BEV-personenauto\u2019s blijven echter vrijgesteld van belasting, aangezien zij niet onder de Chinese motorrijtuigenbelasting op basis van cilinderinhoud vallen.<\/p>\n<p>Zoals gemeld door CnEVPost hebben het Chinese Ministerie van Financi\u00ebn, de Staatsbelastingdienst en het Ministerie van Industrie en Informatietechnologie besloten de nationale belasting op voertuigen en vaartuigen aan te passen.<\/p>\n<p>De wijzigingen hebben gevolgen voor plug-in-hybriden, met inbegrip van modellen met een bereikverlenger, alsook voor volledig elektrische bedrijfsvoertuigen en bedrijfsvoertuigen op brandstofcellen. De belastingvrijstelling voor deze voertuigcategorie\u00ebn, die sinds 2012 van kracht is, loopt af op 1 januari 2027. Tegelijkertijd wordt ook de bestaande belastingvermindering voor bijzonder effici\u00ebnte voertuigen met een verbrandingsmotor afgeschaft.<\/p>\n<h4>Geen cilinderinhoud<\/h4>\n<p>Personenauto\u2019s op batterij-elektrische aandrijving en brandstofcellen blijven hiervan buiten schot. Aangezien deze voertuigtypes geen cilinderinhoud hebben, blijven ze volgens de Chinese belastingwetgeving vrijgesteld van de jaarlijkse motorrijtuigenbelasting. Dit betekent dat het grootste segment van de Chinese markt voor nieuwe-energievoertuigen (NEV\u2019s) belastingvrij blijft.<\/p>\n<p>De voertuig- en scheepsbelasting is een jaarlijkse bezitsbelasting in China. Voor personenauto\u2019s met een cilinderinhoud tussen 1,6 en 2,0 liter varieert de belasting van 360 tot 660 yuan (\u00b1\u20ac43 tot \u00b1\u20ac79 euro) per jaar, afhankelijk van de provincie. Vanaf 2027 zullen eigenaren van de nieuw onder de regeling vallende voertuigcategorie\u00ebn deze belasting moeten betalen, ongeacht of hun voertuig nieuw is of al eerder geregistreerd stond.<\/p>\n<h4>De stimuleringsmaatregelen hebben hun werk gedaan<\/h4>\n<p class=\"wp-block-paragraph\">Het Chinese ministerie van Financi\u00ebn rechtvaardigt het besluit door te stellen dat de belastingvoordelen hun doel hebben gediend. De regeling, die sinds 2012 van kracht is, heeft aanzienlijk bijgedragen aan de groei van de markt voor elektrische en andere energiezuinige voertuigen.<\/p>\n<p class=\"wp-block-paragraph\">Gezien de inmiddels aanzienlijke marktaandeel van deze voertuigen zijn de randvoorwaarden echter fundamenteel veranderd. Bovendien worden plug-in-hybriden en andere ge\u00eblektrificeerde voertuigen nu beschouwd als economische activa met een hoge waarde, en wordt verwacht dat de belastingheffing hierop zal bijdragen aan meer belastingrechtvaardigheid.<\/p>\n<p class=\"wp-block-paragraph\">Dit besluit sluit aan bij de geleidelijke herori\u00ebntatie van het Chinese subsidiebeleid voor elektrische voertuigen. Na jaren van overheidsstimulansen ter ondersteuning van de sector trekt de regering zich steeds meer terug uit de directe financiering. Onlangs bereikte het aandeel van de zogenaamde NEV\u2019s op de Chinese markt voor personenauto\u2019s een nieuw record van 62,9%.