Dit komt overeen met de hoeveelheid afval die een gemiddeld Belgisch gezin in ongeveer tien tot twaalf jaar zou produceren.<\/p>\n<p>De hoeveelheid opgeruimd afval maakt meteen duidelijk hoe ernstig de problemen rond het Noordstation zijn. Met deze geco\u00f6rdineerde schoonmaakactie hopen de Brusselse regering en de gemeenten Schaarbeek en Sint-Joost-ten-Node de samenwerking in de wijk te versterken om de netheid structureel te verbeteren.<\/p>\n<h4>Structureel probleem<\/h4>\n<p>In totaal namen meer dan 40 medewerkers deel aan de schoonmaakactie, waarvan de helft afkomstig was van Net Brussel, het offici\u00eble regionale agentschap voor netheid van het Brussels Hoofdstedelijk Gewest.<\/p>\n<p style=\"font-weight: 400;\">Vervuilde grote stations zijn zeker geen typisch Belgisch verschijnsel, maar de combinatie van factoren op Brussel-Noord \u2014 zwerfafval, illegaal storten, drugsgerelateerde overlast, dakloosheid, veiligheidsproblemen voor het schoonmaakpersoneel en versnipperde verantwoordelijkheden \u2014 maakt de situatie buitengewoon moeilijk. Een maand eerder werd bij een soortgelijke actie op Brussel-Zuid 4.990 kg afval verwijderd, wat sterk wijst op een structureel probleem.<\/p>\n<p style=\"font-weight: 400;\">Ter vergelijking: de spoorwegmaatschappij NMBS\/SNCB heeft in heel 2025 in alle Belgische stations ongeveer 3.100 ton afval ingezameld, plus ongeveer 900 ton in de treinen. Het afvalbeheer voor alle activiteiten van de NMBS\/SNCB kostte 3,2 miljoen euro. De 5,6 ton \u2013 ofwel het equivalent van een volle lading van een grote, zware vuilniswagen \u2013 kan dus niet zomaar rechtstreeks worden vergeleken met het nationale cijfer van de NMBS\/SNCB, maar het illustreert wel het verschil tussen normaal spoorwegafval en het bredere buurtprobleem.<\/p>\n<h4>Een dieperliggend managementprobleem<\/h4>\n<p>Want hoewel er misschien wel een nieuw stationsplan is \u2013 een plan dat bijvoorbeeld meer nadruk legt op netheid, de installatie van 60 extra camera\u2019s en meer personeel voor openbare dienstverlening en beveiliging \u2013 wijzen de problemen rond het station Brussel-Noord op een dieperliggend managementprobleem. Dit is geen eenmalig incident, maar veeleer een samenloop van administratieve versnippering, maatschappelijke druk en beslissingen op het gebied van infrastructuur.<\/p>\n<p>Nog een belangrijk punt: in Brussel wordt nog steeds grotendeels gebruikgemaakt van vuilniszakken die op straat worden gezet, in plaats van ondergrondse afvalcontainers. In combinatie met een hoge bevolkingsdichtheid en veel appartementen leidt dit al snel tot illegaal storten of zwerfafval.<\/p>\n<p>De handhaving en het toezicht op illegaal storten zijn in dergelijke doorvoergebieden, waar ook daklozen, doorreizende migranten en mensen met een verslaving verblijven, vaak ontoereikend, omdat het moeilijk is om de vervuilers op te sporen.<\/p>\n<h4>Versnippering, maar\u2026<\/h4>\n<p>Bovendien is Brussel zeker geen uitzondering als het gaat om afval op stations. Grote stationsgebieden in wereldsteden, zoals Paris-Nord, Roma Termini en Frankfurt Hauptbahnhof, kampen met dezelfde uitdagingen: maatschappelijke problemen, grote passagiersstromen en toenemende druk op de openbare netheid en veiligheid.<\/p>\n<p>Wat Brussel echter zo bijzonder maakt, is de aanzienlijke administratieve wrijving. Zo vallen regionale straten onder de bevoegdheid van het regionale agentschap Net Brussels, terwijl gemeenten de gemeentelijke straten via hun eigen diensten onderhouden. Deze versnippering leidt regelmatig tot bevoegdheidsconflicten \u2013 \u201cWie ruimt wat op?\u201d \u2013 en een gebrek aan uniforme handhaving.<\/p>\n<p>Hoewel dat laatste punt ook relatief is. Wat de bestuurlijke structuur betreft, vertoont Londen een verrassende gelijkenis met Brussel: Groot-Londen is verdeeld in 32 boroughs (gemeenten) plus de City of London.<\/p>\n<p>Elke stadsdeel, zoals Westminster, Camden of Kensington &amp; Chelsea, heeft zijn eigen beleid en regels op het gebied van afvalbeheer en besteedt de afvalinzameling uit aan particuliere bedrijven, zoals Veolia of Biffa.<\/p>\n<p>Ondanks deze versnippering ziet Londen er vaak netter uit dan Brussel. In het drukke centrum van Londen wordt er zeer intensief aan straatreiniging gedaan. In de drukste winkelstraten zijn straatveeg- en reinigingswagens continu in de weer, 24 uur per dag, 7 dagen per week. Vuilniszakken die door bedrijven buiten worden gezet, worden binnen een paar uur opgehaald.