Het verbod op nieuwe benzine- en dieselauto\u2019s in 2035 blijft echter van kracht.<\/p>\n<p class=\"p1\">Het Britse ZEV-mandaat kent een eigen stappenplan om de vastgestelde doelstellingen te halen. Het percentage van de verkoop van nieuwe auto\u2019s dat uit elektrische voertuigen moet bestaan, stijgt elk jaar, van 33% dit jaar tot 80% in 2030. Wanneer deze doelstellingen jaarlijks niet worden gehaald, krijgen fabrikanten te maken met boetes.<\/p>\n<h4>De doelstellingen afzwakken<\/h4>\n<p class=\"p1\">Hoewel de acceptatie van elektrische auto\u2019s in Groot-Brittanni\u00eb tot de hoogste van Europa behoort, voorspelt de Society of Motor Manufacturers and Traders dat het aandeel van volledig elektrische auto\u2019s in 2026 uit zal komen op 27,4 procent, oftewel 5,6% onder de doelstelling van 33 procent die in de regelgeving is vastgelegd.<\/p>\n<p class=\"p1\">Door deze kloof worden autofabrikanten gedwongen om elektrische auto\u2019s tegen verliesgevende prijzen te verkopen of de boetes te betalen. De verplichting bevat echter een herzieningsclausule, die momenteel wordt behandeld om die doelstellingen te versoepelen.<\/p>\n<p class=\"p1\">Om precies te zijn worden in de raadpleging vier opties voorgesteld: de streefwaarde van 80 procent voor nieuwe auto\u2019s zou kunnen blijven, dalen tot 70 procent, dalen tot 60 procent of dalen tot 50 procent. De raadpleging loopt in oktober van dit jaar af, waarna een besluit zal worden genomen.<\/p>\n<p class=\"p1\">Desondanks houdt de regering vast aan het standpunt dat de doelstelling ongewijzigd blijft. Het verbod op nieuwe benzine- en dieselauto\u2019s vanaf 2035 blijft van kracht. Benzineauto\u2019s en mild-hybride voertuigen zouden vanaf 2030 nog steeds verboden zijn, maar volledige hybriden en plug-in-hybriden zouden in de periode 2030-2035 nog toegestaan blijven.<\/p>\n<h4>Supersnelle groei<\/h4>\n<p class=\"p1\">Als voor de laatste optie wordt gekozen, zou de andere helft van de autoverkoop in Groot-Brittanni\u00eb uit PHEV\u2019s moeten bestaan. Bovendien zou de markt in slechts vijf jaar tijd van 50 naar 100 procent moeten groeien.<\/p>\n<p class=\"p1\">In de raadpleging wordt openlijk toegegeven dat dit scenario van alle opties de snelste groei na 2030 zou vereisen. De cijfers zijn van belang. Uit een analyse van Carbon Brief blijkt dat een versoepeling van de doelstelling tot 50 procent ertoe zou kunnen leiden dat er in 2030 tot wel 3 miljoen minder batterij-elektrische voertuigen op de Britse wegen rijden.<\/p>\n<p class=\"p1\">Deze herziening is de critici niet ontgaan. Het voorstel om het belangrijkste klimaatbeleid van het Verenigd Koninkrijk af te zwakken kwam een dag nadat de temperatuur in het land een recordhoogte van 38 \u00b0C had bereikt, wat bosbranden veroorzaakte die huizen verwoestten. Tegelijkertijd wordt de transitie naar elektriciteit beschouwd als de grootste individuele factor in de uitstootvermindering van dit decennium en als een doorslaggevende oplossing voor klimaatverandering.<\/p>\n<p class=\"p1\">De regering wijst op haar beurt op de hoge energieprijzen voor de industrie, de internationale concurrentie en de onzekerheid over de toegang tot exportmarkten als extra drukfactoren voor autofabrikanten.<\/p>\n<h4>Niet de enige<\/h4>\n<p class=\"p1\">Toch stort de markt zeker niet in. Groot-Brittanni\u00eb had in 2024 en 2025 het hoogste aandeel in de verkoop van emissievrije auto\u2019s van alle grote Europese markten \u2013 met uitzondering van Scandinavische landen zoals Noorwegen en Denemarken.<\/p>\n<p class=\"p1\">Een op de vier verkochte nieuwe auto\u2019s is al elektrisch. Volgens de Britse regering hebben meer dan 160.000 automobilisten gebruikgemaakt van de subsidie van 2 miljard pond voor elektrische auto\u2019s, en zijn er meer dan 120.000 openbare oplaadpunten ge\u00efnstalleerd.<\/p>\n<p class=\"p1\">Maar Groot-Brittanni\u00eb is niet de enige regering die op haar schreden terugkeert. De Europese Commissie heeft in december vorig jaar voorgesteld om de CO\u2082-regel voor auto\u2019s voor 2035 te versoepelen van 100 procent naar 90 procent, waardoor er een maas van 10 procent ontstaat voor e-brandstoffen en kredieten voor koolstofarm staal.<\/p>\n<p class=\"p1\">Voor bestelwagens werd voorgesteld om de doelstelling voor 2030 te verlagen van 50 procent naar 40 procent. Aangezien Groot-Brittanni\u00eb van plan is om zijn doelstelling van 100 procent emissievrije voertuigen voor 2035 te handhaven, zou het land nog steeds strengere definitieve regelgeving hebben dan het vasteland.
