbindingen herzien, bijvoorbeeld door prioriteit te geven aan koolstofarm vervoer zoals het spoor en door de lonen van werknemers te verhogen ter ondersteuning van een rechtvaardige waardecreatie.<\/p>","protected":false},"excerpt":{"rendered":"