<\/p>\n<p>Ook in Londen moeten winkels, restaurants en kantoren dure particuliere afvalverwerkingscontracten afsluiten. Bedrijven krijgen specifieke tijdvakken toegewezen \u2013 soms slechts 1 tot 2 uur per dag \u2013 waarin ze hun afval op straat mogen zetten. Als ze het te vroeg buiten zetten, krijgen ze onmiddellijk hoge boetes.<\/p>\n<p>De meeste Londense stadsdelen doen ook sterk een beroep op handhavers. In Londen leidt het op straat weggooien van een sigarettenpeuk of een blikje tot een onmiddellijke boete van 150 tot 400 pond. De grote kans om betrapt te worden en de zware financi\u00eble sanctie werken sterker afschrikkend dan in Brussel.<\/p>\n<h4>Vier afvalcontainers worden dagelijks geleegd bij het centraal station van Frankfurt<\/h4>\n<p>En als je specifiek kijkt naar de omgeving van het station, dan kampt de wijk rond het Hauptbahnhof van Frankfurt met een situatie die vergelijkbaar is met die in Brussel, met een openlijke drugshandel, kwetsbare mensen, zwerfafval en problemen op het gebied van de veiligheid van werknemers.<\/p>\n<p style=\"font-weight: 400;\">Ongeveer 25 gemeentelijke reinigingsmedewerkers zijn daar van 04.30 tot 19.00 uur aan het werk en verzamelen dagelijks 7-10 m\u00b3 straatafval. Ongeveer 160 afvalbakken worden tot vier keer per dag geleegd. Speciale teams verzamelen drugsbenodigdheden, waterwagens bestrijden urine- en ontlastingsgeuren, en schoonmaakploegen werken in sommige straten onder politiebegeleiding.<img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter wp-image-192381 size-large\" src=\"https:\/\/i0.wp.com\/newmobility.news\/wp-content\/uploads\/2026\/08\/Untitled77-2.png?resize=640%2C629&#038;ssl=1\" alt=\"\" width=\"640\" height=\"629\" srcset=\"https:\/\/i0.wp.com\/newmobility.news\/wp-content\/uploads\/2026\/08\/Untitled77-2.png?resize=1024%2C1006&amp;ssl=1 1024w, https:\/\/i0.wp.com\/newmobility.news\/wp-content\/uploads\/2026\/08\/Untitled77-2.png?w=1280&amp;ssl=1 1280w\" sizes=\"auto, (max-width: 640px) 100vw, 640px\" \/><\/p>\n<h4>Hogere straffen<\/h4>\n<p>Maar let op: zowel op gemeentelijk niveau als in het Brussels Gewest zijn de sancties en boetes onlangs aanzienlijk verhoogd om illegaal storten tegen te gaan.<\/p>\n<p>Vanaf augustus heeft onder meer de Stad Brussel de boetes voor milieuovertredingen aanzienlijk verdubbeld. De boete voor het illegaal storten van gewoon afval of grofvuil is verdubbeld van 500 euro naar 1.000 euro per m\u00b3, net als de boete voor bouwafval en gevaarlijk afval (van 1.000 euro naar 2.000 euro per m\u00b3).<\/p>\n<p>Wie de verkeerde soort vuilniszakken gebruikt of deze te vroeg buiten zet, betaalt voortaan 400 euro per zak in plaats van 200 euro. Op openbaar urineren staat nu een boete van 400 euro, en de boete voor graffiti is vastgesteld op 1.000 euro per m\u00b2.<\/p>\n<p>In Saint-Josse zijn die boetes niet zo hoog, maar een factor waarmee rekening moet worden gehouden, is dat het, met een gemiddeld netto belastbaar inkomen dat ruim onder het nationale gemiddelde ligt, de armste gemeente van Belgi\u00eb is. De gemeente beschikt simpelweg niet over de belastinginkomsten of het budget om een leger aan schoonmaakdiensten in te zetten, zoals bijvoorbeeld het welvarende stadsdeel Westminster in Londen of Frankfurt dat wel doet.<\/p>\n<p style=\"font-weight: 400;\">De gemeente staat dan ook voor een bijna onmogelijke opgave. De lokale belastingen volstaan niet om de vervuiling rond het Noordstation \u2013 het op \u00e9\u00e9n na drukste station van het land, dat gedeeltelijk op het grondgebied van Schaarbeek ligt \u2013 aan te pakken. Deze vervuiling wordt grotendeels veroorzaakt door mensen die niet in Sint-Joost wonen of daar geen belastingen betalen (pendelaars, bezoekers, doorreizende migranten en \u201cafvaltoeristen\u201d).<\/p>\n<h4>De wil is er<\/h4>\n<p>Hoe dan ook, Audrey Henry (MR), staatssecretaris voor Openbare Netheid in Brussel, noemde de schoonmaakactie van vrijdag een groot succes. Volgens Henry toont de schoonmaakactie ook aan dat de Brusselse Gewestregering zich inzet om de wijk aan te pakken en deze weer duurzaam schoon te maken.<\/p>\n<p>Hij hoopt dat dit gezamenlijke initiatief \u201cde samenwerking met de betrokken partijen ter plaatse zal versterken, zodat de maatregelen beter op elkaar kunnen worden afgestemd en op geco\u00f6rdineerde wijze kunnen worden uitgevoerd, en zodat de saneringsinspanningen op lange termijn kunnen worden ge\u00efnstitutionaliseerd.\u201d<\/p>\n<p>\u201cElke dag komen er bijna 60.000 mensen langs het Noordstation. Dat komt overeen met een vol Koning Boudewijnstadion op een concertavond.
