Vorige week heeft de Vlaamse regering hebben overeenstemming bereikt over een nieuw luchtkwaliteitsplan, dat tot doel heeft Vlaanderen voor te bereiden op de strengere Europese luchtkwaliteitsnormen die in 2030 van kracht worden. <\/span><\/p>\n

Het nieuwe plan is een herziening van de tekst die door de vorige Vlaamse regering was opgesteld, en <\/span>zal in 2027 opnieuw worden beoordeeld. De belangrijkste wijziging is de halvering van de jaarlijkse stikstofdioxidegrenswaarde van 40 naar 20 microgram per kubieke meter.<\/span><\/p>\n

Nog meer maatregelen?<\/h4>\n

De luchtkwaliteit is aanzienlijk verbeterd en Vlaanderen voldoet momenteel aan de geldende Europese grenswaarden. Uit offici\u00eble modellen blijkt echter dat de nieuwe NO\u2082-norm voor 2030 op verschillende drukke verkeerslocaties in Antwerpen en, in mindere mate, in Gent nog steeds zal worden overschreden.<\/p>\n

Een definitief besluit over aanvullende maatregelen is grotendeels uitgesteld. De luchtkwaliteit zal in 2027 en 2029 opnieuw worden beoordeeld, en Er zal worden gekeken naar aanvullende lokale en Vlaamse maatregelen. <\/span><\/p>\n

Strengere LEZ\u2019s<\/h4>\n

Afhankelijk van de resultaten van de monitoring kan Vlaanderen overwegen om strengere milieuzones in te voeren, de motorrijtuigenbelasting aan te passen, tolheffingen in de Scheldetunnels in te voeren of de maximumsnelheid op regionale wegen te verlagen.<\/p>\n

Vlaanderen heeft de geplande aanscherping van de milieuzones in Antwerpen en Gent in 2025 geschrapt, hoewel uit zijn eigen modellen bleek dat strengere toegangsregels de NO\u2082-concentratie in de meest vervuilde straten met meer dan 4 microgram per kubieke meter zouden kunnen verlagen.<\/p>\n

In vergelijking met de rest van Belgi\u00eb hanteert Brussel de strengste aanpak. De lage-emissiezone van Brussel bestrijkt het hele gewest en sluit Euro 5-dieselauto\u2019s en Euro 2-benzineauto\u2019s nu al uit. Walloni\u00eb daarentegen heeft afgezien van de geplande lage-emissiezone voor het hele gewest en geeft de voorkeur aan gerichte lokale maatregelen.<\/p>\n

Andere landen<\/h4>\n

Van de buurlanden streeft Nederland ambitieuzere doelen na op het gebied van emissievrije stadsvrachtvervoer, terwijl Frankrijk beschikt over een groter, maar politiek omstreden netwerk van lage-emissiezones.<\/p>\n

Duitsland kent nog steeds talrijke milieuzones, hoewel veel daarvan aan effectiviteit hebben ingeboet omdat bijna alle moderne auto\u2019s er toegang toe hebben.<\/p>\n

Andere sectoren<\/h4>\n

Het plan heeft echter ook betrekking op andere sectoren dan het wegvervoer. Zo streeft Vlaanderen ernaar om in de havens van Antwerpen en Zeebrugge ten minste 28 ligplaatsen met walstroomvoorziening aan te leggen. <\/span><\/p>\n

Hierdoor kunnen schepen hun motoren uitschakelen wanneer ze in de haven liggen en overschakelen op stroom van het walnet. Toch blijven zeeschepen de grootste uitdaging vormen.<\/span><\/p>\n

\u2018De lat hoger leggen\u2019<\/h4>\n

In de landbouwsector moet de verdere uitvoering van de Programmatische Aanpak van Stikstof (PAS) de grootste bijdrage leveren.<\/span><\/p>\n

\u201cDe luchtkwaliteit in Vlaanderen is de afgelopen decennia aanzienlijk verbeterd, maar we zijn er nog niet\u201d, zei minister van Milieu Jo Brouns (CD&V) vorige week. <\/span><\/p>\n
