{"id":191987,"date":"2026-08-19T09:53:07","date_gmt":"2026-08-19T07:53:07","guid":{"rendered":"https:\/\/newmobility.news\/?p=191987"},"modified":"2026-08-22T11:35:50","modified_gmt":"2026-08-22T09:35:50","slug":"belgiums-technical-car-checks-split-three-ways-ruffling-feathers-south","status":"publish","type":"post","link":"https:\/\/newmobility.news\/nl\/2026\/08\/19\/belgiums-technical-car-checks-split-three-ways-ruffling-feathers-south\/","title":{"rendered":"Belgische technische autokeuring split in drie, wat in het zuiden voor opschudding zorgt"},"content":{"rendered":"<p>Vanaf 1 september zal Vlaanderen een totaal andere aanpak hanteren voor technische voertuigkeuringen dan Brussel in Walloni\u00eb. Gewone personenauto\u2019s hoeven slechts om de twee jaar te worden gekeurd, ongeacht hun leeftijd of kilometerstand.<\/p>\n<p>Door deze maatregel komt Vlaanderen dichter bij het Europese minimum en bij landen als Duitsland en Frankrijk. Toch maakt het het toch al geregionaliseerde Belgische systeem aanzienlijk minder uniform, waardoor het een systeem met drie snelheden wordt.<\/p>\n<p>De nieuwe regels waren al enige tijd bekend, maar de mobiliteitsorganisatie Touring besloot opnieuw aan de bel te trekken door te waarschuwen voor \u201ckeuringstoerisme\u201d.\u201d<\/p>\n<p>De Vlaamse hervorming zorgt ook voor onrust ten zuiden van de taalgrens, waar politici en keuringsbedrijven zowel veiligheidsrisico\u2019s als een nieuwe golf van \u201ctechnisch keuringstoerisme\u201d vrezen.\u201d<\/p>\n<h4>Het tegengaan van \u2018overmatige inspecties\u2019<\/h4>\n<p>Deze wijziging is de nieuwste stap in de hervorming die door de Vlaamse minister van Mobiliteit, Annick De Ridder (N-VA), is doorgevoerd en die Newmobility.news al enkele maanden volgt.<\/p>\n<p>Ze streeft ernaar een einde te maken aan wat zij \u201covermatige inspecties\u201d noemt, de wachtrijen te verkorten en de kosten te verlagen. De plannen van de regering zouden er uiteindelijk toe moeten leiden dat er tegen 2028 1,7 miljoen inspecties minder worden uitgevoerd, waardoor er bij de inspectiecentra ongeveer 500 banen zullen verdwijnen.<\/p>\n<p>Tot nu toe konden oudere auto\u2019s of auto\u2019s met een hoge kilometerstand nog volstaan met een jaarlijkse keuring. Vanaf september verdwijnt dat onderscheid. Zelfs een 15 jaar oude personenauto met 200.000 kilometer op de teller kan een tweejarig keuringsbewijs krijgen, mits hij op tijd wordt aangeboden en de keuring doorstaat.<\/p>\n<p>Ook andere regels worden versoepeld. De afzonderlijke keuring na het monteren van een trekhaak wordt afgeschaft; bestuurders krijgen na een ernstig defect maximaal 2 maanden in plaats van 15 dagen de tijd om terug te komen; en administratieve tekortkomingen leiden niet langer automatisch tot een tijdelijk certificaat van 3 maanden.<\/p>\n<p>Bestelwagens zullen tussen 2026 en 2028 geleidelijk overschakelen op keuringen om de twee jaar, terwijl taxi\u2019s en ambulances van halfjaarlijkse naar jaarlijkse keuringen gaan.<\/p>\n<h4>Belgi\u00eb valt uit elkaar<\/h4>\n<p>Walloni\u00eb hanteert een voorzichtiger aanpak. De tweejarige \u2018bonus\u2019 blijft daar beperkt tot goed onderhouden auto\u2019s die niet ouder zijn dan acht jaar en niet meer dan 110.000 km op de teller hebben staan. Oudere auto\u2019s blijven over het algemeen onderworpen aan een jaarlijkse keuring. Ook Brussel handhaaft een strenger regime voor oudere auto\u2019s.