<\/p>\n<p><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"alignnone wp-image-189172 size-full\" src=\"https:\/\/i0.wp.com\/newmobility.news\/wp-content\/uploads\/2026\/07\/Scherm%C2%ADafbeelding-2026-07-06-om-10.30.59.png?resize=640%2C356&#038;ssl=1\" alt=\"\" width=\"640\" height=\"356\" srcset=\"https:\/\/i0.wp.com\/newmobility.news\/wp-content\/uploads\/2026\/07\/Scherm%C2%ADafbeelding-2026-07-06-om-10.30.59.png?w=1598&amp;ssl=1 1598w, https:\/\/i0.wp.com\/newmobility.news\/wp-content\/uploads\/2026\/07\/Scherm%C2%ADafbeelding-2026-07-06-om-10.30.59.png?w=1280&amp;ssl=1 1280w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/p>\n<p class=\"wp-block-paragraph\">BloombergNEF verwacht ook een aanhoudende groei van de Chinese markt voor elektrische voertuigen, maar gaat ervan uit dat het tempo zal afnemen ten opzichte van voorgaande jaren, nu de markt een fase van volwassenheid bereikt. Tegen deze achtergrond lijkt de regering haar aandacht te verleggen van aankoopstimulansen naar het normaliseren van het belastingstelsel.<\/p>\n<h4>De discussies lopen hoog op<\/h4>\n<p>Nu NEV\u2019s de belangrijkste pijler van de verkoop worden, zijn de discussies over belastinghervorming in een stroomversnelling gekomen. Cui Dongshu, secretaris-generaal van de China Passenger Car Association (CPCA), riep vorige maand op tot een hervorming van het traditionele Chinese wegenbelastingstelsel, dat gekoppeld is aan het brandstofverbruik.<\/p>\n<p>Cui wees erop dat NEV\u2019s geen brandstof verbruiken en al geruime tijd gebruikmaken van openbare wegen zonder dat dit belastingkosten met zich meebrengt. Bovendien zijn NEV\u2019s, omdat ze accu\u2019s aan boord hebben, over het algemeen zwaarder dan brandstofaangedreven voertuigen van dezelfde klasse, wat leidt tot grotere slijtage aan de wegen.<\/p>\n<p>Om deze onrechtvaardigheid aan te pakken, stelde Cui voor om een wettelijk vastgelegde wegenbelasting voor voertuigen in te voeren, waarbij gebruik wordt gemaakt van gegevens van het Chinese Beidou-navigatiesatellietsysteem en het nationale platform voor voertuigtoezicht.<\/p>\n<h4>Nieuw belastingstelsel<\/h4>\n<p>Cui wil een uitgebreid mechanisme voor belastingberekening ontwikkelen op basis van het aantal afgelegde kilometers, het voertuiggewicht en de bedrijfsomstandigheden, en daarmee afstappen van het traditionele \u2018one-size-fits-all\u2019-model voor het heffen van wegenonderhoudskosten.<\/p>\n<p>\"Het uitgangspunt is om de consumptie te stimuleren en de bevolking ten goede te komen\", benadrukte Cui, waarbij hij eraan toevoegde dat het nieuwe belastingstelsel de lasten voor gewone gezinnen die de auto gebruiken voor woon-werkverkeer niet mag verzwaren.<\/p>\n<p>Hij stelde voor om voor personenauto\u2019s een jaarlijks belastingvrij kilometerquotum in te voeren, waardoor de dagelijkse woon-werkverplaatsingen en korte ritjes van de overgrote meerderheid van de gezinnen volledig belastingvrij zouden blijven.<\/p>\n<p>Hij adviseerde om in het nieuwe beleid een strikt onderscheid te maken tussen personenauto\u2019s voor woon-werkverkeer en bedrijfsvoertuigen. Voertuigen die veel worden gebruikt en aan zware slijtage onderhevig zijn, zoals vrachtwagens en commerci\u00eble passagiersbussen, zouden de bijbehorende kosten voor de openbare infrastructuur moeten dragen.<\/p>\n<p>Om een soepele overgang van het beleid te waarborgen, stelde Cui voor om te kiezen voor een geleidelijke invoering.
