Spanje heeft eindelijk het regelgevingskader voor zijn nieuwe stimuleringsprogramma Auto+ goedgekeurd, waarover we al iets hebben gezegd<\/a>, om de aankoop van elektrische voertuigen tot en met 2030 te ondersteunen.<\/p>\n

Zoals gezegd vervangt de regeling MOVES III door centraal beheerde subsidies, waarbij voertuigen zonder het nationale ZERO-emissielabel worden uitgesloten.<\/p>\n

Twee pijlers<\/h4>\n

Het programma is onderverdeeld in twee financieringspijlers. Pijler 1 is bedoeld voor particulieren die geen economische activiteit uitoefenen en heeft betrekking op de aankoop van nieuwe voertuigen of bijna-nieuwe modellen die maximaal 12 maanden oud zijn en al in Spanje zijn geregistreerd.<\/p>\n

Pijler 2 is bedoeld voor bedrijven, zelfstandigen en andere kopers die economische activiteiten uitoefenen. Naast rechtstreekse aankopen vallen hieronder ook financi\u00eble leaseovereenkomsten en huurovereenkomsten met een looptijd van minimaal drie jaar.<\/p>\n

Particuliere kopers kunnen tot \u20ac 4.500 ontvangen voor een M1-personenauto, \u20ac 5.000 voor een N1-elektrische bestelwagen, \u20ac 1.100 voor elektrische motorfietsen in de categorie\u00ebn L3e, L4e en L5e, en \u20ac 1.500 voor vierwielers in de categorie\u00ebn L6e en L7e.<\/p>\n

Daarnaast zou er een extra verplichte korting van 1.000 euro van de fabrikant of dealer moeten gelden, wat neerkomt op een totale besparing van 5.500 euro voor een M1-personenauto.<\/p>\n

Voor zelfstandigen en micro-ondernemingen stijgt de maximale subsidie tot 6.000 euro voor personenauto\u2019s en 7.500 euro voor elektrische bestelwagens. Bedrijven ontvangen dezelfde maximale steun als particuliere kopers, terwijl bedrijven die in aanmerking komen voor het Klimaat- en Sociaal Fonds tot \u20ac 7.000 voor personenauto\u2019s en \u20ac 12.000 voor elektrische bestelwagens kunnen ontvangen.<\/p>\n

Spaanse media melden dat het uiteindelijke subsidiebedrag voor personenauto\u2019s afhankelijk zal zijn van verschillende criteria. Volledig elektrische auto\u2019s krijgen een hogere weging dan plug-in-hybriden en modellen met een range extender.<\/p>\n

Tegelijkertijd zijn er extra stimuleringsmaatregelen voor voertuigen met een prijs onder de 35.000 euro, modellen die in de Europese Unie worden geproduceerd en voertuigen die gebruikmaken van accu\u2019s die ten minste gedeeltelijk binnen de EU zijn geproduceerd.<\/p>\n

In tegenstelling tot MOVES III voorziet het Auto+-programma niet in steun voor laadinfrastructuur of extra slooppremies voor oudere voertuigen. Het programma is goedgekeurd door de Ministerraad, geldt landelijk tot en met 31 december 2030 en is bedoeld om de elektrificatie van het wegvervoer te versnellen.<\/p>\n

Het programma sluit ook alle voertuigen uit die niet in aanmerking komen voor het milieulabel \u201eZERO\u201c van het Spaanse Directoraat-generaal Verkeer (DGT).<\/p>\n

Gecentraliseerd platform en beheer<\/h4>\n

Aanvragen worden ingediend via een centraal onlineplatform dat wordt beheerd door het Ministerie van Industrie en Toerisme; subsidies worden rechtstreeks toegekend via ministeri\u00eble oproepen die uit de nationale begroting worden gefinancierd.<\/p>\n

Volgens berichten in de Spaanse media heeft het programma een budget van 400 miljoen euro en geldt het met terugwerkende kracht voor in aanmerking komende voertuigaankopen die vanaf 1 januari 2026 zijn gedaan.<\/p>\n

Minister van Industrie Jordi Hereu verklaarde dat er momenteel geen plannen zijn om het budget te verhogen. \u201cWij denken niet dat de middelen op zullen raken\u201d, zei hij. \u201cMet die 400 miljoen euro kunnen we het jaar ruimschoots financieren.\u201d<\/p>\n

Eerder waarschuwde het tijdschrift La Tribuna de Automoci\u00f3n dat de middelen mogelijk al in september of oktober op zouden zijn vanwege de terugwerkende kracht van de regeling.<\/p>\n

De nieuwe regeling voorziet ook in een gecentraliseerd beheer dat bedoeld is om de afhandeling van subsidies te versnellen in vergelijking met het vorige MOVES III-programma, waarbij kopers vaak enkele maanden moesten wachten op hun subsidie. Het Auto+-systeem zal de verwerkingstijd naar verwachting terugbrengen tot slechts enkele weken.<\/p>\n

Onmisbaar hulpmiddel<\/h4>\n