<\/p>\n<p>Het toenemende verschil heeft de vrees voor \u201ctechnisch-keuringstoerisme\u201d opnieuw aangewakkerd. Belgische automobilisten mogen hun voertuig naar een keuringscentrum in een andere regio brengen, waar het wordt gekeurd volgens de technische voorschriften van die regio.<\/p>\n<p>Er is echter een belangrijk juridisch addertje onder het gras: certificaten uit een andere regio worden alleen geaccepteerd als de keuringstermijn van het voertuig nog niet is verstreken.<\/p>\n<p>Het overschrijden van de regionale grens is dus legaal, maar het louter gebruiken van Vlaanderen om aan een jaarlijkse Waalse of Brusselse verplichting te ontkomen, is minder eenduidig dan het klinkt.<\/p>\n<p>Oldtimers vormen nog steeds een aparte categorie. In Vlaanderen worden auto\u2019s van 30 tot 49 jaar oud die onder de oldtimerregeling zijn ingeschreven om de twee jaar gekeurd, terwijl auto\u2019s van 50 jaar of ouder om de vijf jaar aan de keuring moeten. Een auto van meer dan 30 jaar oud die onder de normale registratie valt, valt echter onder de gewone regels voor personenauto\u2019s.<\/p>\n<h4>Europa slaat een nieuwe koers in<\/h4>\n<p>De hervorming leek op een botsing met Europa uit te lopen toen GOCA in mei waarschuwde dat de EU een uitgebreider en geavanceerder pakket maatregelen inzake de verkeersgeschiktheid van voertuigen aan het voorbereiden was, met onder meer controles van elektrische voertuigen, software, rijhulpsystemen, emissies en voertuiggegevens. Dat deel blijft kloppen. Maar wat de frequentie van de keuringen betreft, is de politieke wind in Europa inmiddels gedraaid.<\/p>\n<p>De Europese Commissie had aanvankelijk jaarlijkse keuringen voorgesteld voor personenauto\u2019s en bestelwagens die ouder zijn dan tien jaar. De EU-ministers van Verkeer hebben die eis in december 2025 verworpen. Het Europees Parlement heeft in mei 2026 bevestigd dat ook het de minimumtermijn van twee jaar wil handhaven. De onderhandelingen over het pakket worden voortgezet.<\/p>\n<p>Daardoor is Vlaanderen minder een Europese uitzondering dan uit het Belgische debat blijkt. In Frankrijk geldt doorgaans een interval van twee jaar, en in Duitsland geldt dat eveneens na de eerste inspectie.<\/p>\n<p>Nederland hanteert strengere regels voor oudere auto\u2019s: benzine- en elektrische auto\u2019s moeten vanaf hun achtste jaar jaarlijks een APK-keuring ondergaan, terwijl diesel- en LPG-auto\u2019s doorgaans vanaf hun derde jaar jaarlijks een APK-keuring moeten ondergaan. Luxemburg schakelt over op jaarlijkse keuringen na de keuringen op de leeftijd van 4 en 6 jaar.<\/p>\n<h4>De gok met tweedehandsauto\u2019s<\/h4>\n<p>De meest omstreden Vlaamse wijziging zal daarom wellicht pas op 1 januari 2027 van kracht worden, wanneer de verplichte keuring v\u00f3\u00f3r de verkoop voor voertuigen die al in Belgi\u00eb zijn ingeschreven, komt te vervallen.<\/p>\n<p>Zoals Newmobility.news in juni meldde, blijkt uit de cijfers van GOCA voor 2025 waarom de sector bezwaar maakt. Van de 482.809 tweedehandsauto\u2019s die in Vlaanderen te koop werden aangeboden, werden er 93.000, ofwel 19,3%, afgekeurd vanwege een ernstig of gevaarlijk defect, waaronder 9.624 met een gevaarlijk defect.
